These changes come as part of a broader legal battle involving the U.S. Department of Education and a national teachers union.

<h2 class="wp-block-heading">What Are IDR Plans, and Why Do They Matter?</h2>
Income-driven repayment plans are a set of programs that base a borrower's monthly federal student loan payment on their income and family size, rather than the total amount owed. The main plans include Income-Contingent Repayment (ICR), Income-Based Repayment (IBR), Pay As You Earn (PAYE), and Saving on a Valuable Education (SAVE), a newer plan introduced under the Biden administration.

Borrowers on IDR plans may qualify for <a href="https://www.benzinga.com/personal-finance/25/04/44778031/she-was-29-months-from-erasing-247k-in-student-debt-now-her-forgiveness-is-frozen">student loan forgiveness</a> after 20 or 25 years of payments. These plans are especially useful for borrowers with high debt and relatively modest incomes.
<h2 class="wp-block-heading">The Confusion Over Married Borrowers</h2>
A recent legal filing suggested that the Trump administration intended to change how spousal income is treated under IDR plans. According to <a href="https://www.forbes.com/sites/adamminsky/2025/04/12/student-loan-payments-may-skyrocket-next-month-for-married-borrowers-suggests-trump-administration/">Forbes</a>, a Department of Education official stated that, beginning in May, the government would start counting spousal income when calculating monthly payments for married borrowers — even if those borrowers file taxes separately or are separated from their spouse.
That would be a big shift. Under current law, borrowers who file taxes separately can have their payments calculated based solely on their own income. Many married borrowers choose to file separately for this reason, even though it often means losing out on tax deductions.
If the proposed change had gone into effect, many married borrowers might have faced significantly higher payments, on top of higher tax bills.

Just days after the statement raised alarms, the Department of Education reversed course. In an <a href="https://storage.courtlistener.com/recap/gov.uscourts.dcd.278527/gov.uscourts.dcd.278527.30.2.pdf">updated court filing</a> on April 15, the agency clarified that for ICR, IBR, and PAYE plans, spousal income will not be included when a borrower files taxes separately or is legally separated.
This reversal means that, at least for now, the rules stay the same: married borrowers who file separately can still qualify for IDR payments based only on their own income. That's a relief for millions who were bracing for a sudden increase in their monthly bills.
<h2 class="wp-block-heading">Why This Is Still a Developing Story</h2>
The situation is unfolding as part of an ongoing lawsuit brought by the American Federation of Teachers. The union sued the Department of Education in March after the agency temporarily shut down the IDR system in response to a court ruling that blocked the SAVE plan.
Although access to IDR applications has been restored, the department has yet to fully resume processing them. A hearing is scheduled soon to determine whether the court will order the department to restart full services.

But according to Fink, what once passed as "true diversification" might no longer cut it.

Why the shift? Because <a href="https://www.benzinga.com/markets/cryptocurrency/25/04/44672506/blackrock-ceo-larry-fink-warns-many-already-believe-the-us-is-in-a-recession">the world has changed</a>.
Markets have evolved. Inflation won't stay silent. And bonds? Not the safe haven they once were. Fink argues that while private assets come with their own risks, they offer benefits that public markets can't always match—namely inflation protection, stability, and historically higher returns. "The appeal is clear," he wrote.
The case for infrastructure is especially compelling. Toll roads, utilities, and other revenue-generating infrastructure assets typically adjust with inflation. They're also less volatile than traditional stocks and bonds—something today's nervous investors won't overlook. As the chart in Fink's letter shows, portfolios that included infrastructure not only had better returns but also lower volatility.

Take a traditional 60/40 model portfolio, for example. With the addition of infrastructure, annualized returns moved higher, while volatility dropped. The same thing happened with pension portfolios. That's the bump—more return, less stress.
But there's a catch.
As Fink points out, the industry isn't built for a 50/30/20 world. Most asset managers still live in the 50/30 public market zone, while private market firms control the 20% piece. For individual investors, crossing into that private territory is tough. Even those with enough money to qualify might only have enough to invest in one fund—putting a fifth of their portfolio in a single vehicle. And that's not real diversification.
Fink believes BlackRock can fix that.

