Why It's Important: Members of Congress are allowed to buy and sell stocks as long as they properly disclose the transaction.
The process has drawn scrutiny from the public and retail investors as members of Congress could have inside information and time their trades accordingly. Committee assignments in particular, often draw red flags from investors.
Greene serves on the House Committee on Oversight and Accountability and the House Committee on Homeland Security with several subcommittee appointments. The congresswoman's past trade in technology and cybersecurity stocks has drawn attention with her role within Homeland Security.
Greene&#8217;s past trades of Palantir Technologies and a<a href="https://www.benzinga.com/25/03/44255172/marjorie-taylor-greene-buys-more-bitcoin-etf-shares-ahead-of-trumps-strategic-reserve-executive-order"> Bitcoin ETF </a>have drawn criticism along with the timing of her trades, as she is a close ally to President Donald Trump. 
When asked previously about buying stocks earlier this year that soared days later after Trump announced a pause to tariffs, Greene<a href="https://www.benzinga.com/politics/25/04/44852406/marjorie-taylor-greene-brushes-off-stock-buying-criticism-says-portfolio-manager-bought-the-dip"> brushed aside the criticism.</a>
&#8220;I think that criticism is laughable. President Trump has been talking about tariffs for decades,&#8221; Greene told reporters when asked about the trades at a recent town hall event in Georgia in a clip <a href="https://x.com/unusual_whales/status/1912456434081480777" target="_blank" rel="noreferrer noopener">shared </a>by Unusual Whales. The congresswoman used the opportunity to boast about her stock performance, which ranked her as one of the top trading members of Congress in 2024.
&#8220;I don&#8217;t place my buys and sells," Greene said, citing an agreement she has with her portfolio manager, who handles all the buying and selling of stocks. &#8220;He did a great job. Guess what he did. He bought the dip. And that&#8217;s what anybody that has financial sense does."
Greene also said her portfolio manager did not have inside information, everything was public and a potential tariff pause wasn&#8217;t a secret.
Sen. Josh Hawley (R-Mo.) has reintroduced legislation that would ban members of Congress from trading or holding individual stocks.
The bill is known as the Preventing Elected Leaders from Owning Securities and Investments Act, or PELOSI Act based on the first letter of each of the main words. The name takes aim at the congresswoman and former Speaker of the House Nancy Pelosi (D-Calif.).  
&#8220;Members of Congress should be fighting for the people they were elected to serve — not day trading at the expense of their constituents,&#8221; Hawley&nbsp;<a href="https://www.hawley.senate.gov/hawley-reintroduces-pelosi-act-to-ban-congress-from-trading-stocks/" target="_blank" rel="noreferrer noopener">said</a>. &#8220;Americans have seen politician after politician turn a profit using information not available to the general public.&#8221;
Hawley said the bill will help &#8220;restore Americans&#8217; trust in our nation&#8217;s legislative body.&#8221;
Hawley&#8217;s bill is being reintroduced as President&nbsp;Donald Trump&nbsp;<a href="https://time.com/7280114/donald-trump-2025-interview-transcript/" target="_blank" rel="noreferrer noopener">said&nbsp;</a>he would support such a ban.
&#8220;Well, I watched Nancy Pelosi get rich through insider information, and I would be okay with it. If they send it to me, I would do it,&#8221; Trump told TIME.
Trump said he would sign the ban if the bill passes Congress.
While Pelosi makes headlines for her trades, it&#8217;s important to remember that<a href="https://www.benzinga.com/politics/25/04/44852406/marjorie-taylor-greene-brushes-off-stock-buying-criticism-says-portfolio-manager-bought-the-dip" target="_blank" rel="noreferrer noopener">&nbsp;it is both Republican</a>&nbsp;and Democratic members of Congress who are profiting from buying and selling stocks and options while in office, with some trades coming with questionable timing or having a connection to committees they serve on.
In 2024, a list of the top-performing traders in Congress included six Republicans and four Democrats.

Upon achieving certain milestones, the total price tag <a href="https://www.benzinga.com/25/04/44843916/genedx-eyes-global-genomic-leadership-with-fabric-genomics-buyout-for-up-to-51-million">could potentially reach $51 million</a>.</li>

<li>Axios broke the news that a New Zealand-based metaverse company called Futureverse <a href="https://www.axios.com/2025/04/16/candy-digital-futureverse-mlb-nft">acquired</a> NFT startup Candy Digital. Major League Baseball, Netflix and DC Comics are among Candy Digital&#8217;s partners. That wasn&#8217;t the only metaverse deal this past week.</li>

<li>Consolidated Burger Holdings, a Burger King franchisee operating 57 locations across Florida and Georgia, has filed for Chapter 11 bankruptcy. The company, based in Destin, Florida, cited financial struggles worsened by the COVID-19 pandemic, including reduced foot traffic and declining revenue, while costs like rent and debt service remained high. Its restaurants include sites in cities like Valdosta, Tallahassee, West Palm Beach, and Naples, with four located inside Walmart stores.</li>

<li>The House Committee on Energy and Commerce is investigating 23andMe&#8216;s Chapter 11 bankruptcy filing, raising concerns about the security of its sensitive genetic data. Lawmakers fear the company&#8217;s genetic database could be compromised as its assets are <a href="https://in.benzinga.com/25/03/44456578/why-dna-test-provider-23andmes-stock-is-plunging-today">now up for sale</a>. In a letter to interim CEO Joe Selsavage, three Republican congressmen requested answers about the company&#8217;s data and privacy practices by May 1. Once valued at $6 billion, 23andMe has struggled to maintain revenue and expand into research and therapeutics.</li>

