Sanofi To Navigate Tariff Impact With $20 Billion In Spending Through 2030

Despite a powerful 22% surge in the S&amp;P 500 since the April lows—driven by easing U.S.-China trade tensions and a 90-day pause on new tariffs—only half of the index&#8217;s stocks have managed to rise above their 200-day moving average, indicating a market rally <a href="https://www.benzinga.com/movers">that remains potentially incomplete.</a>
This technical indicator, often used to gauge long-term trends and market breadth, currently shows that just 49.9% of S&amp;P 500 components are in what traders would consider a bullish trend. 
That figure remains below both the five- and 10-year averages of 60%, suggesting a wide swath of the market has yet to participate in the rebound.
<h3 class="wp-block-heading">Breadth Gauge Shows Room To Run</h3>
Over the past four years, the percentage of stocks above their 200-day moving average has moved within a wide 10% to 92% range. The extreme lows—seen in June and September 2022 at just 10%—came during periods of heightened recession fears and monetary tightening. 
The recent cycle bottom occurred just last month, when the figure dipped to 15% following April's sharp, tariff-driven selloff.
The highest reading in the last four years came in May 2021, at 92%, during a time of peak post-pandemic optimism. More recently, a high of 82% was recorded in September 2024, following the start of Federal Reserve policy easing.

<h3 class="wp-block-heading">What Analysts Say About The Tariff Pause and Market Reaction</h3>
Analysts say that the 90-day tariff truce announced in April and this week&#8217;s truce between the U.S. and China helped revive risk appetite, but they remain cautious about its long-term effects.
In a note on Wednesday, Peter Oppenheimer, strategist at Goldman Sachs, said the outcome was "much better than we had expected," noting that the tariff levies of 30 percentage points by the U.S. and +5 points by China were significantly lower than prior worst-case estimates.
Oppenheimer also highlighted that the new U.S.-UK trade agreement contributes to a more constructive global growth outlook and has mitigated fears of long-term economic damage from the April drawdown.
He added that the market has begun to price out recession risks. 
"Certainly, recent news has been supportive for risk in three respects: it has shown the U.S. Administration to be pragmatic and keen to de-escalate&#8230; it suggests a lower likely outcome for the average effective tariff rate&#8230; and it has led to a number of growth upgrades," he said.
Rick Gardner, chief investment officer at RGA Investments, said markets are already "pricing in an environment where the U.S. and China are able to trade with each other," even if some economic weakness persists.
"Even if we see a continued economic slowdown, the stock market may have already priced that in during the April selloff," Gardner said.
<h3 class="wp-block-heading">S&amp;P 500&#8217;s Top 20 Laggards – Price vs. 200-Day Moving Average</h3>
More than 20 S&amp;P 500 stocks are still trading over 20% below their 200-day moving averages, highlighting substantial technical room for recovery among the index's biggest underperformers during the tariff-relief rally.

The U.S. Food and Drug Administration (FDA) announced its intent to expand the use of unannounced inspections at foreign manufacturing facilities that produce foods, essential medicines, and other medical products intended for <a target="_blank" href="https://www.benzinga.com/general/health-care" rel="noreferrer noopener">American consumers and patients</a>.
This change builds upon the agency&#8217;s Office of Inspection and Investigations&#8217; Foreign Unannounced Inspection Pilot program in India and China and aims to ensure that foreign companies will receive the same level of regulatory oversight and scrutiny as domestic companies.&nbsp;
&#8220;For too long, foreign companies have enjoyed a double standard—given advanced notice before facility inspections, while American manufacturers are held to rigorous standards with no such warning,&#8221; said FDA Commissioner Martin Makary. &nbsp;
On Tuesday, the FDA <a target="_blank" href="https://www.fda.gov/news-events/press-announcements/fda-announces-expanded-use-unannounced-inspections-foreign-manufacturing-facilities?utm_medium=email&amp;utm_source=govdelivery" rel="noreferrer noopener">said</a> it plans to review and improve its foreign inspection program to ensure it meets the highest standards for oversight. Part of this effort includes making it clear that FDA inspectors should not accept travel-related perks like hotel stays or transportation from the companies they inspect.

