BlackRock has submitted filings to introduce two new money market funds in ETF form on Thursday. These new offerings, named iShares Prime Money Market and iShares Government Money Market ETFs, will comply with the Securities and Exchange Commission's Rule 2a-7, ensuring high-quality ratings and minimal credit risk.
The move follows Texas Capital Bancshares Inc&#8216;s (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TCBI#NASDAQ">TCBI</a>) launch of the <a href="https://www.benzinga.com/etfs/new-etfs/24/09/41051634/theres-an-etf-that-pays-you-like-a-money-market-fund-it-just-started-trading">first 2a-7 ETF</a> in September. Financial Times<a href="https://www.ft.com/content/144ea1bc-b7b6-43e1-a8d3-c7f7df674c3e"> reported</a> on Thursday that both BlackRock funds will focus on securities with maturities of 397 days or less, maintaining a dollar-weighted average maturity of 60 days or fewer and a dollar-weighted average life of 120 days or fewer.
Details on the proposed ETFs' fees were not disclosed in the filings. Texas Capital's ETF charges a fee of 0.20%, while BlackRock's similar existing ETFs have lower fees, such as the iShares US Treasury Bond ETF (BATS:<a class="ticker" href="https://www.benzinga.com/stock/GOVT#BATS">GOVT</a>) at 0.05% and the 0-3 Month Treasury Bond ETF at 0.09%.

In September, BlackRock liquidated two open-end money market funds in response to upcoming SEC rule changes requiring liquidity fees for prime institutional funds.
The introduction of these ETFs by BlackRock comes amid a significant shift in the money-market industry. Recently, the $6.3 trillion money-market sector saw the launch of its first ETF, the Texas Capital Government Money Market ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/MMKT#NYSE">MMKT</a>), which capitalizes on the surge in money-market funds driven by high short-term yields. This ETF offers investors a safe haven with competitive returns, providing intraday liquidity and the stability of traditional money-market funds.
Here&#8217;s how some of the existing money market fund ETFs have performed in the past year:

<li>Invesco Ultra Short Duration ETF&nbsp;(NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GSY#NYSE">GSY</a>): With net assets close to $2.23 billion, the ETF launched by Invesco seeks to provide returns in excess of cash equivalents and provide preservation of capital and daily liquidity. The average duration of maturity is less than a year. The yearly returns of the fund have been 6.76% while the category average is 6.51% and its three-year returns have been 3.62% against the category average of 3.49%. </li>
<li>PGIM Ultra Short Bond ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/PULS#NYSE">PULS</a>): This ETF is issued by PGIM Investments and has net assets close to $8.56 billion. It normally maintains a weighted average portfolio duration of one year or less and a weighted average maturity of three years or less. The fund&#8217;s returns in the past year have been 6.53% against the category average of 6.51% while its three-year return has been 4.33% against the category average of 3.49%.</li>

After Texas Capital, BlackRock Files For Two New ETFs With Low Risk. Here's How Their Peers Fared In The Past Year

