These controls are part of a broader strategy to limit Beijing&#8217;s access to advanced technologies critical for its semiconductor sector.
<a target="_blank" href="https://www.benzinga.com/24/11/42244387/nvidia-lam-reasearch-applied-materials-stocks-gain-as-biden-government-eyes-softer-semiconductor-sanctions-against-china" rel="noreferrer noopener">Prior reports indicated</a> that the U.S. proposed to go softer on China for the third semiconductor embargo following intense negotiations with allies like Japan and the Netherlands and American chip equipment makers.
Chinese entities added to the list include over 100 semiconductor and chipmaking toolmakers, two investment companies, and others linked to Huawei Technologies, a telecom giant pivotal to China&#8217;s chip advancements.
Companies on the list will require special licenses to receive shipments from U.S. suppliers, with most license requests likely to be denied.
The new rules also expand the foreign direct product rule, restricting exports from U.S., Japanese, and Dutch manufacturers to essential Chinese chip plants.
Due to agreements with the U.S., Japan and the Netherlands are exempt, which relieves ASML Holding N.V. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/ASML#NASDAQ">ASML</a>)&nbsp;and&nbsp;Tokyo Electron Ltd. (OTC:<a class="ticker" href="https://www.benzinga.com/stock/TOELY#OTC">TOELY</a>).
However, manufacturers in other nations, such as Israel, South Korea, and Taiwan, are affected, to the dismay of Taiwan Semiconductor Manufacturing Co (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/TSM#NYSE">TSM</a>) and Samsung Electronics Co (OTC:<a class="ticker" href="https://www.benzinga.com/stock/SSNLF#OTC">SSNLF</a>).

Biden Targets China With New Chip Restrictions, Nvidia Slides

Nvidia Corp (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) stock is up Friday amid reports indicating the U.S. government is set to announce further sanctions on exporting <a href="https://www.benzinga.com/topic/semiconductors">semiconductor equipment and AI memory chips</a> to China, which will be less stringent than the previous ones.
Additionally, the U.S. embargo will focus on Chinese companies that make semiconductor manufacturing equipment instead of the fabrication facilities following protests from&nbsp;Lam Research Corp (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LRCX#NASDAQ">LRCX</a>),&nbsp;Applied Materials Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AMAT#NASDAQ">AMAT</a>), and&nbsp;KLA Corp (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/KLAC#NASDAQ">KLAC</a>) as the move will enable the U.S. companies to maintain their edge versus international rivals like ASML Holding N.V. The U.S. could announce the fresh semiconductor sanctions by next week, according to Bloomberg, <a href="https://www.bloomberg.com/news/articles/2024-11-28/us-readies-china-chip-curbs-that-stop-short-of-earlier-proposals?sref=TBDibEcD" target="_blank" rel="noreferrer noopener">citing</a> sources familiar with the issue.
The fresh restrictions will follow months of negotiations between the U.S. government, allies like Japan and the Netherlands, and American chip equipment makers. The U.S. chip companies, including Nvidia and rivals, had previously urged the government to relax its embargo against China, a key semiconductor market.
Therefore, the U.S. expects to impose restrictions on fewer Huawei Technologies Co suppliers and restrict only&nbsp;two chip factories of Huawei partner&nbsp;Semiconductor Manufacturing International Corp.
However, the new restrictions will affect <a target="_blank" href="https://www.benzinga.com/government/24/08/40198085/huawei-and-baidu-increase-samsung-hbm-purchases-as-us-curbs-loom" rel="noreferrer noopener">high-bandwidth memory chip</a> companies like &nbsp;Samsung Electronics Co (OTC:<a class="ticker" href="https://www.benzinga.com/stock/SSNLF#OTC">SSNLF</a>),&nbsp;SK Hynix Inc, and&nbsp;Micron Technology Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/MU#NASDAQ">MU</a>).
The disruption of the semiconductor supply chain caused by the 2020 pandemic in China prompted global countries to consolidate their semiconductor bases and reduce their dependence on China. The U.S. and other countries started luring contract chipmakers like Taiwan Semiconductor Manufacturing Co (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/TSM#NYSE">TSM</a>) and Intel Corp (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/INTC#NASDAQ">INTC</a>) with subsidies to manufacture advanced artificial intelligence chips in their U.S. facilities while insisting ally countries like the Netherlands and Japan to impose similar sanctions on China.

