Wall Street is currently witnessing the &quot;Great Rotation&quot; with investors shunning hot technology stocks in favor of smaller companies and other sectors. The combination of the Trump trade resurgence and the growing expectations of the Fed cutting rates in September has led to the rotation in the market.
The Dow Jones Industrial Average, which was underperforming, has gained 2.3% over the past week, outperforming the S&amp;P 500 and the Nasdaq Composite Index, which shed nearly 0.7% and 2.2%, respectively. The Russell 2000 small-cap index has risen 3.4% in a week. Value investing is also being favored by investors as it involves buying stocks or other financial assets that are believed to be undervalued or trading below their intrinsic worth.
Chances of Donald Trump winning in November have risen steadily in recent weeks. Trump favors higher tariffs, particularly on imports from China, that could potentially hurt semiconductor stocks. Technology names, which powered the bull market this year, have lost their sheen lately.
Trump prefers more deregulation, which will benefit the health insurance, energy and financial industries as well as small-cap companies. Proposed extensions of corporate and personal tax cuts could increase budget deficits and result in higher government borrowing. Consequently, longer-dated bond yields have surged lately, steepening the yield curve.
Inflation in the United States cooled in June to the slowest pace since 2021, spiking the bets for rate cuts as soon as possible. Fed Chairman Jerome Powell&#39;s latest comment that the Fed wouldn&#39;t wait for inflation to get to its 2% target before it began cutting rates also lent support to the rate cut bets. According to the CME FedWatch tool, traders now see a 100% chance of the Fed lowering rates in September.
Pint-sized companies have a higher level of debt, and lower rates generally lead to reduced borrowing costs. This helps small businesses to expand their operations more easily and results in increased profitability. A rate cut after two years of tightening would be a big relief for banks, which have been struggling with the impact of high rates on their profits and their borrowers. While lower rates can compress net interest margins for banks, it will encourage lending and potentially lead to increased consumer and business loan activity.
High-dividend-yield sectors such as utilities and real estate will be the biggest beneficiaries of rate cuts, given their sensitivity to interest rates. This is especially true as these offer higher returns due to their outsized yields. In real estate, lower rates can boost housing market activity by making mortgages more affordable.
Given the great rotation, some ETFs, which were depressed this year, have started to gain momentum and hit new 52-week highs in the latest trading session. We have highlighted them in detail below:

Invesco S&amp;P SmallCap 600 Pure Value ETF offers exposure to the stocks of companies that exhibit strong value characteristics by tracking the S&amp;P SmallCap 600 Pure Value Index. It holds 143 stocks in its basket, with key holdings in financials, consumer discretionary and industrials sectors.

Financial Select Sector SPDR Fund (ARCA:XLF) &ndash; 52-Week High: $44.11
Financial Select Sector SPDR Fund ETF seeks to provide exposure to 71 companies in diversified financial services, insurance, banks, capital markets, mortgage real estate investment trusts, consumer finance, and thrifts and mortgage finance industries. It follows the Financial Select Sector Index, charging investors 9 bps in fees per year.

