Trump's Tax Cut Could Add $4.6 Trillion To Deficit, With $48 Billion Tax Relief For Top 100 Firms: Robert Reich

The Consumer Financial Protection Bureau, a government agency created to protect people from unfair financial practices, has been largely shut down by acting chief Russell Vought. Many crypto leaders, like Coinbase Global (COIN) CEO Brian Armstrong and Gemini CEO Tyler Winklevoss, are very happy about this decision.
Armstrong <a href="https://x.com/brian_armstrong/status/1888385895163953554">called</a> the shutdown "100% the right call," labeling the CFPB an "activist organization that has done enormous harm to the country." He argued that fraud prevention should be handled by the Department of Justice and other financial regulators, not the CFPB. Winklevoss <a href="https://x.com/tyler/status/1888461425703555209">posted</a> "CFPB Unplugged" alongside an image of a 404 error page from the agency's website.

The shutdown comes after years of tension between the CFPB and financial institutions, including crypto exchanges. Coinbase, for example, has faced more CFPB complaints than any other U.S. crypto platform, with more than&nbsp; <a href="https://www.consumerfinance.gov/data-research/consumer-complaints/search/?chartType=line&amp;dateInterval=Month&amp;dateRange=All&amp;date_received_max=2025-02-11&amp;date_received_min=2011-12-01&amp;lens=Product&amp;searchField=all&amp;searchText=coinbase&amp;subLens=sub_product&amp;tab=Trends">7,747 grievances</a> related to poor customer service, restricted accounts, and lost funds.
Vought, who also leads the Office of Management and Budget, told CFPB workers to <a href="https://www.benzinga.com/etfs/sector-etfs/25/02/43637114/regulatory-freeze-at-cfpb-these-etfs-could-gain-as-oversight-weakens">stop all investigations</a>. He also <a href="https://x.com/russvought/status/1888423503537360986">said</a> the agency wouldn't ask for more funding because it already had $711.6 million, as Musk <a href="https://x.com/elonmusk/status/1889005419273638392">called</a> for the return of that money to taxpayers.
While tech and crypto leaders are happy, others are upset. Some say shutting down the CFPB helps billionaires and leaves regular people at risk. BuccoCapital Bloke, a finance commentator, accused billionaires of dismantling the agency for personal gain, arguing that &#8220;It is not a coincidence that every single one of the tech billionaires trying to destroy the Consumer Financial Protection Bureau has a lot to gain from a less informed, less protected consumer,&#8221; he wrote on X.

Critics like Salon&#8217;s Amanda Marcotte highlighted the cultural angle, accusing Musk and other tech billionaires of using sexism to undermine the CFPB by associating it with Sen. Elizabeth Warren (D-MA), its key architect. She warned that without the CFPB, scams will continue, and companies will be free to cheat people.

Regulatory Freeze At CFPB: These ETFs Could Gain As Oversight Weakens

Over the weekend, the Consumer Financial Protection Bureau&#8217;s (CFPB) operations were unexpectedly suspended. This followed DOGE lead Elon Musk&#8217;s apparent call for the agency&#8217;s dissolution in an X post on Saturday, where he wrote &#8220;CFPB RIP.&#8221; The decision is expected to benefit financial firms facing ongoing enforcement actions.
What Happened: Shortly after Musk&#8217;s post, the CFPB&#8217;s acting director, Russell Vought, who also recently became the Director of the United States Office of Management and Budget, took action.
Vought halted all pending CFPB investigations and supervisory activities. He then informed the Federal Reserve that the CFPB would not be requesting its next round of funding, citing the agency&#8217;s current $711.6 million balance as &#8220;excessive in the current fiscal environment.&#8221;

<li>The Bureau, in a release dated Jan. 17, said that Equifax violated the Fair Credit Reporting Act and Honda Motor&#8217;s American Honda Finance Corporation furnished inaccurate consumer reporting information. In a release dated Jan. 16, CFPB issued an order against Jack Dorsey&#8217;s Block for failing to provide effective customer service for Cash App, citing the failure to provide live telephone agents.</li>

<li>Capital One Financial Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/COF#NYSE">COF</a>): The Bureau alleged that the firm&#8217;s representations for its 360 Savings account were false or misleading for a period ranging from December 2020 to at least August 2024.</li>

