Barrick Gold Confirmed That Its Operating Entities In Mali Submitted A Request For Arbitration To The International Centre For The Settlement Of Investment Disputes, In Accordance With The State Of Mali, To Address Matters Of Disagreement Regarding The Loulo-Gounkoto Complex

Barrick Gold Corp (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GOLD#NYSE">GOLD</a>) has warned it may suspend operations in Mali if the government continues to block gold shipments from its Loulo-Gounkoto mining complex, one of its largest <a href="https://www.benzinga.com/topic/gold">operational gold mines</a>.
Over the past months, the situation in Mali has escalated as the ruling military junta pushed for higher mining royalties. The Canadian miner described the situation as a "significant deterioration" in local conditions, citing the unjust imprisonment of employees and stalled negotiations.
"If shipments remain suspended, Barrick will be compelled to halt operations, further impacting the viability of this critical economic driver for Mali," the company <a href="https://www.barrick.com/English/news/news-details/2024/barrick-update-on-mali-operations/default.aspx">said</a> in a statement. Barrick has sought resolution through months of negotiations, offering concessions and engaging with Mali's government and advisors. Despite these efforts, no agreement has been reached.
Since Nov. 25, senior members of Barrick's Malian management team have been imprisoned, with CEO Mark Bristow<a href="https://www.benzinga.com/24/12/42360000/mali-escalates-mining-tensions-targets-barrick-ceo-with-arrest-warrant"> facing an arrest warrant</a> over alleged tax disputes. At the same time, Resolute Mining's (OTC:<a class="ticker" href="https://www.benzinga.com/stock/RMGGY#OTC">RMGGY</a>) CEO was <a href="https://www.benzinga.com/news/large-cap/24/11/41968322/mali-demands-162-million-from-resolution-trading-suspended">detained for 12 days</a> before the parties reached a settlement.
Barrick's Lolo-Gounkoto is one of the top assets in its portfolio and produces nearly 700,000 ounces annually. Over the past 29 years, the company has invested more than $10 billion in Mali, contributing between 5% and 10% of its GDP annually. The complex also employs 8,000 workers, 97% of whom are Malian nationals, and generates over 70% of its economic benefits for the Malian state.
Besides Barrick and Resolute, notable foreign miners include B2Gold Corp (AMEX:<a class="ticker" href="https://www.benzinga.com/stock/BTG#AMEX">BTG</a>) and Hummingbird Resources (OTC:<a class="ticker" href="https://www.benzinga.com/stock/HUMRF#OTC">HUMRF</a>). Barrick Gold Corp. is seeking buyers for its Tongon gold mine in the Ivory Coast in an effort to sell the aging operation when bullion prices are surging.
The world's No. 2 gold miner started working with Toronto-Dominion Bank to identify buyers and solicit bids for the mine in late November, according to people familiar with the matter, who asked not to be named discussing confidential matters.
Barrick and TD both declined to comment.
Barrick plans to stop production at the 24-year-old open-pit mine by 2027 given its depleting resources, according to company filings. The mine produced 204,000 ounces last year — about 5% of Barrick's overall gold output for the year. Barrick has a nearly 90% stake in Tongon, with the Ivory Coast government and local investors holding the rest of the operation, 682 kilometers (424 miles) north of the port city Abidjan.
Price Rally
Gold producers have seen higher valuations for mines this year as bullion prices hit successive record highs bolstered by central-bank buying, geopolitical uncertainty and interest-rate cuts. Barrick's rival, Newmont Corp., has brought in $3.9 billion from selling mines in 2024 — almost double its initial divestment target. Newmont's Akyem mine in Africa drew interest from several Chinese firms and was ultimately sold to Zijin Mining Group Co. for $1 billion.&nbsp;
Barrick previously considered selling Tongon in 2019, without avail. The company had signaled it was weighing options for the mature operation during an investor event in November.
"Although we have continued extending Tongon's life, it has become increasingly non-core to Barrick, and therefore we are currently looking at strategic options for this asset," Sebastiaan Bock, Barrick's chief operating officer for Africa and the Middle East, said during the event. Disposing of the asset "will increase the quality of the portfolio and it will reduce the cost profile by more than $50 per ounce." &nbsp;