5 ETFs Making the Most of the Great Market Rotation

With just a day away to the month of May, investors have turned cautious given that seasonality will play a huge role in pushing stocks down for the next six months, as per the old adage &quot;Sell in May and Go Away.&quot; According to this investment saying, the stock market has a long history of weak performance during the summer months (May to October).
	Will May 2018 Pen the Same Story?
	After a blockbuster start, the U.S. stock market was hit by a series of hurdles including inflationary pressures, a faster-than-expected rates hike, political instability in Washington, geopolitical tension, technology sector turmoil and rising yields.
	Additionally, the signal from European Central Bank to end the cheap money era policy anytime soon and the latest round of domestic economic data added to the weakness.
	This is especially true as America&#39;s economic growth slowed to start the year with 2.3% in the first quarter compared with 2.9% in fourth-quarter 2017 driven by weak consumer spending in nearly five years. Domestic demand rose 1.7% -- the slowest in two years -- after rising at a brisk 4.8% pace in the final three months of 2017.
	However, tightening labor market conditions, lower tax rates, strong earnings expectations and increased government spending are expected to spur economic growth in the coming months, thereby resulting in a bullish condition for the stock market. In particular, the massive $1.5-trillion tax cut will create an economic surge, boosting job growth in manufacturing and other sectors, increasing inflation and interest rates. Additionally, it would lead to higher earnings, increased buyback activities and fat dividends.
	Against such a backdrop, it might be foolish to quit the stock market altogether. Instead, investors could follow some ideas that could lead to a winning portfolio during this soft six-month period.
	Focus on Low Volatility ETFs
	As weak historical trends and volatility are expected to play foul in the stock market, low volatility ETFs appear sensible choices. This is because these have the potential to outpace the broader market in bearish-to-neutral market conditions, providing significant protection to the portfolio. These funds include more stable stocks that have experienced the least price movement in their portfolio. Further, these allocate more to defensive sectors that usually have a higher distribution yield than the broader markets.
	While there are several options in the space, the two most popular ones are PowerShares S&amp;P 500 Low Volatility Portfolio&nbsp;(NYSE: <a class="ticker" href="/stock/splv#NYSE">SPLV</a>) and iShares Edge MSCI Min Vol USA ETF&nbsp;(BATS:USMV).

These have the potential to deliver higher returns and exhibit lower volatility compared with their growth and blend counterparts.

Don't Sell In May And Go Away: Follow These ETF Strategies

The progress on tax reform has put value investing back in limelight as it is expected to provide a huge boost to the value stocks. This is because massive tax cuts will create an economic surge, boosting job growth in manufacturing and other sectors, increasing inflation and interest rates. Additionally, it would lead to higher earnings, increased buyback activities, and fatty dividends, prompting investors to rotate out of growth and into value stocks.&nbsp; &nbsp;
	Why Value?
	Value stocks have strong fundamentals &ndash; earnings, dividends, book value and cash flow &ndash; that trade below their intrinsic value and are undervalued by the market. Value stocks have the potential to deliver higher returns and exhibit lower volatility compared with growth and blend counterparts. In fact, these stocks outperform the growth ones across all asset classes when considered on a long-term investment horizon and are less susceptible to trending markets.
	Additionally, with the passing of the Senate tax bill, the S&amp;P 500 is seeing rough trading. The benchmark lost for the fourth straight session, marking the first such losing streak since March. 	Both are in negotiation to reconcile their respective bills before the signature from the President, which is expected by Christmas. But it has led to uncertainty in the markets raising the appeal for value investing.
	As a result, investors may want to consider a nice value play in the current scenario. While looking at individual companies is certainly an option, a focus on cheap value ETFs could be a less risky way to tap the same broad trends. Below we have selected five value ETFs that provide exposure to the broad stock market instead of a particular sector. All these funds have a Zacks Rank #3 (Hold) with a lower expense ratio of under 10%, making them superior relative to other choices in the value space.
	Vanguard Small-Cap Value ETF VBR
	The fund targets the small-cap segment of the value space and follows the CRSP US Small Cap Value Index. It holds a basket of 847 stocks with none holding more than 0.6% of assets. Here, Financials dominates the portfolio at 30.5%, followed by industrials (20.6%) and consumer services (10.4%). The ETF is popular with AUM of $12.5 billion and trades in a good average daily volume of about 290,000 shares. 	Schwab U.S. Large-Cap Value ETF SCHV
	This fund provides broad exposure to large-cap U.S. stocks that exhibit value style characteristics. It tracks the Dow Jones U.S. Large Cap Total Stock Market Index, holding 357 stocks in its basket with each accounting for less than 5% of total assets. Additionally, the product is well spread out across sectors with financials, information technology, consumer staples, and healthcare accounting for double-digit exposure each. SCHV has amassed assets worth $4 billion and trades in volume of more than 231,000 shares a day on average. It charges an expense ratio of 0.04%.
	SPDR S&amp;P 500 Value ETF SPYV
	This ETF offers pure exposure to the large-cap value segment of the U.S. equity market by tracking the S&amp;P 500 Pure Value Index. Holding 350 stocks in its basket, it is well spread out across components with none holding more than 3.8% share. The fund is slightly tilted toward financials at 28.5% while healthcare, consumer staples and energy round off the next three spots with a double-digit exposure each. It has amassed $508 million in its asset base and trades in a moderate average daily volume of 97,000 shares. 	Vanguard Mega Cap Value ETF MGV
	This product tracks the CRSP US Mega Cap Value Index, holding 151 stocks in its basket. It is skewed toward the top firm &ndash; Microsoft (NASDAQ: <a class="ticker" href="/stock/msft#NASDAQ">MSFT</a>) &ndash; at 6.4% while other firms do not account for more than 3.8% of assets. With AUM of $1.9 billion, the ETF is also tilted toward financials at 26.1% while healthcare, technology and industrial round off the top four. Expense ratio is 0.07% while average daily volume is light at 53,000 shares. &nbsp;
	Vanguard Value ETF VTV
	This fund seeks to track the CRSP US Large Cap Value Index, which measures the performance of the largest U.S. value stocks. With AUM of $35.6 billion and an expense ratio of 0.06%, VTV trades in a solid volume of around 1.2 million shares per day on average. The product holds 331 stocks, which are well spread across each component as none of these holds more than 5.4% share. Here again, financials takes the top spot with one-fourth share while technology, healthcare, and industrials round off to the next three spots with a double-digit allocation each.
	Bottom Line
	Value ETFs seek to outperform when Trump&#39;s tax reform plan comes into effect. As such, investors shouldn&#39;t forget the value space and should take a closer look at a few of the attractive value ETFs in this segment for excellent exposure and some outperformance heading into the New Year.