The S&amp;P 500 and the Nasdaq 100 edged up 0.3%, while the Dow Jones slipped 0.1% and small caps held steady.
Among the leading sectors, financial stocks outperformed after the Fed released the framework for 2025 bank stress test. The big six banks — JPMorgan Chase &amp; Co. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BAC#NYSE">BAC</a>), Wells Fargo &amp; Co. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/WFC#NYSE">WFC</a>), Goldman Sachs Group Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/PM#NYSE">PM</a>) skyrocketed nearly 10% on strong revenue figures. In contrast, Qualcomm (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/QCOM#NASDAQ">QCOM</a>) slid 4.3% on concerns over slowing smartphone demand.
Shares of Palantir Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/PLTR#NYSE">PLTR</a>) surged 6.5%, extending its weekly gains to 30.8%, the stock's best weekly rally since early November.
Oil prices had a volatile session. Crude initially dipped as speculation mounted over a potential Trump-Putin meeting as early as this month or next, raising hopes for possible peace talks in Ukraine. Prices rebounded after the U.S. Treasury imposed sanctions on Iran's oil network.
Gold softened, dropping 0.6% from record highs and snapping a five-session winning streak.
Bitcoin (CRYPTO: <a class="ticker" href="https://www.benzinga.com/quote/btc/usd">BTC</a>) remained stable, hovering just below $97,000.

Wells Fargo shares are trading higher after the US Federal Reserve Board terminated two enforcement actions with the company.

The Federal Reserve Board on Tuesday announced the termination of two enforcement actions with Wells Fargo. Both were issued in 2011, with the first relating to <a href="https://www.federalreserve.gov/newsevents/pressreleases/files/enf20130228a20.pdf">deficient practices in residential mortgage loan servicing and foreclosure processing (PDF)</a> and the second relating to <a href="https://www.federalreserve.gov/newsevents/pressreleases/files/enf20110720a1.pdf">deficient mortgage lending practices at a former subsidiary (PDF)</a>.
The termination of these enforcement actions does not affect the Board's 2018 enforcement action, which addressed widespread compliance issues by restricting Wells Fargo's growth, and remains effective.

Federal Reserve Board Announces Termination Of Two Enforcement Actions With Wells Fargo

Treasury Secretary Scott Bessent on Monday ordered a halt to the majority of work at the Consumer Financial Protection Bureau after being selected as the acting director of the agency by <a href="https://www.benzinga.com/government/regulations/25/02/43450076/trump-administration-weighs-plan-to-shut-down-education-department-which-stocks-could-be-affected">President Donald Trump. </a>
The Details: According to <a href="https://www.wsj.com/politics/policy/bessent-takes-helm-of-consumer-finance-watchdog-orders-halt-to-work-0a9cfc3d?mod=hp_lead_pos3">a report</a> from the Wall Street Journal, Bessent directed the CFPB to freeze much of its work in an internal email. The work stoppage includes decisions about active litigations, enforcement actions and suspends effective dates for completed rules that are not yet in effect.
Bessent is the temporary replacement for Biden appointee Rohit Chopra who was ousted from the agency on Friday.&nbsp;

"I look forward to working with the CFPB to advance President Trump's agenda to lower costs for the American people and accelerate economic growth," Bessent said in a written statement Monday.
It is expected that Bessent will begin to roll back many of the regulations that were enacted under the Biden administration, including limits on overdraft fees and the exemption of medical debt reporting by credit agencies. 
CFPB Actions In Limbo: Many lawsuits brought by the CFPB now face an uncertain future as decisions on litigations and enforcement actions have been frozen.&nbsp;
In late December, the <a href="https://www.benzinga.com/news/legal/24/12/42713746/financial-crime-weekly-sec-charges-tai-mo-shan-with-misleading-terra-usd-investors-rocket-companies-sued-over-alleged-kickback-scheme">CFPB sued</a> Rocket Homes, a division of Rocket Companies, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/RKT#NYSE">RKT</a>) in what it said was an action to stop the company from providing incentives to real estate brokers and agents to steer homebuyers to Rocket Mortgage. 
JPMorgan Chase &amp; Co. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/JPM#NYSE">JPM</a>), Wells Fargo &amp; Co. Bessent Freezes Consumer Financial Protection Bureau Work Leaving Lawsuits Against JPMorgan, Bank Of America, Capital One In Limbo

Large U.S. banks rallied to fresh record highs on Wednesday as investors cheered on stronger-than-expected fourth-quarter earnings, driven by resilient lending income, cost-cutting efforts and a rebound in corporate deal-making sending.
The Financials Select Sector SPDR Fund (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XLF#NYSE">XLF</a>) — a widely followed exchange traded fund tracking 88 large financial institutions — rose by 0.6% on Wednesday, surpassing its previous record highs set in late November.
The XLF ETF has now returned 33% over the past year, outperforming the SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>) by about 10 percentage points.
Notably, JPMorgan Chase &amp; Co. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/JPM#NYSE">JPM</a>), Goldman Sachs Group Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GS#NYSE">GS</a>), Morgan Stanley (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/MS#NYSE">MS</a>) and Wells Fargo &amp; Co. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/WFC#NYSE">WFC</a>) jointly achieved new all-time highs on Wednesday.