Semiconductor stocks experienced their best session since February on Wednesday, buoyed by strong quarterly earnings and less concerning developments regarding <a href="https://www.benzinga.com/topic/china">chip exports to China.</a>
The iShares Semiconductor ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SOXX#NYSE">SOXX</a>) and the VanEck Semiconductor ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SMH#NYSE">SMH</a>) surged by 5.0% and 6.1%, respectively, by 12:30 p.m. ET, marking their most substantial gains since Feb. 22, 2024.
<h3 class="wp-block-heading">Biden Administration Rethinks Chip Curbs</h3>
Reuters reported this morning that the Biden administration is set to introduce a new regulation next month, which will extend U.S. authority to restrict the export of semiconductor manufacturing equipment from certain foreign countries to Chinese chipmakers.
Nevertheless, shipments from key allies such as Japan, the Netherlands, and South Korea, which also export essential chipmaking equipment, will be exempted from this rule, thereby mitigating its impact, according to sources.
Two weeks ago, news of potential new export restrictions to China caused the U.S.-listed shares of Dutch chipmaker giant AMSL Holding N.V. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/ASML#NASDAQ">ASML</a>) to plummet by over 12% in one day. 
However, on Wednesday, AMSL shares rose more than 7% following news of their exemption from the export curbs. Tokyo Electron Ltd. (OTCPK: TOELY), which would have also been heavily affected by the potential new restrictions, saw a 7.4% rally on Wednesday.
<h3 class="wp-block-heading">Positive Results for AMD</h3>
Shares of Advanced Micro Devices Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AMD#NASDAQ">AMD</a>) surged over 5%, poised for their best session since late February, after reporting stronger-than-expected results for the last quarter.
The Santa Clara, California-based chipmaker posted revenue of $5.84 billion, a 9% increase compared to the same quarter in 2023, surpassing estimates of $5.73 billion. Non-GAAP earnings per share were 69 cents, exceeding expectations of 67 cents and representing nearly a 19% rise from Q2 2024.
"We achieved robust revenue and earnings growth in the second quarter, driven by record Data Center segment revenue," stated AMD Chair and CEO Dr. Lisa Su.
"Our AI business continued to gain momentum, positioning us to deliver strong revenue growth in the second half of the year, led by demand for our Instinct, EPYC, and Ryzen processors. The rapid advancements in generative AI are fueling increased demand for computing power across all markets, creating significant growth opportunities as we provide leading AI solutions across our business."

Semiconductor Stocks Set For Strongest Day In 5 Months As Chip Export Concerns Subside: Top Wednesday Movers

It&#8217;s deep red on Wall Street on Wednesday, with tech stocks sharply falling amid a semiconductor broad-based selloff following news that the Biden administration is hastening<a href="https://www.benzinga.com/analyst-ratings/analyst-color/24/07/39821315/ai-earthquake-semiconductors-suffer-worst-selloff-in-years-on-stricter-us-chip-expo"> export restrictions to China. </a>
Bloomberg reported on Wednesday that the U.S. administration has advised its allies to impose the strictest trade restrictions possible if companies such as Tokyo Electron Ltd. (OTCPK: TOELY) and ASML Holding NV (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/ASML#NASDAQ">ASML</a>) persist in supplying advanced chips to China. Shares of the Dutch chipmaker ASML Holding fell nearly 12%, notching the worst decline since March 2020. 
The tech-heavy Nasdaq 100 tumbled by 2.7% at 12:45 p.m. ET, marking the worst session since late August 2023. The semiconductor industry was the hardest hit. The iShares Semiconductor ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SOXX#NYSE">SOXX</a>) and the VanEck Semiconductor ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SMH#NYSE">SMH</a>) both plummeted over 6%, marking their worst day since October 2022.
The elite group of the &#8216;Magnificent Seven,&#8217; tracked by the Roundhill Magnificent Seven ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/MAGS#NASDAQ">MAGS</a>), saw a collective market cap loss of $500 billion in a single trading session. Nvidia Corp. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) alone plummeted 7%, accounting for a $180 billion loss.
The S&amp;P 500 dropped 1.2%, while blue-chip stocks of the Dow Jones rose 0.6% to 41,200 points, extending their all-time highs and marking a sixth consecutive session of gains. Meanwhile, small caps took a breather, with the Russell 2000 index falling 1%, ending a five-day winning streak.
U.S. natural gas futures fell over 6%, hitting two-month lows, due to lower-than-expected cooling demand amid milder weather forecasts for the next two weeks.
Oil prices rallied 1.9% after U.S. inventories declined again last week. Gold edged down 0.5% from the all-time highs reached on Tuesday. The dollar fell 0.4%, with the dollar-yen pair dropping 1.3%.
Bitcoin (CRYPTO: <a class="ticker" href="https://www.benzinga.com/quote/btc/usd">BTC</a>) eased 1.2%.
