The U.S. Securities and Exchange Commission (SEC) on Friday named Jamie Selway as its new Director of the Division of Trading and Markets, signaling a notable move toward engaging crypto-savvy <a href="https://www.benzinga.com/markets/cryptocurrency/25/05/45262012/treasury-sec-scott-bessent-us-should-be-the-premier-destination-for-digital-assets">leadership at the regulatory helm.</a>

Poonawala noted Goldman Sachs as a significant beneficiary from a shift towards a balanced regulatory backdrop, which has the potential to lower the CET1 capital requirement (potentially by 100-200bp) and boost ROE by 150-270bp. The analyst said changes to liquidity rules (SLR) could boost revenue growth given improved flex to intermediate in the UST market.

&#8220;M&amp;A continues to be super active &#8212; there&#8217;s a lot of dialog, a lot of engagement,&#8221; Citi said in its recent outlook, commenting on improved pipelines in equity capital markets and advisory services. If the momentum continues, fee-based revenue will climb sharply in top banks.

Why it&#8217;s important: With heavy weightage to Citi, JPMorgan, Goldman Sachs, and Bank of America, XLF is a front-line winner of increased banking fees. It&#8217;s one of the most liquid sector ETFs, too, ideal for active traders and institutions.
SPDR S&amp;P Bank ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/KBE#NYSE">KBE</a>)
Why it matters: Provides equal-weight exposure to large and mid-cap banks. Though more interest-rate spread-sensitive, it would be helped if M&amp;A activity comes to regional players or smaller institutions, which is possible in the current environment.
SPDR S&amp;P Regional Banking ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/KRE#NYSE">KRE</a>)
Why it matters: If transactional activity filters down into regional consolidations, most notably in commercial banking, KRE might benefit from acquisition premiums and improved fee margins.

The fat-fee, fancy-bonus era may not be here yet—but it&#8217;s around the corner. As banks prepare for a wave of deal-making and advisory activity, sector-specific ETFs can potentially provide a low-friction means of accessing the rebound.
And, if Wall Street&#8217;s having a fee feast this quarter, perhaps it&#8217;s time to take a fork and some judiciously selected tickers.

Citi Sees M&A Rebound: Financial ETFs May Finally Catch A Bid

President Donald Trump's sweeping tax-and-spending bill would seed a $1,000 "Trump Account" for every U.S. baby born from Jan. 1, 2025, through Jan. 1, 2029, giving parents a new, stock-indexed nest egg they could add to, but not touch, until the child turns 18.
What Happened: If parents do nothing, the Treasury would open the account at birth with a $1,000 federal deposit, reveals a White House press release. Families could contribute up to $5,000 a year and foundations could give more because gifts from tax-exempt entities do not count against the cap.
Sen. Ted Cruz (R-TX), who <a href="https://www.benzinga.com/general/education/25/05/45404380/sen-ted-cruz-wants-to-give-americans-1000-at-birth-to-invest-bill-ackman-says-hes-been-a-fan-of-this-idea-for-years">drafted the idea</a> before it got a Trump rebrand, calls the starter stake "transformative" because it puts even non-investors "in the game." Supporters argue the plan mirrors state-level "baby bond" initiatives such as Connecticut's 2023 trust, and borrows from Sen. Cory Booker's (D-NJ) Democratic plan to narrow the wealth gap with federally seeded children's accounts.
Earnings would be taxed as long-term capital gains if spent on college, training, or a first home and would be penalized if used for other purposes, according to the Cruz proposal. A Milken Institute paper by former SEC commissioner Michael Piwowar and economist Robert Shapiro estimates the $1,000 seed could average $8,000 in 20 years, $69,000 in 40 and $574,000 in 60, assuming historical stock returns.