Yet, there might be still plenty of upside ahead according to Goldman Sachs. 
In a note shared Tuesday, the bank analyst Richard Ramsden highlighted that large banks posted fourth-quarter 2024 earnings 9% above consensus, with net interest income up 2% and margins improving by roughly 100 basis points.
Looking ahead, the investment bank sees continued strength in 2025, driven by improving loan growth, favorable deposit repricing, and an expected increase in share buybacks. These factors prompted Ramsden to increase valuation multiples and upwardly adjust price targets for the banks under coverage.
&#8220;We increase our 12-month target P/Es by 0.5x to reflect higher market multiples, which results in a 4% average increase in the group&#8217;s 12-month price targets, with 10% average upside and 13% average total return,&#8221; Ramsden wrote. 
<h1 class="wp-block-heading">Navigating Rate Cuts: Banks Find Ways To Protect Margins</h1>
While lower interest rates can squeeze bank profits by reducing what they earn on loans, many large banks have been able to adjust their deposit pricing — what they pay customers on savings accounts — more quickly than anticipated.
Faster-than-expected deposit repricing has been a key tailwind for banks, as top institutions saw deposit yields drop 27 basis points quarter-over-quarter, outperforming expectations. 
Corporate and wealth deposits have adjusted nearly one-to-one with Fed rate cuts, reducing funding costs faster than initially anticipated.
While most banks have shortened the duration of their securities portfolios to manage capital risk, Wells Fargo &amp; Co. has gone against the grain, adding longer-term agency mortgage-backed securities to its holdings.
Goldman Sachs notes this strategy could provide additional income stability if rates fall more gradually than expected.
<h1 class="wp-block-heading">Buybacks And Capital Returns Set To Surge In 2025</h1>
Goldman Sachs forecasts a 55% increase in bank share repurchases this year, potentially reaching $92 billion — the highest level since 2018.
Citigroup Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/C#NYSE">C</a>) has already announced a $20 billion buyback authorization, while JPMorgan Chase &amp; Co. and Wells Fargo have indicated they will ramp up buybacks.
Dividend payout ratios, which currently hover around 30%, could also rise toward pre-2008 levels of 40% to 50%.
<h1 class="wp-block-heading">Capital Markets Activity Rebounding, M&amp;A Pipeline Strongest in Seven Years</h1>
A resurgence in capital markets is fueling optimism, with Goldman Sachs highlighting a sharp recovery in mergers and acquisitions. 
&#8220;Morgan Stanley noted that its M&amp;A pipeline is at the highest level in seven years,&#8221; Ramsden wrote, adding that corporate finance activity could &#8220;resemble the mid-90s cycle if both the market and economy hold up.&#8221;
Mergers and acquisitions pipelines across the industry have surged 16% since the beginning of 2024, while the top five banks&#8217; pipelines are up 9%, and independent investment banks have seen a 24% increase.
Goldman Sachs also highlighted a &#8220;constructive fee income trajectory&#8221; at Wells Fargo, with revenue from investment banking and trading expected to outperform consensus estimates by 5% in 2025 and 2026.
Since the beginning of 2024, industry-wide M&amp;A pipelines have jumped 16%, with independent investment banks leading the surge at 24%.

Goldman Sachs maintains a bullish stance on Bank of America Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BAC#NYSE">BAC</a>), Citigroup and Wells Fargo, with Ramsden citing these as &#8220;the best-positioned stocks&#8221; for 2025.

Seasonality isn't always a reliable predictor in markets, but when patterns persist for nearly a century, they demand attention. 
Data from Seasonax reveals that January has closed in positive territory 60% of the time over the past 97 years, with an average gain of 1.1%.
What's even more striking is that more than half of those gains have occurred in the final week of the month.
Since 1928, the S&amp;P 500 has climbed 0.6% on average in the last week of January, closing higher 61% of the time.