Mali's military junta has issued an arrest warrant for Barrick Gold (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GOLD#NYSE">GOLD</a>) CEO Mark Bristow, further straining relationships with <a target="_blank" href="https://www.benzinga.com/topic/mining" rel="noreferrer noopener">foreign mining companies</a>.
Reuters <a target="_blank" href="https://www.reuters.com/world/africa/mali-issues-arrest-warrant-barrick-gold-ceo-document-shows-2024-12-05/" rel="noreferrer noopener">reported</a> that the warrant accuses Bristow of money laundering and financial violations. Barrick, which operates the Loulo-Gounkoto mining complex in Mali, declined to comment on the issue.
The news follows the detention of four Barrick employees over a <a target="_blank" href="https://www.benzinga.com/markets/commodities/24/10/41571989/mali-government-threatens-barricks-loulo-mine-permit-over-disputes-on-economic-benefit-sharin" rel="noreferrer noopener">$500 million tax dispute</a>.
Gold is Mali's key commodity, accounting for over 80% of its exports and making the country Africa's fourth-largest gold producer. Following the rising prices of this precious metal, the junta, which seized power in 2020, has aggressively pursued higher mining revenues, increasing its stakes in projects to 35% and removing tax exemptions.
Naturally, this caused significant friction with international operators, whose technology and know-how enable large-scale operations.
Barrick's Loulo-Gounkoto complex is a Tier 1 mining operation, producing over 500,000 ounces of gold annually and contributing significantly to Mali's GDP.&nbsp;Over nearly three decades, Barrick has invested more than $10 billion in the country.
Despite CEO Mark Bristow's <a target="_blank" href="https://www.benzinga.com/news/24/07/39732127/barrick-gold-navigates-new-mining-code-political-changes-to-secure-mali-operations" rel="noreferrer noopener">three visits to Mali</a> this year, negotiations have faltered. "Our attempts to find a mutually acceptable resolution have so far been unsuccessful," Bristow <a target="_blank" href="https://www.barrick.com/English/news/news-details/2024/barrick-confirms-arrest-of-four-malian-employees-reaffirms-commitment-to-resolution-of-disputes/default.aspx" rel="noreferrer noopener">said</a> recently, reiterating Barrick's willingness to engage.
Australia's Resolute Mining (OTCPK: RMGGY), which owns the Syama mine near the border with Côte d'Ivoire, is yet another firm struggling to find a common ground with the junta government. Following a 12-day detention of CEO Terry Holohan and two employees, they paid <a target="_blank" href="https://www.benzinga.com/news/large-cap/24/11/41968322/mali-demands-162-million-from-resolution-trading-suspended" rel="noreferrer noopener">$160 million in disputed taxes</a>.
Other notable companies in Mali include B2Gold (AMEX:<a class="ticker" href="https://www.benzinga.com/stock/BTG#AMEX">BTG</a>), which owns the Fekola mine, producing over 500,000 ounces annually, and Hummingbird Resources (OTCPK: HUMRF), which operates the Yanfolila mine.

The junta employs the Kremlin-backed Wagner Group for internal control, with Wagner implicated in the illicit gold trade.
Neighboring nations are following similar patterns: Burkina Faso has vowed to reclaim mining permits, while Niger recently took control of a uranium mine operated by France's state-owned miner Orano.
The political instability in this region is becoming worrisome for the international mining community, as Africa's vast mineral resources remain a notable contributor to global long-term carbon-neutral goals.

What the Options Market Tells Us About Barrick Gold

Gold producer Newmont Corporation (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NEM#NYSE">NEM</a>) sold its Éléonore mine in Quebec Tuesday to London-based Dhilmar for $795 million in cash.
The sale follows Newmont's strategy to divest non-core assets following its <a href="https://www.benzinga.com/markets/equities/23/05/32385120/newmont-takeovers-newcrest-in-a-largest-ever-gold-industry-deal">milestone acquisition of Newcrest Mining</a> in 2023.
"When we announced the acquisition of Newcrest, we committed to generating at least $2 billion in cash through portfolio optimization. With this announced sale, we have exceeded that target by more than $1.5 billion," <a href="https://www.newmont.com/investors/news-release/news-details/2024/Newmont-Announces-Agreement-for-Sale-of-lonore-for-795-Million-in-Cash/default.aspx">said</a> Newmont CEO Tom Palmer. With this transaction, asset sales generated around $3.6 billion year-to-date.
Located in the Eeyou Istchee/James Bay region of Quebec, Éléonore is a notable underground gold mine producing approximately 215,000 ounces annually. Operational since 2014, the mine's location in an attractive jurisdiction makes it a quality addition to Dhilmar's portfolio.
Still, Newmont is set to <a href="https://www.benzinga.com/news/large-cap/24/02/37287732/gold-miner-newmont-looks-to-sell-assets-reduce-8b-debt-load">focus on Tier 1 assets</a> —mines with long lives, substantial reserves, and strong cash flow potential. To prioritize these operations and expand margins, the company sold several assets, including Akyem in Ghana (for $1 billion) and Musselwhite in Canada (for $850 million).
While Newmont bolstered its reserves through a timely acquisition, its main rival, Barrick Gold (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GOLD#NYSE">GOLD</a>), has f<a href="https://www.benzinga.com/news/24/09/40915786/barrick-forecasts-strong-organic-growth-by-2030-ceo-bristow-touts-undervaluation">ocused on organic growth</a>. Its recent update of resource estimates for its Fourmile project showed 1.4 million ounces of indicated resources and 6.4 million ounces of inferred resources, with gold grades as high as 14.1 g/t.
"Fourmile is a truly world-class asset, comparable to Barrick's foundational Goldstrike deposit," said Mark Bristow, Barrick's CEO. Like Newmont, Barrick prefers resource expansion within top jurisdictions despite Bristow's legendary ability to navigate political issues in emerging markets.
The divergence in strategy showcases each company's adaptation to industry challenges. Reducing exposure to non-core assets for Newmont supports balance sheet resilience and shareholder returns. Barrick, however, focuses on leveraging existing assets like Fourmile and the $1 billion Goldrush project, which aims for commercial production by 2026.
Despite a recent pullback, gold remains one of the year&#8217;s best-performing assets, rising 27.5%. However, both Newmont and Barrick came nowhere near such gains, with the former gaining 3.79% and later dropping 1.12% year-to-date.
Looking ahead, Barrick plans a pre-feasibility study for Fourmile in 2025 and is advancing the Reko Diq copper-gold project in Pakistan. Meanwhile, Newmont continues to refine its portfolio, aiming to fortify its position in key markets and invest in high-margin assets.