The FDA conducts about 12,000 inspections annually in the U.S. and 3,000 in other countries. While U.S. companies often get surprise inspections, foreign companies usually receive advanced notice, giving them time to prepare and potentially hide problems.
Still, foreign inspections often reveal serious issues, more than twice as often as domestic ones.
In the U.S., inspections are usually unannounced unless specific programs require advance notice to ensure staff and records are available.
Even then, companies can&#8217;t pick the date or time. The FDA says foreign companies shouldn&#8217;t have that option either.
By shifting to more surprise inspections abroad, the FDA aims to better protect American consumers by catching dishonest practices, like falsifying records or hiding violations, before they cause harm.
The agency can take action against any company that tries to delay, block, or refuse an unannounced inspection.
The update follows President&nbsp;Donald Trump&#8217;s signed executive order on Monday to promote prescription drug manufacturing in the U.S., streamlining the path for companies to build new production sites as potential tariffs on <a target="_blank" href="https://www.benzinga.com/topic/tariffs" rel="noreferrer noopener">imported medicines loom</a>.
The order directs the FDA to reduce the amount of time it takes to approve manufacturing plants in the U.S. by eliminating unnecessary requirements, streamlining reviews, and working with domestic drugmakers to &#8220;provide early support before facilities come online,&#8221; <a target="_blank" href="https://www.whitehouse.gov/fact-sheets/2025/05/fact-sheet-president-donald-j-trump-announces-actions-to-reduce-regulatory-barriers-to-domestic-pharmaceutical-manufacturing/" rel="noreferrer noopener">according</a> to&nbsp;a White House fact sheet.
It also directs the agency to raise inspection fees for foreign manufacturing plants, improve the enforcement of active-ingredient source reporting by overseas producers, and consider publicly listing facilities that don&#8217;t comply.
The White House <a target="_blank" href="https://www.whitehouse.gov/presidential-actions/2025/05/regulatory-relief-to-promote-domestic-production-of-critical-medicines/" rel="noreferrer noopener">estimates</a> that it can currently take five to ten years to build new pharmaceutical manufacturing capacity, which it calls &#8220;unacceptable from a national-security standpoint.&#8221;

Block, Becton Dickinson And Pilgrim's Pride Are Among Top 10 Large-Cap Losers Last Week (Apr 28-May 2): Are The Others In Your Portfolio?

Becton Dickinson, and Company (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BDX#NYSE">BDX</a>) lowered its fiscal year 2025 guidance and provided an <a href="https://www.benzinga.com/pressreleases/25/05/n45128945/bd-reports-second-quarter-fiscal-2025-financial-results" target="_blank" rel="noreferrer noopener">estimated tariff impact </a>on Thursday.
The medical device company reported adjusted earnings per share of $3.35, up from $3.17 a year ago. It beat the <a href="https://www.benzinga.com/earnings" target="_blank" rel="noreferrer noopener">consensus of $3.28</a>.
The company reported first-quarter 2025 sales of $5.27 billion, up 4.5% year-over-year, missing the consensus of $5.35 billion.
Becton Dickinson expects fiscal 2025 revenues of $21.8 billion and $21.9 billion. Its previously issued guidance of $21.7 billion to $21.9 billion reflects updated organic revenue growth guidance of 3.0% to 3.5% and an improvement in the <a href="https://www.benzinga.com/general/health-care/25/05/45140102/potential-tariff-bites-into-becton-dickinson-2025-profit-outlook-company-will-invest-2-5-billion-to-boost-us-manufacturing" target="_blank" rel="noreferrer noopener">estimated impact of foreign currency</a>.

Goldman Sachs on Friday downgraded Becton Dickinson from Buy to Neutral, revising its <a target="_blank" href="https://www.benzinga.com/quote/BDX/analyst-ratings" rel="noreferrer noopener">price target from $256 to $192</a>.
Analyst David Roman says BDX stock has fallen 25% since being added to the Buy list on May 30, 2024, compared to the S&amp;P500&#8217;s 6% and their large-cap MedTech coverage of 5%.
&#8220;We think the underperformance reflects downward revisions in organic growth estimates despite ongoing strong P&amp;L results. Specifically, the forward outlook for organic revenue growth has shifted from ~5-6% two years ago to ~3-4%. This level of organic growth puts BD at the low-end of MedTech,&#8221; Roman added.
Goldman Sachs says because Becton Dickinson has a large share of its market, its growth is closely tied to how fast the overall market is growing. As the market has slowed, so have Becton Dickinson&#8217;s growth targets.
Some of these market challenges may ease over time. But Roman is less confident that Becton will return to steady mid-single-digit organic revenue growth by fiscal year 2026 — a key part of the investment case.
William Blair on Thursday downgraded Becton Dickinson to Market Perform following a disappointing fiscal second-quarter update.
&#8220;We have been wrong with our rating on this stock for several years, holding out hope that shares would see multiple expansion once the business found a new gear that resulted in more predictable revenue growth, margin expansion, and earnings growth,&#8221; analyst Andrew Brackmann writes.
William Blair writes that Becton, at its core, has the makeup to drive mid-single-digit revenue growth over an extended period.
However, that is not the case right now, making the near-term setup challenging— especially as the Bioscience and Diagnostics business is set to be separated but for which those businesses are seeing increased headwinds.
The analyst seeks greater confidence in a reacceleration in organic growth and looks to fiscal 2026 guidance and updates on the Bioscience and Diagnostics separation as key catalysts over the coming months.
Stifel maintains Becton Dickinson with a Buy, lowering the price target from $280 to $224.
Piper Sandler downgrades Becton Dickinson from Overweight to Neutral and lowers the price target from $260 to $185.

