Deep subprime 60-plus day card delinquencies declined to 25.46% in May 2025, down from 27.42% a year earlier, the first sustained drop since late 2022.

The Palantir Effect: Momentum Stocks Are Making A Killing Like Never Before

In September 2024, Aurora Cannabis Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/ACB#NASDAQ">ACB</a>) launched a CBD lozenge in collaboration with Vectura Fertin Pharma (now Aspeya, Inc.), a pharmaceutical firm owned by Philip Morris International (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/PM#NYSE">PM</a>). The dissolvable product, branded Luo, debuted on Aurora&#8217;s medical platform in Canada.
To some observers, it looked like a stealth alignment between cannabis and Big Tobacco. But according to Aurora CEO Miguel Martin, the story is more nuanced.
"Our relationship really is with Vectura Fertin," said Martin, noting the company now goes by the name Aspeya. "It's a broader health and wellness company, and it's really not so much with PMI, even though they have their own connection."
Aurora's strategy, he says, is grounded in medical science, not brand crossovers.
"We have always had a very conservative, pharmaceutically minded approach," Martin told <a href="https://www.benzinga.com/cannabis">Benzinga</a>. "To be able to partner with someone with [Vectura's] history, and particularly the technology they were bringing to ingestible cannabinoids, was exciting for us."
The companies launched the Luo lozenge in Canada as a physician-authorized product for patients seeking controlled CBD delivery. Aurora handles distribution through its direct-to-patient ecommerce platform. Martin said the partnership has been well-received and could expand in the future.
"This is really about learning and understanding… how that kind of science-based, medical approach is received. And it's been very well received," he said. "Our patients have enjoyed them. Hopefully, there's opportunity for other brand extensions."

When asked whether this represented a deeper alignment with legacy industries, Martin was clear:
"Right now, it's about partnering and working with thoughtful, science-based, medically oriented companies," he said.
Aurora has similar relationships with prescribers, wholesalers and pharmaceutical partners across markets like Germany, Australia and the UK.
<h3 class="wp-block-heading">A Pharma-First Cannabis Strategy</h3>
The Luo lozenge deal, combined with Aurora's global medical push and Canada-first manufacturing strategy, fits into a broader vision Martin has reinforced consistently: that cannabis should follow pharmaceutical norms—from delivery methods to regulatory rigor.

"We're experts in medical cannabis," he said. "That's where all of our profitability comes from. If a partnership helps us improve patient outcomes and deliver consistency, we're open to it."
For now, that means dissolvable CBD lozenges backed by pharma-grade R&amp;D. Whether future deals bring Aurora closer to companies like PMI remains to be seen. But Martin insists the priority is patients, not optics.
"If it wasn't additive or accretive to our financials, we wouldn't do it," he said. "We don't chase headlines—we build around what works."

"More investments to come," Goldenberg said.
Alliance Global Partners Managing Director of Equity Research Aaron Grey said that what the cannabis sector is seeing now, related to tobacco, is a lot more strategic investments through partnerships or capital infusions.
"Investments are meant for a very specific reason," Grey said.
FoxNRTH Founder Chris Murray added that there is still a risk of a reputation for big tobacco companies in some regions, as cannabis is heavily stigmatized in some markets. This could be the reason for slow and steady entry into the sector instead of diving right in.

What's Next For Tobacco Sector: Grey said Philip Morris could be slower before going heavily into the cannabis sector, with legality issues and recreational use having more risk.
"They've been consistent in their medical angle," Grey said.
Grey said the company will likely be conservative and look to learn more about the product.
"They've always been a little more conservative on that front."
For British American Tobacco, the company is looking at non-combustibles for growth.
"Vapes, edibles, beverages, that's the space," Goldenberg said.
The Organigram CEO said British American Tobacco wants to stay away from combustibles and reduce its risk with new products.
"Most tobacco companies are really looking to the future."
Goldenberg said a recent consumer survey showed that 90% of cannabis consumers are using multiple formats, which means the consumer of tomorrow is likely significantly different from the consumer of today.
With the market currently around 70% flower and pre-rolls, growth of other formats will likely mean 50% for flower and pre-rolls and 50% for vapes, beverages, edibles and other formats in the future, Goldenberg predicted.
Murray said the real exercise for tobacco companies is to investigate and learn more about it. He said the challenge of scaling the business is that you have to be relatively close to the space.
Kenny said there has to be an appetite for risk from the tobacco industry to keep investing in the cannabis space.
"Tobacco has a lot to lose," Kenny said.
Kenny added there are shareholder agreements, banking and insurance that factor into investments in the cannabis space, and there are likely internal battles for opportunity versus risk at tobacco companies.

While peers like Altria and British American Tobacco (BAT) have made splashier moves into recreational marijuana markets, PMI has taken a quieter, more clinical approach: targeting medical cannabis, forming R&amp;D alliances and testing products in tightly regulated markets like Canada.

Its 2024 partnership with Aurora introduced a novel, dissolvable CBD lozenge for patients, manufactured by Vectura's subsidiary Cogent and offered through Aurora's direct-to-patient network.
"The launch will enable us to make a meaningful impact to patients and to validate our product&#8217;s proposition through real-world patient data," said Michael Kunst, CEO of Vectura Fertin Pharma, in a statement.
