Oaktree Capital Management co-chairman <a href="https://www.benzinga.com/topic/howard-marks" target="_blank" rel="noreferrer noopener">Howard Marks</a> revised the government interventions in Wednesday's memo titled "Shall We Repeal the Laws of Economics?"
The billionaire investor, known for his outstanding investments in distressed debt, <a target="_blank" href="https://www.oaktreecapital.com/insights/memo/more-on-repealing-the-laws-of-economics" rel="noreferrer noopener">argued</a> that economic systems operate on fundamental laws, such as supply and demand and incentives, and while these laws aren't perfect, trying to bypass them often creates greater harm than good.
<h2 class="wp-block-heading">Effects of Rent Control</h2>
"Governments are choosing winners and losers, rather than letting market forces do so."
Marks considers rent control as a typical example of a well-intended policy clashing with an economic reality. When demand for apartments exceeds supply, rising rents are inevitable. Politicians often step in to cap these increases to protect existing tenants, ensuring constituents aren't displaced and neighborhoods remain intact. This action pleases voters, helping the officials solidify their position. But this "solution" only makes a subset of people happy.
"Landlords are unhappy about not being able to charge the full rent they could charge in a free market," Marks explains, leading them to stop investing in properties or remove them from the market entirely.
Developers turn away from building new housing in these areas, fearing insufficient returns. Meanwhile, those who can afford market rents often struggle to find vacant units due to rent-controlled occupants.
The inability to monetize the benefit of cheap rent means tenants stay put, reducing mobility. Rent control suppresses both the upkeep and creation of new housing, leading to deterioration in the housing stock and limiting economic productivity.
"Governments can limit the rents landlords can charge&#8230;but they can't make developers build new ones," he concludes. A policy designed to promote fairness ends up entrenching inequality and reducing opportunity.
<h2 class="wp-block-heading">Insurance and California Regulations</h2>
"You can limit the price insurers can charge for coverage, but you can't make them provide coverage at that price."
Marks views the development of the fire insurance market in California as a case study of what happens when regulation ignores economic fundamentals. In response to rising wildfire risks, California's regulators limited the premiums insurers could charge, hoping to protect homeowners. However, Marks believes the move catastrophically backfired.
With the assistance of Perplexity AI, Marks outlined that insurers were not allowed to use forward-looking risk models, relying instead on outdated 20-year historical data, even as fires were becoming more frequent and destructive. They were also restricted from raising rates in line with increasing reinsurance costs.
As a result, companies like Chubb (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/CB#NYSE">CB</a>), Allstate (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ALL#NYSE">ALL</a>), and State Farm exited the California market or ceased writing new policies altogether. Those that remained raised premiums significantly, and some homeowners saw annual rates quadruple.
The government issued temporary moratoriums on policy cancellations, but these only applied post-disaster, not before. Consequently, many affected by the 2025 fires were underinsured or uninsured, a painful outcome of misguided regulation. The FAIR Plan, California's insurer of last resort, became overburdened and offered only limited, expensive coverage. The deeper issue was that while regulators could dictate pricing, they couldn't compel insurers to provide products that guaranteed losses.
"If a $5 million house has a 1% probability of burning down&#8230;and the regulator says you can only charge $25,000, what will you do? You don't write that policy," Marks remarks.
<h2 class="wp-block-heading">Are Tariffs the Answer?</h2>
"Progress takes countries up the curve from subsistence to prosperity, and along the way, they transition from agriculture to manufacturing to service-based economies. That happened everywhere. It wasn't just in the United States."
Turning to tariffs, Marks provides a nuanced analysis. Tariffs, often promoted as a means of protecting domestic industries and securing supply chains, are essentially taxes on imports. He concedes that tariffs might achieve goals like supporting U.S. manufacturing, reducing the trade deficit, and deterring unfair foreign practices. But the tradeoffs are substantial.
Consumers face higher prices, domestic producers may lose their incentive to innovate, and American exports can suffer as retaliatory measures take effect. Tariffs create artificial advantages that shield local industries from competition but at a cost to consumers and global efficiency.
"They impede foreign competition, enabling domestic manufacturers to sell their products even if they represent an inferior bargain," Marks notes.
Turning to the past, he references historian Niall Ferguson, who argues that industrial decline in the U.S. was inevitable due to <a target="_blank" href="https://appropriations.house.gov/sites/evo-subsites/republicans-appropriations.house.gov/files/migrated/UploadedFiles/03.28.12_CJS_-_American_Manufacturing_and_Job_Repatriation_-_Niall_Ferguson_-_Testimony.pdf" rel="noreferrer noopener">structural economic evolution</a>. As GDP rises, manufacturing employment naturally declines and shifts to services.
"We cannot go back to the 1950s&#8230;not socially, and not economically," Ferguson states. According to Marks, even if manufacturing in America is nostalgic and symbolic, it isn't economically viable on a broad scale due to significantly higher costs.
However, he acknowledges that targeted tariffs might be justified in cases of national security or against countries engaging in unfair trade practices. But attempting full-scale reshoring of production through blanket tariffs? – That tradeoff would come at the expense of domestic consumers and global welfare.