Value Investing Set To Shine On Tax Reform: 5 Cheap ETFs

One of the primary reasons investors have embraced exchange-traded funds over the years is lower fees relative to actively managed equivalents. ETF issuers continue rewarding that faith with a &ldquo;race to the bottom&rdquo; outlook on ETF expenses.
Predictably, Vanguard plays a big role in the trend of lower ETF fees, and after a recent spate of fee cuts from rival issuers, the Pennsylvania-based fund giant is again making its low fee presence felt.
On Thursday, Vanguard, the second-largest U.S. ETF issuer, announced fee reductions on 35 mutual fund classes, including 11 ETFs. But before we get to that good news, there is some bad news ... sort of.
<h3>Fee Raise</h3>
Vanguard slightly raised the annual expense ratio on the Vanguard Health Care ETF (NYSE: <a class="ticker" href="/stock/vht#NYSE">VHT</a>) to 0.1 percent from 0.09 percent. Fidelity, one of Vanguard&#39;s chief competitors, offers the ETF industry&#39;s<a href="http://www.benzinga.com/trading-ideas/long-ideas/16/10/8556957/fidelity-has-a-say-in-etf-fee-tussle"> least expensive lineup</a> of sector ETFs.
<h3>Fee Cuts</h3>
The 11 ETF fee cuts unveiled by Vanguard include a significant portion of the issuer&#39;s fixed income lineup. All of the following saw annual fees reduced to 0.07 percent from 0.1 percent:

<li>Vanguard Lg Term Govt Bd ETF (NASDAQ: <a class="ticker" href="/stock/vglt#NASDAQ">VGLT</a>).</li>
<li>Vanguard Mortgage Bkd Sects ETF (NASDAQ: <a class="ticker" href="/stock/vmbs#NASDAQ">VMBS</a>).</li>

</ul>
Three of Vanguard&#39;s mega-cap equity ETFs now sport annual expense ratios <a href="https://pressroom.vanguard.com/nonindexed/Fact-sheet-first-wave-expense-ratio-changes-122216.pdf">of 0.07 percent</a>, down from 0.09 percent. Those ETFs are the Vanguard Mega Cap ETF (NYSE: <a class="ticker" href="/stock/mgc#NYSE">MGC</a>), Vanguard Mega Cap 300 Growth Index ETF (NYSE: <a class="ticker" href="/stock/mgk#NYSE">MGK</a>) and the Vanguard Mega Cap Value Index ETF (NYSE: <a class="ticker" href="/stock/mgv#NYSE">MGV</a>).
<h3>Fee Wars</h3>