Just as it bridged the divide between index and active investing back in 2009 with its acquisition of Barclays Global Investors – the firm behind iShares ETFs – BlackRock is now working to unify public and private markets. In October, it took a major step in that direction by acquiring Global Infrastructure Partners. Two more acquisitions are expected to follow.
The 2009 move wasn't just about betting on ETFs. It was about giving investors the flexibility to combine strategies—to blend low-cost index funds with actively managed products. "Every investing decision is active," Fink noted, <a href="https://www.benzinga.com/personal-finance/25/02/44016490/21-year-old-pro-investor-challenges-dave-ramsey-show-hosts-on-index-funds-vs-mutual-funds-80-of-mutual-funds-dont-beat-the-market">even choosing an index</a>. Since then, BlackRock says it's helped investors save over $642 million in fees while giving them more control.
Now, Fink sees the same chance to shake up investing all over again. His message? The old playbook's getting stale—it's time for an upgrade.

In the post, the original poster, who said she's a public sector lawyer in her 30s, explained that she's been sending her mother around $4,000 a year for nearly a decade. She also gave her mom a car, chipped in on another one, and gives extra cash on birthdays and holidays.

"I'm not a rich woman either," she wrote, adding that she paid her way through law school with <a href="https://www.benzinga.com/personal-finance/25/02/43622327/u-s-student-loan-debt-hits-2-19-trillion-heres-why-experts-say-borrowers-shouldnt-panic-yet">student loans</a> and <a href="https://www.benzinga.com/money/how-to-pay-off-debt">paid off the debt</a> herself. "But what really irks me," she continued, "is when I mention investments, she tells me, ‘Older people never really invested &#8211; we didn't have the same opportunities.'"

<h2 class="wp-block-heading">A Familiar Struggle for Many</h2>
Turns out, plenty of Redditors could relate.
Some said they send their parents money monthly, even when it's a financial strain. Others described living with parents or covering expenses like rent, car payments, groceries and phone bills. A few mentioned they expect to support their parents for the rest of their lives, not out of wealth, but out of love and guilt.
"[My mom] never held down a job, <a href="https://www.benzinga.com/personal-finance/24/09/40969826/people-who-dont-save-enough-for-retirement-think-working-longer-will-help-but-experts-warn-this-">never saved anything</a>, never invested anything, and she sells anything of value she happens to have the moment she blows through her cigarette money," one commenter wrote. "Now she lives with me because her landlord sold the property, and of course, she and her boyfriend just waited until it happened. "
Others admitted they've cut off family members entirely.

Some commenters, especially those from immigrant or Latino families, pointed to cultural expectations.
"I'm Latina, and our parents&#8217; generation truly enjoys receiving money from their kids because &#8216;we are their retirement,&#8217;" one user said. "That messed-up way of thinking ends with me, I refuse to think of my only child as my 401(k)."
Another user in the Philippines shared that he pays for house help for his parents while his siblings cover the utility bills, even though there's no formal agreement, just an obligation.
But others pushed for boundaries. "If you're giving $400 a month and don't know where it's going, that's a problem," one person said. "You're not helping. You're enabling."
OP clarified in the thread that her mom did help with childcare early on, but that was years ago. Since then, she's been paying full-time daycare plus her mom's stipend.
"It irritates me that she brings up every excuse in the book as to why her finances are bad," she wrote.
Still, there were some who said they're happy to help their parents — if only because they know no one else will.

Trump May 'Take a Pass' on Russia-Ukraine Peace Talks Without Progress

President Donald Trump is reportedly planning to eliminate all federal funding for Head Start in his 2026 budget proposal, putting a program that has served nearly 40 million children since 1965 at serious risk.
According to <a href="https://eu.usatoday.com/story/news/education/2025/04/11/trump-proposal-eliminating-head-start/83045346007/">USA Today</a>, which cites a government official familiar with the plan, the White House&#8217;s proposed budget would zero out funding for Head Start, part of a broader effort to shrink the federal government under the <a href="https://www.benzinga.com/markets/24/11/42152862/trump-picks-project-2025-co-author-russell-vought-for-omb">Project 2025</a> policy blueprint. The Low-Income Home Energy Assistance Program, which helps families with heating and cooling costs, is also on the chopping block.