Why It Matters: The House folded the provision into a 1,100-page package Trump touts as his "<a href="https://www.benzinga.com/25/05/45558613/house-advances-trumps-sweeping-one-big-beautiful-bill-after-key-medicaid-tax-and-border-security-changes">big, beautiful bill</a>." It now heads to the Senate, where Republicans must trim spending or rely on budget-reconciliation rules to secure 51 votes. Business lobbyists, including Dell Technologies (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/DELL#NYSE">DELL</a>), Salesforce (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/CRM#NYSE">CRM</a>), Uber Technologies Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/UBER#NYSE">UBER</a>) and Goldman Sachs (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GS#NYSE">GS</a>) have pledged to match worker contributions, but fiscal hawks warn the program's $3-billion-a-year cost could rise if participation is high.
Some advisers applaud the concept yet question the design. Russell Investments CEO Zach Buchwald <a href="https://www.planadviser.com/know-gops-proposed-trump-accounts/">told</a> PlanAdvisor the measure "misses a critical piece" by skipping dedicated retirement features. Zach Teutsch, managing partner at Values Added Financial, told Yahoo Finance the account <a href="https://finance.yahoo.com/news/trumps-new-maga-accounts-are-getting-a-thumbs-down-from-financial-experts-220242429.html">looks</a> "ill-considered" beside 529 college plans or Roth IRAs, which offer tax-free withdrawals.
Handing every newborn $1,000 to invest in stocks both violates the Constitution, <a href="https://x.com/PeterSchiff/status/1932150389199311193">argues</a> economist Peter Schiff. He says Washington should cut today's deficit instead of adding debt that children will have to repay tomorrow.

Trump Account Promises $1000 For Every Kid — But Not Everyone Thinks Its The Smartest Idea Out There

New figures from U.S. equity markets indicate a troubling trend, as foreign investors pull back amid mounting uncertainties and persistent volatility over the past two months.
What Happened: On Sunday, popular investment newsletter, The Kobeissi Letter, posted on X, citing Goldman Sachs data, showed that foreign investors pulled $37 billion from U.S. equities in May, marking the second consecutive month of outflows following a $7 billion withdrawal in April.
This sharp pullback, which also marks the biggest monthly outflow in at least a year, comes amid tariffs and trade tensions that continue to persist, over two months into President Donald Trump&#8217;s &#8220;Liberation Day&#8221; announcements.

Despite a strong domestic equity rally following the temporary 90-day easing of trade tensions starting April 10, overseas capital continues to rotate out of American markets. The year-to-date tally now sits at a net $31 billion in outflows, showing a sharp reversal in sentiment, compared ot $201 billion in net inflows between just November and December last year.
This comes as the SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>), which tracks the S&amp;P 500, the Invesco QQQ Trust (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/QQQ#NASDAQ">QQQ</a>) for the Nasdaq, and the SPDR Dow Jones Industrial Average ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/DIA#NYSE">DIA</a>) witnessed strong recoveries over the past two months, and are up 2.48%, 3.86%, and 1.08% year-to-date, respectively.
This exodus suggests that macro risks, including geopolitical instability, currency fluctuations, and concern over U.S. trade and fiscal policy, are all outweighing near-term market optimism. 
&#8220;Foreigners are rotating out of US stocks,&#8221; the post concludes, highlighting the divergence being seen between investor sentiments domestically and abroad.

Why It Matters: Economist Peter Schiff, who&#8217;s been a vocal critic of Trump&#8217;s tariffs, <a href="https://www.benzinga.com/analyst-ratings/analyst-color/25/04/44883642/peter-schiff-rings-alarm-after-foreign-investors-dump-6-5-billion-in-us-equities-in-a-week-quips-trump-thought-tariffs-would-bring-capital-into-america">pointed out the irony</a> of these outflows way back in April, saying that &#8220;Trump thought tariffs would bring capital into America. Instead, it triggered a global run out of U.S. assets.&#8221;
This shift is also visible among domestic investors, with international ETFs such as the&nbsp;Schwab International Equity ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SCHF#NYSE">SCHF</a>) and the Vanguard Total International Stock Index Fund ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/VXUS#NASDAQ">VXUS</a>), soaring 18.55% and 15.60% year-to-date, respectively, <a href="https://www.benzinga.com/25/05/45550710/investors-ditch-us-stocks-as-international-etfs-hit-52-week-highs-heres-whats-driving-the-portfolio-pivot">hitting their 52-week highs</a> in recent weeks.
