Wall Street is enjoying a strong bounce at the end of a turbulent week that sent the S&amp;P 500 into correction territory for the first <a href="https://www.benzinga.com/economics/macro-economic-events/25/03/44338243/wall-street-bounces-back-as-shutdown-risks-fade-stocks-eye-strongest-day-in-4-months-whats-driving-markets-friday">time since October 2023.</a>
The S&amp;P 500 – as tracked by the SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>) – was up 2% by late afternoon trading in New York, eyeing the strongest surge in more than four months.
Yet, veteran investor Ed Yardeni isn't convinced the worst is over, calling the rebound more of a "scared cat bounce" rather than a sign of a final market bottom.
In an email sent Friday, Yardeni, president of Yardeni Research, highlighted two key developments that fueled the end-week rally. 
The first is the likelihood that a government shutdown will be avoided. Senate Democratic Leader Chuck Schumer said Thursday he would support a Republican-backed short-term funding bill, removing an immediate threat to government operations.
The second, more surprising catalyst was President Donald Trump's silence on tariffs.
Investors appeared to cheer the absence of trade-related rhetoric, with Yardeni saying, "Any day without a Trump tariff comment is a good day for the market."
Yardeni pointed to a key development that could potentially soften Donald Trump's aggressive trade stance going forward. 
In an unsigned letter to the U.S. trade representative, Tesla Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>) said that while it &#8220;supports&#8221; fair trade, it fears U.S. exporters could face &#8220;disproportionate impacts&#8221; if other nations retaliate against tariffs.
<h3 class="wp-block-heading">Is This A Real Bottom?</h3>
Despite Friday's relief rally, Yardeni remains cautious. <a href="https://www.benzinga.com/markets/25/03/44320528/wall-street-bull-turns-cautious-ed-yardeni-cuts-s-p-500-target-as-trumps-tariffs-threat-stagflation">He recently cut his year-end S&amp;P 500 price target</a> from 7,000 to 6,400 for 2025 and from 8,000 to 7,200 for 2026, citing ongoing risks to economic growth. 
Yet, he stopped short of forecasting a recession, a growing concern among market watchers.
"We continue to bet on the resilience of the economy," Yardeni said. He expects Trump will avoid policies that could trigger a downturn before the 2026 midterms, as a recession would threaten Republican control of Congress.
The market's choppy start to 2025 hasn't been entirely unexpected, but the downside volatility has been sharper than anticipated.
While bearish sentiment is high, Yardeni suggests that a more convincing bottom would come when markets rise despite renewed tariff threats from Trump.
<h3 class="wp-block-heading">Wall Street Eyes April 2 Tariff Deadline</h3>
Investors are closely watching April 2, when the Trump administration is set to impose new reciprocal tariffs on multiple nations. 
The expectation is that Trump, whom Yardeni dubbed "Tariff Man," will respond aggressively, potentially unsettling markets.
The options market is also flashing warning signs. The CBOE Put/Call Ratio, a measure of bearish bets relative to bullish ones, jumped to 0.94—well above its historical average of 0.66. This suggests investors are hedging against further declines, a potential contrarian buy signal.
<h3 class="wp-block-heading">A Contrarian Opportunity?</h3>
Extreme pessimism could signal a buying opportunity for those willing to bet against the prevailing market mood. If history repeats, a strong rally might emerge once traders stop fearing tariff headlines.
Yardeni stays cautious in the short term but optimistic about the market&#8217;s medium- and long-term outlook.
"We thought the stock market would be choppy at the beginning of the year before heading back to record high territory later this year," he said.

Market Bottom Or Another 'Scared Cat Bounce'? Wall Street Veteran Remains Skeptical

The SPDR S&P Retail ETF is higher as stocks across sector rebound following recent weakness.

A push<a href="https://www.benzinga.com/topic/crowdfunding"> to grow crowdfunding</a> with a tax break for U.S. backers of companies could help boost jobs and the economy, according to supporters of the effort.
TRUMP Jobs Act: The TRUMP (Targeting Resources To Unleash Market Prosperity) Jobs Act is the push to add to the JOBS (Jumpstart Our Business Startups) Act <a href="https://www.benzinga.com/personal-finance/financial-advisors/24/11/41868686/how-trumps-win-will-change-tax-planning">passed in 2012</a> and went into effect in 2016, making crowdfunding possible for non-accredited investors.
"This is really being driven and advocated by a broad coalition of individuals, companies, intermediaries, lawyers. Really, the ecosystem of entities that operate in the space of investment crowdfunding," Crowdfunding Professional Association co-chair Brian Christie told Benzinga in an interview.
The new proposed piece of legislation would give investors who make crowdfunding transactions a chance to get a 50% tax credit on their investments, up to a max of $1,000 for an individual and $2,000 for a married couple.
The tax credit would reward investors in crowdfunding, which Christie said is significantly different than donations crowdfunding (GoFundMe) and rewards crowdfunding (Kickstarter, Indiegogo).
"No one actually gets any equity or any securities out of those types of transactions. And many of those transactions result in nothing for the investor," Christie said.
The new policy could create or sustain over one million new jobs and support $120 billion in economic growth for 30,000 American businesses each year, according to <a href="https://www.ccajp.org/">data </a>from the Coalition for Crowdfunding American Jobs and Prosperity.