While the White House has not confirmed the cut, Rachel Cauley, a spokesperson for the Office of Management and Budget, said, &#8220;No final funding decisions have been made.&#8221;
<h2 class="wp-block-heading">Critics Warn of Catastrophic Consequences</h2>
Even so, the news has sparked widespread concern. The National Head Start Association called the proposal to eliminate the program &#8220;catastrophic&#8221; and warned it could result in more than 1 million parents losing access to affordable child care and preschool, disrupting their ability to work.
&#8220;Meals, developmental screenings and health care for nearly 800,000 children would disappear,&#8221; NHSA Executive Director Yasmina Vinci told USA Today. &#8220;We urge every parent, every American, and every believer in the <a href="https://www.benzinga.com/startups/24/10/41196233/kevin-oleary-defends-the-american-dream-on-fox-business-im-the-guy-that-invests-in-businesses-5-to-5">American dream</a> to reach out to their elected officials to express their outrage about such a proposal.&#8221;

<h2 class="wp-block-heading">Regional Offices Shut Down Without Warning</h2>
The proposal comes on the heels of abrupt closures of at least five regional Head Start offices in Boston, New York, Chicago, San Francisco and Seattle. These offices provide crucial oversight and support for local Head Start programs.
NHSA said it was informed of the closures early last week and is urging the administration to halt further action until a transition plan is in place. &#8220;Closing these regional Head Start offices could create delays in essential program support and weaken the system that has successfully served millions of children for decades,&#8221; the group said in a <a href="https://nhsa.org/press_release/nhsa-expresses-deep-concern-over-administration-shuttering-regional-offices/">statement</a>.
The staffing cuts, part of Health and Human Services Secretary Robert F. Kennedy Jr's downsizing plans, left many program directors blindsided. &#8220;None of us saw this coming,&#8221; Janice Smith, early childhood services director at the Oakland Livingston Human Service Agency in Southeastern Michigan, told the <a href="https://eu.freep.com/story/news/education/2025/04/11/trump-cuts-head-start-jobs-leaving-local-michigan-programs-uncertain-of-future-closures/83009348007/">Detroit Free Press</a>.
NHSA emphasized that less than 1% of Head Start's annual funding goes to federal staff, including those working in regional offices.

<h2 class="wp-block-heading">Sen. Murray: &#8216;Offensive and Just Plain Wrong&#8217;</h2>
Sen. Patty Murray (D-WA), vice chair of the Senate Appropriations Committee, slammed the Trump administration's proposal in a statement released Monday.
&#8220;While families feel the crunch with a worsening child care crisis and much higher daily costs thanks to Trump's tariffs, President Trump wants to eliminate Head Start and kick hundreds of thousands of kids out of the classroom, fire teachers, and make child care and early learning more expensive and less safe,&#8221; Murray said in a <a href="https://www.murray.senate.gov/senator-murray-statement-on-trump-budget-proposal-to-fully-eliminate-head-start/">statement</a>.
She added, &#8220;This administration believes we cannot afford to help families get preschool or help kids get basic health services, but we can afford trillions of dollars more in <a href="https://www.benzinga.com/personal-finance/25/02/43578641/bernie-sanders-says-we-must-not-savage-programs-for-working-families-to-provide-huge-tax-breaks-for-billionaires">tax breaks for billionaires</a>. Head Start serves more than 750,000 children nationwide and is especially important in rural areas where other early childhood education options are scarce. The program provides early learning, health care, and family support to low-income families.
NHSA said it will continue working with the administration and Congress to protect the program. &#8220;An investment in Head Start is an important investment in our youngest learners, their families, our communities, and our nation,&#8221; the organization stated.
With Congress holding the final say on the budget, the future of Head Start now rests on political negotiations. But for the millions of families relying on it, the threat feels immediate and very real.