Technology shares, particularly semiconductor stocks, led the selloff, dragging the Nasdaq 100 sharply lower and trimming much of its weekly gains. Shares of Nvidia Corp. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) tumbled 5.9%, on track for the worst daily loss since early March, as investors fear further restrictions on chip exports to China. The iShares Semiconductor ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SOXX#NYSE">SOXX</a>) fell 3.4%. 
Meanwhile, blue-chip stocks in the Dow Jones Industrial Average were more resilient, supported by strength in the energy and consumer staples sectors. The CBOE Volatility Index (VIX), Wall Street's so-called "fear gauge," jumped 8% to 18.9.
The dollar and Treasury yields remained flat, reflecting a wait-and-see stance in the bond market amid uncertainty over the broader economic impact of potential tariffs.
In commodities, crude oil rose 1.4%, extending weekly gains to 2.5%—on track for its best week since early January—after a surprise drop in commercial inventories. Metals held steady, with copper holding record highs.
Bitcoin slipped 1% to $86,500 following a flat close the previous day.

Stocks Slip As Tariff Fears Resurface: What's Driving Markets Wednesday?

U.S. stocks were mixed, with the Dow Jones index gaining around 100 points on Wednesday.
Shares of Paychex, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/PAYX#NASDAQ">PAYX</a>) rose sharply during Wednesday's session after the company reported <a href="https://in.benzinga.com/25/03/44494897/paychex-shares-gain-on-q3-earnings-beat">better-than-expected quarterly adjusted EPS.</a>
The company reported third-quarter revenue growth of 5% year-on-year to $1.509 billion, marginally missing the analyst consensus estimate of $1.516 billion. Adjusted EPS of $1.49 beat the consensus estimate of $1.48.
Paychex shares jumped 5.5% to $152.02 on Wednesday.

Paychex Posts Better-Than-Expected Earnings, Joins Worthington Enterprises, GameStop, Cintas And Other Big Stocks Moving Higher On Wednesday

Paychex shares are trading higher after the company reported better-than-expected Q3 adjusted EPS.

Shares of Paychex Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/PAYX#NASDAQ">PAYX</a>) shares are <a target="_blank" href="https://www.benzinga.com/movers" rel="noreferrer noopener">trading higher on Wednesday</a> after the third-quarter earnings.
The company reported third-quarter revenue growth of 5% year-on-year to $1.509 billion, marginally missing the <a href="https://www.benzinga.com/pressreleases/25/03/b44492466/paychex-inc-reports-third-quarter-results">analyst consensus estimate of $1.516 billion.</a>
Adjusted EPS of $1.49 <a target="_blank" href="https://www.benzinga.com/earnings" rel="noreferrer noopener">beat the consensus estimate of $1.48.</a>
Management Solutions revenue increased 5% to $1.1 billion and Professional Employer Organization (PEO) and Insurance Solutions revenue gained 6% to $365.4 million.

Total expenses increased 4% to $817.2 million due to acquisition-related costs associated with the pending Paycor acquisition, increase in PEO direct insurance costs and investment in product, technology, data, and AI.
Operating income for the quarter increased 6% to $691.8 million and the operating margin expanded 70 basis points to 45.8%.
Adjusted EBITDA climbed 8% to $751.6 million. Paychex held $2.39 billion in total cash and equivalents as of February 28, 2025.
The operating cash flow for nine months totaled $1.6 billion. Repurchased 828,855 shares for $104.0 million and paid cumulative dividends of $2.94 per share totaling $1.1 billion for the nine months.
The Paycor acquisition is expected to close in April 2025, subject to other customary closing conditions.

Outlook: PEO and Insurance Solutions revenue is now anticipated to grow in the range of 6.0% to 6.5%. Adjusted operating margin is anticipated to be approximately 43%.

Paychex Sees PEO And Insurance Solutions Revenue Growth of 6% - 6.5%

Paychex (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/PAYX#NASDAQ">PAYX</a>) reported quarterly earnings of $1.49 per share which beat the analyst consensus estimate of $1.48 by 0.68 percent. This is a 7.97 percent increase over earnings of $1.38 per share from the same period last year. The company reported quarterly sales of $1.51 billion which met the analyst consensus estimate. This is a 4.86 percent increase over sales of $1.44 billion the same period last year.

The CNN Money Fear and Greed index showed a decline in the overall market sentiment, while the index remained in the &#8220;Fear&#8221; zone on Tuesday.
U.S. stocks settled slightly higher on Tuesday, extending gains from the previous session with investors awaiting more clarity on tariff developments and digested a downbeat consumer confidence report.
On the economic data front, the Conference Board's monthly confidence index declined to a reading of 92.9, compared to market estimates of 93.5. The S&amp;P CoreLogic Case-Shiller home price index increased 4.7% year-over-year in January, versus a 4.5% increase in December, but down from market estimates of a 4.8% increase. Sales of new single-family homes increased 1.8% to an annual rate of 676,000 in February, following a revised 6.9% decline in the previous month, and down from market estimates of 680,000.
CrowdStrike Holdings (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/CRWD#NASDAQ">CRWD</a>) shares gained over 3% on Tuesday after BTIG analyst Gray Powell upgraded the stock to Buy, setting a price target of $431.
Most sectors on the S&amp;P 500 closed on a positive note, with consumer discretionary, communication services and financial stocks recording gains on Tuesday. However, utilities and health care stocks bucked the overall market trend, closing the session lower.
The Dow Jones closed higher by around 4 points to 42,587.50 on Tuesday. The S&amp;P 500 rose 0.16% to 5,776.65, while the Nasdaq Composite climbed 0.46% at 18,271.86 during Tuesday's session.
Investors are awaiting earnings results from Dollar Tree, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/DLTR#NASDAQ">DLTR</a>), Paychex, Inc.
