ETFs that follow U.S. and European equities have witnessed a change in investor sentiment over the past year. While historically, the U.S. has dominated <a href="https://www.benzinga.com/etfs">ETF market </a>performance and inflows, European equities have beaten American equities since the beginning of 2025. This has raised discussion on whether European ETFs are a better investment option for investors in the current scenario.
According to a report by the Financial Times, European stocks have&nbsp;outperformed&nbsp;U.S. stocks by more than 10% since January, despite Trump's &#8220;America First&#8221; policies. A number of factors have been responsible for this outperformance.
European&nbsp;countries,&nbsp;led&nbsp;by&nbsp;Germany, have&nbsp;strengthened&nbsp;their defense&nbsp;expenditures due to geopolitical tensions. Germany&#8217;s recent move to relax fiscal restraint is its most important policy shift to date since reunification. China&#8217;s rebound on the economic front has also supported European exports.

European Investors Pulling Out Of U.S. ETFs
A&nbsp;prevailing&nbsp;trend&nbsp;recently is that European investors are stepping back from U.S. equity ETFs. Europe-domiciled ETFs that have invested in U.S. equities&nbsp;<a href="https://www.ft.com/content/d5bd3163-fee5-4924-87f1-902169ffde90" target="_blank" rel="noopener">saw&nbsp;</a>outflows of $510 million in February, compared to November 2023,&nbsp;when these funds&nbsp;saw&nbsp;record&nbsp;inflows of $22.8 billion,&nbsp;accounting&nbsp;for&nbsp;nearly&nbsp;80% of&nbsp;total&nbsp;European ETF&nbsp;purchases.
On the other hand, U.S. investors have&nbsp;remained&nbsp;loyal&nbsp;to&nbsp;their&nbsp;home&nbsp;market. U.S. equity ETFs&nbsp;received&nbsp;$48.1 billion in February,&nbsp;accounting&nbsp;for&nbsp;nearly&nbsp;half of&nbsp;total&nbsp;ETF inflows in the&nbsp;country,&nbsp;according&nbsp;to&nbsp;etf.com.
These&nbsp;numbers&nbsp;underscore&nbsp;the&nbsp;divergence&nbsp;of&nbsp;investor sentiment between&nbsp;the U.S.&nbsp;and&nbsp;Europe.
What's Behind the Shift?
Benoit Sorel, the global head of ETF, indexing, and smart beta at Amundi, noted several reasons behind&nbsp;European investors&#8217; dramatic withdrawal from&nbsp;U.S. equities.&nbsp;In&nbsp;an&nbsp;<a href="https://www.ft.com/content/d5bd3163-fee5-4924-87f1-902169ffde90">interview&nbsp;</a>with&nbsp;the Financial Times, he&nbsp;referred&nbsp;to &#8220;geopolitical developments with progress towards the resolution of the conflict in Ukraine for Europe and inflationary measures in the U.S.&#8221;
The&nbsp;other factors contributing to this are&nbsp;the Trump administration&#8217;s&nbsp;tariffs&nbsp;and threats of tariffs,&nbsp;the&nbsp;diverging monetary policies&nbsp;of&nbsp;the U.S. and Europe, and&nbsp;worries&nbsp;regarding&nbsp;the growth and valuations of&nbsp;U.S. mega-cap tech stocks,&nbsp;as&nbsp;per&nbsp;Sorel.

ETF Market Growth: US Vs Europe
Notwithstanding the contrasts, both the U.S. and European ETF markets have been rising robustly. <a href="https://www.ey.com/en_gl/insights/financial-services/emeia/how-etf-trends-are-shaping-market-growth-and-innovation-for-2025">According </a>to EY, aggregate ETF AUM in Europe was nearly $2.3 trillion by the end of 2024, due to the rapid expansion of online savings retail accounts.
Another important aspect to highlight is that European ETFs have grown faster than their U.S. counterparts mainly because they have historically had a lower percentage of registered funds, EY said.
Looking ahead, EY&nbsp;forecasts&nbsp;European ETFs to&nbsp;record&nbsp;double-digit growth, with retail adoption&nbsp;propelling&nbsp;regional ETF assets to $4.5 trillion by 2030.
Tariffs And Market Volatility
The &#8220;United States versus the rest of the world&#8221; trade battle has made ETF investment trends more complex, according to etf.com. The policies have contributed to volatility in American markets, which are already prone to being volatile under conditions of uncertainty. On the other hand, European ETF investors appear to be gaining from this volatility, raising an eyebrow over the long-sustained notion of American market superiority.

US Vs. Europe ETFs: Is The Tide Turning?