Billionaire Investor Howard Marks Says 'Even If Manufacturing In America Is Nostalgic And Symbolic, It Isn't Economically Viable'

No one likes a flip-flopper, whether in politics or stocks. When a stock can't make up its mind on a direction or trend, it can drive investors to abandon their positions in search of greener pastures.&nbsp;
This can create headaches in other areas, such as tax bills, trading fees, and overtrading, which can all be very costly. If you believe in a company&#8217;s long-term prospects but think in the short term that the stock will keep going sideways, there&#8217;s a better strategy than selling.
There&#8217;s a trading strategy that can let you collect income while you wait for the stock to grow to its full potential.
The strategy in question &#8211; covered calls &#8211; is used to earn income from a range-bound asset by selling a call option on a stock you already own. In this trade, you would sell a call option with a strike price slightly above the stock's current market price and collect the upfront premium. Your obligation to the option buyer is "covered" by the 100 shares you already own. If the strike price is reached and the call is exercised, you deliver 100 shares to the buyer and retain the premium.
However, if the call expires without hitting the strike, you keep the stock and pocket the premium as a profit. The upside is limited, but your downside risk is protected by collecting the premium and owning the stock.
A covered call is a neutral strategy, so your max profit is limited to the option premium. If the stock price increases too much, the option buyer will exercise the contract and claim the shares you hold at the strike price. And if the stock declines, the income from the option premium offsets some of your losses.
Today, we'll examine five stocks exhibiting range-bound behavior that could be suitable candidates for covered calls over the next few months. If you own any of the companies listed below, consider whether a covered call strategy aligns with your investment goals and risk tolerance.
<h2 class="wp-block-heading">JM Smucker Co. </h2>
JM Smucker (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SJM#NYSE">SJM</a>) makes popular snack treats and coffee, such as Uncrustables, Folgers, Carnation, and JIF, along with pet food brands like Meow Mix and Milk-Bone. The company has had uneven revenue over the last few years, and profit margins have sagged from the consistent 7-9% figures produced from 2021 to 2023.

The stock has struggled as well, trading in a downtrending range for the better part of the last 18 months. While revenue growth has been spotty, the company appeals to income investment thanks to a 3.8% yield and 27 years of consecutive payout increases. On the daily chart, the RSI shows that the range-bound trading is likely to continue, making SJM a strong covered call candidate. The call option strike price should be set above the upper trendline on the chart, and investors can collect both dividend income and option premium.

<h2 class="wp-block-heading">Ford Motor Co. </h2>
It's been a rough few years for Ford (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/F#NYSE">F</a>). The stock made new all-time highs during the 2021 bull market but lagged behind during the recovery from the 2022 bear market. The stock has been range-bound since mid-2022, trading between $9 and $15 for the better part of three years.

Ford shares could continue trading in this range even longer as the company's electrification goals will take years. Tariffs could also hit the Big Three automakers hard, although Ford has more domestic production than competitors like GM. With a Price-to-Earnings ratio under nine and a dividend yield over 7%, the stock is attractive to value investors, but it&#8217;s hard to get overly bullish on a stock facing so many potential headwinds. Ford is currently trading near the lower bound of its range, which means less premium collected on the call option, but also a slimmer chance of the stock reaching the strike price (which should be set around the $15 resistance level). 
<h2 class="wp-block-heading">Colgate-Palmolive Co. </h2>
Consumer staples companies like Colgate-Palmolive (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/CL#NYSE">CL</a>) make decent covered call candidates since they often have thin margins, steady demand, and low beta stocks. In other words, they don&#8217;t move much. However, CL shares make a different type of candidate as the stock's range has been narrowing in a wedge pattern, which could signal a consolidation of capital preparing to alter the current trend.

However, CL's wedge still has a wide range, and the stock is currently bumping up against the upper bound. Here's why CL is a good covered call candidate: if the stock fails to break above the trendline, it indicates the trend breakout isn't imminent, and the premium collected from selling a call at this level will be hefty. If the stock does break through the trendline, the trade idea can (and should) be aborted.
<h2 class="wp-block-heading">Walt Disney Co. </h2>
Disney (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/DIS#NYSE">DIS</a>) has seen its own share of highs and lows over the last few years. Like Ford, the company has failed to recapture its all-time highs from 2021 and lagged the S&amp;P 500 as stocks recovered in 2023 and 2024. However, the company is seeing a revival of its theme park businesses and profit margins have expanded for four consecutive quarters.