HireQuest, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/HQI#NASDAQ">HQI</a>), a national franchisor of direct dispatch, executive search, and commercial staffing services, today announced the appointment of Steven Crane as Chief Financial Officer. Pulse Electronics Corporation (“Pulse Electronics”) (NYSE: <a class="ticker" href="/stock/puls#NYSE">PULS</a>), a leading provider of electronics components, announced today that it has submitted written notice to the New York Stock Exchange (the “NYSE”) of its decision to voluntarily delist its common stock from the NYSE and to deregister its common stock under the Securities Exchange Act of 1934, as amended (the “Exchange Act”). After careful consideration, Pulse Electronics' board of directors decided to delist from the NYSE and deregister its common stock with the Securities and Exchange Commission (the "SEC") as it believes that the savings that will benefit the company and its shareholders outweigh the advantages of continuing as a NYSE listed and SEC reporting company. Without the annual accounting and legal costs and administrative burdens associated with SEC reporting obligations and compliance with the Sarbanes-Oxley Act, Pulse Electronics believes it will be able to reduce its costs while still maintaining appropriate financial controls. Pulse Electronics further believes that these changes will provide for greater operational efficiencies that will allow the company to better focus on its business. 
The company intends to file a Form 25 with the SEC to voluntarily delist its common stock on or about October 6, 2014. Delisting from the NYSE is expected to become effective 10 days after the filing date of the Form 25. Following delisting and provided that Pulse Electronics continues to meet the applicable legal requirements, it intends to file a Form 15 with the SEC on or about October 16, 2014 to terminate the registration of its common stock under the Exchange Act. Pulse Electronics expects the termination of registration under the Exchange Act will become effective 90 days after the date of the filing of the Form 15 with the SEC. In the event the NYSE or the SEC delays or denies the company's delisting or deregistration, following the effective date of delisting, or the withdrawal of registration under Section 12(b) is delayed by the SEC, the company will file, within 60 days of such delay or denial, any reports and forms with the SEC that would have been required. 
After its shares have been delisted from the NYSE, Pulse Electronics expects that its shares may be quoted on the OTC Markets Inc. electronic quotation service if market makers commit to make a market in the company's shares. The OTC Markets is an electronic network through which participating broker-dealers can make markets and enter orders to buy and sell shares of issuers. However, Pulse Electronics can provide no assurance that trading in its common stock will continue on the OTC Markets or otherwise. Moreover, Pulse Electronics common stock may become more illiquid once it is no longer traded on the NYSE, which could negatively impact market prices for the company's stock and make it more difficult for shareholders to sell their shares. Pulse Electronics Announces Initiative To Reduce Costs Through Voluntary NYSE Delisting And SEC Deregistration

Apple Inc. (NASDAQ: <a class="ticker" href="/stock/aapl#NASDAQ">AAPL</a>) closed Tuesday slightly down after the company unveiled the Apple Watch and latest iteration of its iPhone, but that wasn&#39;t the only stock responding.

	Just before 2 p.m., tiny Pulse Electronics Corp (NYSE: <a class="ticker" href="/stock/puls#NYSE">PULS</a>), with a market capitalization of $55 million, jumped more than 50 percent to $3.19 per share on a rumor it&#39;s supplying iPhone components.

	The San Diego maker of handset antennae and other electronics got a call from the New York Stock Exchange but said had it no comment on price movement.

	Watchmakers Fossil Group Inc. (NASDAQ: <a class="ticker" href="/stock/fosl#NASDAQ">FOSL</a>) and Movado Group, Inc. (NYSE: <a class="ticker" href="/stock/mov#NYSE">MOV</a>) each fell two percent, possibly on concern the Apple Watch will cut into their fashion market.

	GT Advanced Technologies Inc (NASDAQ: <a class="ticker" href="/stock/gtat#NASDAQ">GTAT</a>) was going to make the so-called sapphire crystals for Apple watches, but investors learned it won&#39;t make display windows for the iPhone. Shares tanked more than 12 percent.

	EBay Inc (NASDAQ: <a class="ticker" href="/stock/ebay#NASDAQ">EBAY</a>) dropped more three percent when Apple confirmed its phone will include electronic payment equipment linked to banks and credit cards. EBay&#39;s PayPal unit is widely seen as threatened.

	NXP Semiconductors NV (NASDAQ: <a class="ticker" href="/stock/nxpi#NASDAQ">NXPI</a>) declined 1.6 percent, apparently on disappointment its wireless and mobile chips aren&#39;t a significant feature of Apple&#39;s new products.

	Universal Display Corporation (NASDAQ: <a class="ticker" href="/stock/oled#NASDAQ">OLED</a>) was also a big loser. Its light-emitting diodes used in cellphone displays won&#39;t be doing much for the iPhone. Shares skidded down 7.2 percent.