On Thursday, March 13, U.S. markets ended notably lower, with the S&amp;P 500 entering <a target="_blank" href="https://www.benzinga.com/government/regulations/25/03/44317410/sp-500-enters-technical-correction-as-trade-war-fears-rattle-markets" rel="noreferrer noopener">correction</a> territory as escalating U.S. tariffs overshadowed encouraging inflation data.
Despite cooler-than-expected PPI and CPI readings and steady jobless claims suggesting inflation is easing, and the labor market remains strong, investor sentiment deteriorated. A broad selloff, led by losses in tech megacaps like the &#8220;Magnificent 7,&#8221; dragged major indexes down. Trade tensions flared as the EU retaliated against U.S. metal tariffs.
In economic data, U.S. producer prices were flat in February, missing expectations of a 0.3% rise after a revised 0.6% gain in January. Jobless claims fell by 2,000 to 220,000, below the forecast of 225,000.

Most S&amp;P 500 sectors fell Thursday, led by losses in consumer discretionary, real estate, and communication services, while utilities ended higher.
The Dow Jones Industrial Average fell 1.30% to close at 40,813.57, the S&amp;P 500 slid 1.39% to 5,521.52, and the Nasdaq Composite declined 1.96% to 17,303.01.

Asia Market Mixed, Europe Slides On Tariff Plans; Crude Oil Climbs As Trump Reverses Chevron's Venezuela License - Global Markets Today While US Slept

President Donald Trump has finalized the terms of the mineral resources deal with Ukraine. After prolonged negotiations, the deal reportedly includes better conditions for the war-ridden country, albeit without the <a target="_blank" href="https://www.benzinga.com/news/global/25/02/43909360/zelensky-says-ukraine-wont-trade-minerals-for-debt-seeks-win-win-deal-with-us" rel="noreferrer noopener">much-desired security guarantees</a>.
The Financial Times and The Guardian <a target="_blank" href="https://www.ft.com/content/1890d104-1395-4393-a71d-d299aed448e6" rel="noreferrer noopener">reported</a> the news, citing senior officials familiar with the matter. Ukrainian President Volodymyr Zelenskyy will visit Washington on Friday to formalize the deal.
"I hear that he [Zelenskyy] is coming on Friday," Trump <a target="_blank" href="https://www.theguardian.com/us-news/2025/feb/25/trump-zelenskyy-ukraine-minerals-deal" rel="noreferrer noopener">told</a> reporters in the Oval Office on Tuesday. "Certainly, it's OK with me if he'd like to. And he would like to sign it together with me. And I understand that's a big deal, a very big deal," Trump said.
Initially, Zelensky <a target="_blank" href="https://www.benzinga.com/markets/commodities/25/02/43788546/ukraine-officials-stall-trumps-colonial-rare-earths-bid-prefer-mutually-beneficial-deal" rel="noreferrer noopener">delayed signing the deal</a>, rejecting Trump's original proposal that included a demand for $500 billion worth of mineral resources as repayment for military aid. That condition has since been dropped, with the revised agreement allowing Ukraine to retain a 50% stake in a newly created investment fund, which will develop and commercialize the country's mineral wealth.
Despite removing the financial repayment requirement, the deal does not include explicit long-term security guarantees for Ukraine—one of Kyiv's key demands. Instead, Trump has vaguely alluded to a "general security" framework for Ukraine in the future.
"We'll be looking … general security for Ukraine later on. I don't think that's going to be a problem. There are a lot of people that want to do it, and I spoke with Russia about it. They didn't seem to have a problem with it," he said.
Ukraine holds large deposits of lithium, graphite, titanium, and some rare earth elements. These materials are essential for various industries, including defense, aerospace, renewable energy, and high-tech manufacturing.
Lithium and graphite are particularly crucial for battery production in electric vehicles, while titanium – which Ukraine commercially produced before the conflict, is vital for aerospace engineering.
Under the terms of the agreement, revenues generated from the joint development of Ukraine's mineral resources will be channeled into domestic infrastructure and economic recovery projects.
However, the framework still leaves several unresolved issues, including the exact structure of the investment fund and the legal jurisdiction governing U.S. involvement. Ukraine's parliament is expected to debate and vote on the agreement following Zelenskyy's return from Washington.

