On Thursday, Defense Secretary Pete Hegseth signed a memo aimed at trimming wasteful spending within the <a target="_blank" href="https://www.benzinga.com/topic/department-of-defense" rel="noreferrer noopener">Department of Defense</a> (DOD).

The directive is in line to ensure that funds are used effectively to support the DOD&#8217;s mission and the country&#8217;s military readiness.
&#8220;In other words, [the expenditures] are not a good use of taxpayer dollars; [and], ultimately, that&#8217;s who funds us,&#8221; Hegseth said.&nbsp;

The cuts target several key areas, including a <a target="_blank" href="https://media.defense.gov/2025/Mar/20/2003673531/-1/-1/0/CONTINUING-ELIMINATION-OF-WASTEFUL-SPENDING-AT-THE-DEPARTMENT-OF-DEFENSE.PDF" rel="noreferrer noopener">software development initiative</a> for the Defense Civilian Human Resources Management System.
Initially started in 2018 with a projected cost of $36 million and a one-year completion timeline, the program has experienced major delays and exceeded its budget.
Hegseth highlighted that the project is now almost eight years overdue, with costs soaring to $280 million over the original estimate. So the project has been scrapped.
Along with the software project, Hegseth highlighted reductions in external consulting contracts, including one worth $30 million. This contract was associated with the purchase of unused software licenses.
Additionally, the DOD is cutting $360 million in grants, which support various initiatives, such as a $6 million project aimed at reducing emissions from Navy ships and a $9 million grant for creating &#8220;equitable AI and machine learning models.&#8221;

The abandoned agreement would have given the US <a href="https://www.benzinga.com/25/02/43968607/trump-negotiates-a-very-big-deal-for-ukraines-mineral-wealth">priority access to Ukraine's reserves of critical minerals</a> essential for military technology, EVs and advanced electronics. In return, Ukraine expected a financial boost, with 50% of state-owned mineral revenues going into an investment fund for economic recovery. However, without US security guarantees, Ukraine hesitated to finalize the deal, ultimately leading to its collapse.
With no agreement in place, both the US and Ukraine face economic and strategic setbacks. The US remains reliant on China for rare earth processing, while Ukraine may now seek alternative partnerships—potentially with China or European nations.

Dynamic Aerostructures, which makes high-tech parts for U.S. fighter jets and SpaceX rockets, has <a href="https://www.benzinga.com/topic/bankruptcy">filed for bankruptcy</a>.
What Happened: According to <a href="https://www.bloomberg.com/news/articles/2025-02-26/aero-parts-maker-for-stealth-bomber-spacex-files-for-bankruptcy?sref=TBDibEcD">Bloomberg</a>, the Valencia, California-based company plans to auction itself off in a court-supervised sale.
Dynamic is owned by a private equity firm, Endeavour Capital. Dynamic&#8217;s operating unit, Forrest Machining, LLC (aka FMI Aerostructures) was <a href="https://endeavour.com/portfolio/dynamic-aerostructures-llc/">purchased</a> by Endeavour Capital in 2021. 
The company blamed quality-control issues, contracts and inflation-driven inventory costs for the financial nosedive. 
CEO Eric Ellis insists it's still "business as usual" while they search for a buyer, with an April 7 bid deadline set for potential suitors.

Why It Matters: The company is saddled with $55 million in debt. In addition to SpaceX, the company is also a key supplier for Blue Origin, Boeing Co (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BA#NYSE">BA</a>), Lockheed Martin Corp (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/LMT#NYSE">LMT</a>), and Northrop Grumman Corp (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NOC#NYSE">NOC</a>), including making parts for the B-2 Spirit stealth bomber.
The company&#8217;s situation also illustrates the challenging record of private equity and venture capital-backed companies. In 2024, PE-backed companies made up nearly 16% of the 694 total U.S. bankruptcy filings, per <a href="https://www.transacted.io/private-equity-portfolio-bankruptcies-hit-record-high-in-2024">Transact.io</a>, citing S&amp;P Capital data.
That's the highest annual tally since 2010.

U.S. defense stocks have taken a major hit after President Donald Trump suggested the country could cut its military budget in half. Meanwhile, European defense companies are thriving as investors expect a boost in spending across the region.

Trump on Feb. 13 floated the idea of significantly reducing the U.S. defense budget, which currently hovers around $1 trillion. He indicated plans to meet with China's Xi Jinping and Russia's Vladimir Putin to discuss global military spending cuts. "At some point, when things settle down, I'm going to meet with China and I'm going to meet with Russia, in particular those two, and I'm going to say there's no reason for us to be spending almost $1 trillion on the military &#8230; and I'm going to say we can spend this on other things," Trump said.