Benefits of TRUMP Jobs Act: While crowdfunding has been happening for years, the JOBS Act helped expand who qualified to make investments and the ways people could raise money, Invown CEO and co-founder Levi Brackman told Benzinga in an interview.
Brackman said it's important to offer more incentives for people to invest in regulation crowdfunding efforts.
"The reason why this kind of $5 million a year is so important is because if you're a small company, you're basically not going to raise more than $5 million a year," Brackman said of the $5 million annual crowdfunding limit.
Brackman said this allows smaller companies to go directly to the public and raise money.
"It enables small companies to raise money or to, you know, to capital formation for small companies from anybody."
The growth of the JOBS Act with the TRUMP Jobs Act could further incentivize this type of investing in small businesses, Brackman said.
Christie said the two key things for crowdfunding are it allows small businesses to do general solicitation that would otherwise be illegal and allows non-accredited investors, who represent 90% of the population, to invest in businesses.
Regulated crowdfunding helps American businesses, which could prove to be an important step in President Trump's America-fist movement.
"As it relates to the America First Agenda, there's very much alliance with what's been stated," Christie said.
Christie said the tax credits would also be a wealth-building opportunity for everyone.
Brackman said Trump highlighting billion-dollar investments in America will get the headlines, but something like the crowdfunding efforts should get attention as it can help power and drive the economy.
"You can just imagine the kinds of new businesses are going to be started because everyone knows that tax time, they look back and they say, have I done my crowdfunding investment?" Brackman added.
Another important item shared by Christie and Brackman during the interview is the lower failure rates of crowdfunded businesses, which sit at around 10%, lower than overall small businesses at 50% and VC-backed businesses at around 75%.
"Part of the reason these businesses are more resilient is that oftentimes they're getting money from their customers who become more loyal, and they'll spend more money with the company that they have ownership in from day one, from early on," Christie said. &nbsp;
What's Next: The Tax Cuts and Jobs Act (TCJA) was signed into law by President Donald Trump in 2018. The TCJA expires in 2025 unless it is extended by Congress.
"The folks in the Hill have to either modify it or extend it. It has to be done, otherwise all that expires," Christie said.
Christie told Benzinga the House of Representatives has passed a version and is waiting to see if the Senate will pass a similar version.
"So, something is going to get done on a tax code this year. Because of that, there's an opportunity for us to have what we're doing be a part of that."
Christie said there is support from both the Republican and Democratic parties for crowdfunding, which could help get tax credits like this passed.
"So there's a very strong bipartisan support for crowdfunding. And we believe that people will show interest in this because of that foundational strong support."
The tax credit bill needs a Republican sponsor to bring it forward, which is one of the biggest next steps for the advocating groups.
"Our job of trying to connect the dots so they understand how important this is and to get the increase in broad awareness and then to get some actual sponsors to say that they're going to lead this," Christie said.

Trump has spent years attacking electric cars, frequently calling them unreliable and unpopular. In December 2023, during a <a href="https://www.rev.com/transcripts/trump-town-hall-with-hannity-12-5-23-transcript">town hall</a> with Sean Hannity, he dismissed EVs outright.

Before his reversal, Trump repeatedly bashed EVs, often linking them to Democratic policies and mocking their range limitations. During a rally in Ankeny, Iowa, in late 2023, he dismissed them as impractical:
&#8220;They don't go far. They cost a fortune,&#8221; he said. He also ridiculed the idea of an all-electric military, asking, &#8220;You&#8217;re in the middle of the desert and you say, &#8216;You know what, we&#8217;re running low on electric. Do they have a charger around anywhere?'&#8221;

<h2 class="wp-block-heading">Musk&#8217;s Role in Trump&#8217;s Shift</h2>
Trump and Musk were not always allies. In 2022, Trump mocked Musk for seeking government subsidies, <a href="https://x.com/decensorednews/status/1861099121395761254">saying</a>, &#8220;When Elon Musk came to the White House asking me for help on all of his many subsidized projects&#8230; I could have said, &#8216;drop to your knees and beg,&#8217; and he would have done it.&#8221;
But things have changed. Now, Musk is a key adviser to Trump, and the president has defended Musk against critics. &#8220;I think he's been treated very unfairly by a very small group of people,&#8221; Trump <a href="https://www.threads.net/@austea.kette/post/DHE6Ac7osqe/if-hes-been-treated-very-unfairly-by-a-very-small-group-of-people-he-wouldnt-be-">said</a>. &#8220;And I just want people to know that he can't be penalized for being a patriot.&#8221;
After the Tesla showcase on the White House lawn, the New York Times <a href="https://www.nytimes.com/2025/03/11/us/politics/elon-musk-trump-donation.html">reported</a> that Musk has <a href="https://www.benzinga.com/markets/25/03/44276820/elon-musk-reportedly-pledges-100-million-to-trump-linked-political-groups-amid-billion-dollar-losses-in-his-net-worth">pledged $100 million</a> to organizations aligned with Trump's campaign. This move is unusual for someone serving as a White House consultant, but Musk, who is leading Trump's initiative to reduce the size of the federal government through the Department of Government Efficiency, appears to be an exception.