Vanguard&#39;s latest fee cuts answer <a href="https://www.benzinga.com/trading-ideas/long-ideas/16/12/8824318/blackrock-fee-cuts-extend-into-smart-beta-realm">two such moves </a>this year, including one this month, by rival BlackRock, Inc. Vanguard Has Its Say In ETF Fee War

One of the primary reasons advisors and investor love Vanguard exchange traded funds are the low fees. Pennsylvania-based Vanguard, the third-largest U.S. ETF issuer, has some of the lowest fees in the ETF business, and the company has consistently shown during its time in the ETF industry that as its funds swell in size, it will pare annual expense ratios.

	Forgive the Christmas comparison, but Santa arrived a few days early for Vanguard investors this year as the company said Tuesday it is lowering fees on 21 of its ETFs. That includes Vanguard&#39;s group of 10 sector ETFs. With the new, lower fees, Vanguard undercuts rival Fidelity as having the least expensive sector ETFs on the market today.

	Previously, Vanguard sector ETFs charged 0.12 percent a year, or $12 per $10,000 on its sector ETFs. Now, the Vanguard Health Care ETF (NYSE: <a class="ticker" href="/stock/vht#NYSE">VHT</a>) sports an annual fee of just 0.09 percent while other popular Vanguard sector offerings, such as the Vanguard Information Technology ETF (NYSE: <a class="ticker" href="/stock/vgt#NYSE">VGT</a>) and the Vanguard Consumer Staples ETF (NYSE: <a class="ticker" href="/stock/vdc#NYSE">VDC</a>), will charge 0.1 percent per year. VGT is known for having <a href="http://www.benzinga.com/trading-ideas/long-ideas/15/10/5941514/with-one-exception-apple-etfs-calm-ahead-of-earnings">one of the largest weights</a> to Apple Inc. (NASDAQ: <a class="ticker" href="/stock/aapl#NASDAQ">AAPL</a>) among all ETFs.&nbsp;

	&ldquo;Vanguard continues to set the standard as the industry&rsquo;s low-cost leader, reducing costs not just on a subset of products, but across our funds and ETFs,&rdquo; said Vanguard CEO Bill McNabb <a href="https://pressroom.vanguard.com/content/press_release/Press_Release_Vanguard_Reports_Lower_Expense_Ratios_53_Funds_ETFs_122215.html">in a statement</a>. &ldquo;We have a track record of nearly 40 years of lowering the cost of investing for our clients and we have every intention of continuing to lower the cost of investing.&rdquo;&nbsp;

	Eight fixed income ETFs issued by Vanguard also saw annual fees reduced by 17 percent to 0.1 percent from 0.12 percent. The group includes the Vanguard Long-Term Corporate Bond ETF (NASDAQ: <a class="ticker" href="/stock/vclt#NASDAQ">VCLT</a>), Vanguard Long-Term Government Bond ETF (NASDAQ: <a class="ticker" href="/stock/vglt#NASDAQ">VGLT</a>), Vanguard Mortgage-Backed Securities Index ETF (NASDAQ: <a class="ticker" href="/stock/vmbs#NASDAQ">VMBS</a>) and the Vanguard Intermediate-Term Bond ETF (NYSE: <a class="ticker" href="/stock/biv#NYSE">BIV</a>).

	Vanguard also announced lower fees on its mega-cap style ETFs. The Vanguard Mega Cap ETF (NYSE: <a class="ticker" href="/stock/mgc#NYSE">MGC</a>) and the Vanguard Mega Cap Value ETF (NYSE: <a class="ticker" href="/stock/mgv#NYSE">MGV</a>) now charge 0.06 percent per year, down from 0.08 percent, while the Vanguard Mega Cap Growth ETF (NYSE: <a class="ticker" href="/stock/mgk#NYSE">MGK</a>) is charging 0.08 percent, down from 0.1 percent.