So why is Disney stuck in this long-term range? Despite revenue expansion, Disney+ subscriber growth is actually starting to decline, and the company continues to struggle to find direction for sports properties like ESPN. The stock hasn't traded above $123 per share since August 2022, and the current market price is right at the resistance level of the range. Despite gains of more than 20% this month, Disney could be tapped out, making it ideal for a covered call if you own it.
<h2 class="wp-block-heading">Allstate Corp. </h2>
Allstate (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ALL#NYSE">ALL</a>) reached a new all-time high as recently as March, and placing a resistance trendline at an all-time high can be risky when trading. But this is the third time ALL shares have approached this level; the first two attempts failed to continue the momentum. The more attempts a stock makes to break a resistance level, the stronger that level becomes. A third failure could be bad news for shareholders.

If the stock does make a new all-time high, don't write the call; enjoy the profits you earn from owning it. But if it looks like the stock has once again failed to break through and trends lower, the premium collected from selling the call can help offset the retreat back to support.

Shares of auto-insurance companies are trading lower after a Goldman Sachs note indicated that insurance costs are projected to decline due to disruptions from self-driving cars, which may result in fewer accidents and shifting risks.

Self-driving cars are poised to disrupt the $430-billion U.S. auto insurance market, according to Goldman Sachs, as fewer accidents and shifting risks could cut insurance costs by more than half over <a href="https://www.benzinga.com/topic/expert-ideas">the next 15 years.</a>
In a research note shared Monday, Goldman analyst Mark Delaney indicated that insurance costs are projected to decline from roughly $0.50 per mile in 2025 to just $0.23 per mile by 2040.
That compression could severely challenge the current economics of the insurance sector.
&#8220;Autonomy could significantly reduce the number of auto accidents, particularly those caused by human error,&#8221; Delaney stated. 
<h3 class="wp-block-heading">Autonomous Vehicles Threaten Auto Insurance Model, But Industry Has Time To Adjust</h3>
The U.S. auto insurance market stands at around $432 billion today, including $360 billion in personal coverage and $72 billion in commercial.
 As vehicles become safer and smarter, Goldman sees a major transformation in how risk is priced and how legal liability is assigned.
"The two primary long-term risks to auto insurers, are declines in accident frequency and changes in claim costs and legal liability," Delaney said.
Autonomy, especially through Advanced Driver Assistance Systems (ADAS), is already reducing accident frequency while simultaneously pushing up repair costs due to increasingly complex vehicles. 
Goldman forecasts that even with declining accident rates, a modest rise in total vehicle count and higher cost per claim—driven by both tech-heavy cars and litigation—will support modest premium growth over the next 10 to 15 years.
&#8220;We expect a continuation of the modest real growth that the auto insurance market has produced over recent decades/years, driven by increases in the number of vehicles and above-CPI increases in cost per claim,&#8221; Delaney said. 
While the long-term outlook for autonomous vehicles shows potential growth, the Global X Autonomous &amp; Electric Vehicles ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/DRIV#NASDAQ">DRIV</a>) has slipped 7% year-to-date, still reflecting some market skepticism.
<h3 class="wp-block-heading">Will Robotaxis Kill Traditional Insurance?</h3>
Self-driving vehicles are creating both threats and opportunities for the car insurance industry. Goldman estimates that the market for robotaxi insurance could reach $1 billion to $1.5 billion by 2030, still a small fraction of the broader market.
Yet, new players may enter the market posing a competitive threat to established insurers. 
&#8220;Some larger companies in the AV space could self-insure,&#8221; the note said, thus reducing the commercial opportunity for traditional insurers such as Progressive Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/PGR#NYSE">PGR</a>) and Allstate Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ALL#NYSE">ALL</a>). 
Tesla Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>), General Motors Co. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GM#NYSE">GM</a>), and Rivian Automotive Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/RIVN#NASDAQ">RIVN</a>) are already offering insurance, though mainly on a small scale. Tesla earned about $317 million in insurance revenue in 2024, while Rivian partners with underwriters like Nationwide and Progressive to avoid taking on risk directly.
More than just who underwrites coverage, the very nature of auto insurance could change. 
According to Goldman Sachs, autonomy could shift insurance from covering driver error to managing product liability and cyber risks—areas that fall outside the traditional underwriting expertise of most insurers. 
Traditional insurers may need to invest in new capabilities to stay competitive, while automakers looking to expand into insurance will have to prove they can manage risk profitably without adding balance sheet losses.