Becton Dickinson Vitals Drop: Analysts 'Have Been Wrong' On This Med Tech Stock For Years

Wall Street extended its rally this week, fully erasing the losses suffered after the Trump administration's <a href="https://www.benzinga.com/economics/macro-economic-events/25/05/45172683/wall-street-eyes-9th-straight-day-of-gains-apple-falls-as-chinese-sales-disappoint-whats-driving-markets-friday">tariff announcement on April 2. </a>
Investor sentiment was buoyed by encouraging developments in trade negotiations and, most importantly, a stronger-than-expected start to earnings season.
Corporate America showed resilience in the face of trade headwinds. Mega-cap tech giants —including Microsoft Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/MSFT#NYSE">MSFT</a>), Meta Platforms Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/META#NASDAQ">META</a>), Apple Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AAPL#NASDAQ">AAPL</a>), and Amazon.com Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AMZN#NASDAQ">AMZN</a>) — all surpassed Wall Street estimates, with Microsoft logging its best weekly performance in years.
The S&amp;P 500 posted its second consecutive weekly gain, marking its longest winning streak since May 2024.
Top individual performers included Arista Networks Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ANET#NYSE">ANET</a>) and Carrier Global Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/CARR#NYSE">CARR</a>), both soaring roughly 20% for the week. On the downside, Becton, Dickinson and Company (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BDX#NYSE">BDX</a>) tumbled 20%, making it the worst performer.
Michigan-based automaker General Motors Co. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GM#NYSE">GM</a>) topped earnings forecasts yet withdrew guidance for the year amid "massive <a href="https://www.benzinga.com/news/earnings/25/05/45150325/gm-cut-its-2025-forecast-on-tariffs-but-core-business-holds-up-says-goldman-sachs">uncertainty&#8221; over tariffs.</a>
From a sector perspective, industrials and technology led the charge, while energy stocks lagged as crude oil prices slumped. Oil marked its second-worst week of the year, falling to $58 per barrel after Saudi Arabia signaled its readiness to cope with lower prices, stoking speculation that OPEC+ may boost output further in the coming months.
President Donald Trump's threat to impose secondary sanctions on nations buying Iranian oil failed to stabilize crude <a href="https://www.benzinga.com/government/regulations/25/05/45149446/oil-prices-soar-after-trump-threatens-sanctions-on-iranian-crude-buyers-is-china-on-top-of-the-list">prices, which continued to slide</a>.
Macroeconomic data painted a mixed picture. First-quarter gross domestic product shrank by 0.3%, missing forecasts of a 0.4% rise, largely due to a surge in imports.
Yet, inflation and employment data provided a more positive outlook. Nonfarm payrolls rose by 177,000 in April, beating the 130,000 consensus and <a href="https://www.benzinga.com/economics/macro-economic-events/25/05/45164558/us-adds-177000-jobs-in-april-topping-forecasts-as-economy-navigates-tariff-impact">underscoring labor market strength.</a>
Meanwhile, Personal <a href="https://www.benzinga.com/25/04/45102421/feds-key-inflation-gauge-cools-before-tariffs-hit-auto-outlays-spike-as-consumers-front-run-price-impacts">Consumption </a><a href="https://www.benzinga.com/25/04/45102421/feds-key-inflation-gauge-cools-before-tariffs-hit-auto-outlays-spike-as-consumers-front-run-price-impacts" target="_blank" rel="noopener">Expenditure inflation cooled</a>: annual price gains slowed from 2.7% in February to 2.3% in March. Core PCE, the Federal Reserve's preferred inflation gauge, eased to 2.6% year over year, aligning with expectations and down from 3%.
Looking ahead, markets will focus on the Federal Reserve's two-day policy meeting starting Tuesday. While no rate change is anticipated, Chair Jerome Powell's Wednesday press conference will be closely watched, especially after renewed calls from President Trump <a href="https://www.benzinga.com/economics/macro-economic-events/25/05/45166673/trump-pressures-fed-after-solid-jobs-cooling-inflation-lower-rates-now">to cut interest rates.</a>

Wall Street Fully Recoups Tariff-Led Losses, Economy Contracts In First Quarter Yet April Payrolls Remain Strong: This Week In Markets

The U.S. stock market staged a stunning one-month rebound, fully erasing the losses triggered by Donald Trump&#8216;s <a href="https://www.benzinga.com/topic/donald-trump">April 2 tariff announcements.</a>
From its April low of 4,835 points, the S&amp;P 500—tracked by the SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>)—has surged 17.5%, logging nine consecutive sessions of gains through Friday, the longest winning streak since May 2024.
Still, the rally has been far from uniform across sectors.
The sectoral rebound since April has been powerful, but only a handful of sectors have managed to fully recover to or exceed their April 2 levels, before Trump&#8217;s tariff announcements triggered a broad selloff.
Technology led the charge, surging 25.9% since the April low and now stands 3.8% above its April 2 level, the strongest full recovery among all major sectors.
Industrials and Utilities also climbed 1.8% and 1% above their early-April levels, respectively.
Sectors like Consumer Discretionary , Communication Services, Financials, Consumer Staples, and Real Estate posted strong double-digit rebounds off April lows—ranging from 8.3% to 18.9%— finally reaching April 2 levels without breaching them.
On the other end of the spectrum, Energy remains 13.4% below its April 2 level, making it the worst laggard. Health Care is still down 4% from early April, even after recovering 7.2%. Materials also underperformed, ending the period 1.9% below its pre-tariff announcement level.