Vanguard Is At It Again; Lowers Fees On 21 ETFs

With fears of a fiscal cliff running high and the chances of a Thanksgiving rally diminishing by the day, investors looking to stay involved in stocks might want to seek comfort in the largest of the large caps. Or mega caps, as stocks with market values of over $100 billion are so often called. 

Indeed, mega caps have already been endorsed as an ideal with which <a href="http://www.benzinga.com/analyst-ratings/analyst-color/12/11/3081726/dodge-the-fiscal-cliff-with-mega-cap-etfs">to find shelter from the brewing fiscal cliff storm</a>. The theory being that higher beta mid and small cap issues could languish as investor seek more conservative destinations.

There is an interesting scenario pertaining to the largest stocks. While many, if not all are household names such as Apple (NASDAQ: <a class="ticker" href="/stock/aapl#NASDAQ">AAPL</a>), Exxon Mobil (NYSE: <a class="ticker" href="/stock/xom#NYSE">XOM</a>) and General Electric (NYSE: <a class="ticker" href="/stock/ge#NYSE">GE</a>), not all of the ETFs that focus on these types of stocks are as widely known as their underlying components. 

Popular holdings may not make for a popular ETF, but these unheralded mega-cap plays might be worthy of consideration in turbulent market environments.

PowerShares Active Mega Cap Fund (NYSE: <a class="ticker" href="/stock/pma#NYSE">PMA</a>)
The PowerShares Active Mega Cap Fund is not only anonymous among mega-cap funds, it is also overlooked among actively managed ETFs. Still, the concept here is unique. PMA's constituents are selected based on earnings momentum, price trend, management action and relative value. Each stock is evaluated for risk using at least 17 variables, <a href="http://www.invescopowershares.com/products/overview.aspx?ticker=PMA">according to PowerShares</a>.

PMA is split almost evenly between large-cap growth and large-cap value names with technology and financial services names combining for over 51 percent of the fund's weight. Top holdings include Exxon Mobil, Cisco (NASDAQ: <a class="ticker" href="/stock/csco#NASDAQ">CSCO</a>), Amgen (NASDAQ: <a class="ticker" href="/stock/amgn#NASDAQ">AMGN</a>) and Apple.

PMA is somewhat pricey with an annual expense ratio of 0.75 percent, but in its favor, the fund has gained 7.63 percent year-to-date.

SPDR Global Dow ETF (NYSE: <a class="ticker" href="/stock/dgt#NYSE">DGT</a>)
Home to nearly 170 stocks, DGT lives up to its name and takes a more global approach to its lineup. Of the ETF's top-10 holdings, just one, Amgen, is a U.S.-based company. Overall, the U.S. accounts for 42.2 of DGT's country weight. Including the U.S., DGT offers exposure to 23 countries, including developed and emerging markets. 

DGT has gained just over five percent this year, but valuation aficionados will like this ETF. With a price-to-earnings ratio of 11.53, DGT is slightly cheaper on that basis than the SPDR S&amp;P 500 (NYSE: <a class="ticker" href="/stock/spy#NYSE">SPY</a>). The two funds have identical price-to-book ratios of two.

Vanguard Mega Cap Value 300 ETF (NYSE: <a class="ticker" href="/stock/mgv#NYSE">MGV</a>)
Rare is the low-cost broad market Vanguard ETF that flies under the radar, but that is what the Vanguard Mega Cap Value 300 ETF does. That is not criticism. Of the ETFs highlighted here, MGV is by far the best performer this year with a gain of almost 9.3 percent. It is also by far the cheapest with fees of just 0.12 percent per year. In fact, that makes MGV cheaper than 90 percent of comparable ETFs, according to Vanguard.

Nine of MGV's top-10 holdings are Dow components with Wells-Fargo (NYSE: <a class="ticker" href="/stock/wfc#NYSE">WFC</a>) being the exception. The ETF is also fairly diverse with its holdings as the top 10 represent just 37.2 percent of the fund's overall weight. 

A potential knock on MGV is that may not as conservative as investors expect. Combined, financials and energy stocks represent 41 percent of the fund's weight and those sectors should be avoided under a fiscal cliff scenario.