Asia Markets Dip While Europe Advance, Gold Retreats - Global Markets Today While US Slept

Ukraine and the United States are approaching a deal regarding Ukraine's rare earth minerals, but President Volodymyr Zelensky remains committed to security guarantees. His administration <a target="_blank" href="https://www.benzinga.com/markets/commodities/25/02/43788546/ukraine-officials-stall-trumps-colonial-rare-earths-bid-prefer-mutually-beneficial-deal" rel="noreferrer noopener">delayed the initial push</a> to sign the agreement, asking for military assurances and disputing the financials.
"I don't want something that 10 generations of Ukrainians will have to pay back," Zelensky said at Sunday's press conference, according <a target="_blank" href="https://www.wsj.com/world/ukraines-zelensky-wants-better-terms-on-minerals-deal-demanded-by-trump-7d3a092f" rel="noreferrer noopener">to</a> the Wall Street Journal.
The minerals deal is a part of President Donald Trump's effort to broker a ceasefire on the three-year conflict, as gaining access to Ukraine's resources would reduce reliance on foreign supply chains.
Still, Ukraine is absent from direct negotiations between Washington and Moscow in Saudi Arabia, raising concerns about Kyiv being sidelined from discussions about its own future.
Zelensky warned that Ukraine would not agree to the deal if it did not serve the country's long-term interests. "The deal must be ‘win-win' for Ukraine and the U.S.," he said, pushing back against the Trump administration's argument that American business investments in Ukraine alone would be a security guarantee.
The friction between Kyiv and Washington has risen, with the NY Times <a target="_blank" href="https://www.nytimes.com/2025/02/19/world/europe/ukraine-zelensky-trump-russia-war.html" rel="noreferrer noopener">reporting</a> that Trump called Zelensky a "dictator "for postponing the elections while Zelensky accused Trump of spreading Russian disinformation. Regardless of those tensions, both administrations have proceeded with "constructive "negotiations, per Ukraine's chief of staff, Andrii Yermak.
Despite Trump's interests, it is worth mentioning Ukraine has no internationally recognized rare earth reserves. The country commercially produces some critical minerals, like titanium and gallium, but not at a scale comparable to the enormous sums Trump has suggested.
Ukraine's geological agencies have estimated notable potential deposits, but they are largely undeveloped. Bringing mines into production is a notoriously <a target="_blank" href="https://www.benzinga.com/news/24/07/39870803/us-mine-development-delays-among-worlds-longest-second-only-to-zambia" rel="noreferrer noopener">slow and costly process</a>.
Zelensky also pointed out the disparity between U.S. claims about the cost of its support. While Trump has referenced figures as high as $500 billion, Ukraine's estimates place total U.S. assistance closer to $120 billion, according to the <a target="_blank" href="https://www.ifw-kiel.de/topics/war-against-ukraine/ukraine-support-tracker/" rel="noreferrer noopener">Kiel Institute</a>.
"The question of $500 billion is no longer there," Zelensky said, referring to the initial demand from Washington. "We do not recognize the debt," he added, clarifying that Ukraine would not accept an arrangement that treats U.S. aid as a loan to be repaid through mineral revenues.

Asia Ex-China And Europe Markets Dip, Dollar Strengthens - Global Markets Today While US Slept

On Friday, February 14, U.S. markets closed mixed, with Nvidia and Apple advancing while Microsoft and Amazon declined. The Nasdaq 100 reached a record high.
Treasury yields fell following weaker retail sales data. Investors remained focused on Trump&#8217;s proposed reciprocal tariffs and broader economic policy moves, adding to market uncertainty amid recent inflation data and Federal Reserve commentary.
Economic data showed that January retail sales declined by 0.9% from the previous month, a significantly steeper drop than the expected 0.1% decrease.
Most S&amp;P 500 sectors ended lower on Friday, led by losses in healthcare, consumer staples, and utilities, while technology and communication stocks bucked the trend and closed higher.
The Dow Jones Industrial Average fell 0.37% to close at 44,546.08, while the S&amp;P 500 edged down 0.01% to 6,114.63. Meanwhile, the Nasdaq Composite gained 0.41%, finishing at 20,026.77.

Asia And Europe Markets Mixed, Oil Edges Higher After Pipeline Attack - Global Markets Today While US Slept

On Thursday, U.S. markets closed higher, boosted by Nvidia, Apple, and Tesla, after Trump proposed reciprocal tariffs. Stocks gained as producer prices rose while core inflation remained stable. Treasury yields fell, indicating confidence in cooling inflation. The Nasdaq and Dow also advanced, with the S&amp;P marking its strongest rise since mid-January.
According to economic data, the Producer Price Index rose 3.5% annually, the highest since early 2023, exceeding forecasts. Monthly growth also surpassed expectations at 0.4%. Core PPI, excluding food and energy, increased by 3.6% yearly and 0.3% monthly, both above projections.
All eleven S&amp;P 500 sector indexes advanced, with materials leading the gains and consumer discretionary, which also saw a strong increase.
The Dow Jones Industrial Average was up 0.77% and closed at 44,711.43, the S&amp;P 500 closed higher by 1.04% at 6,115.07, while the Nasdaq Composite rose 1.50% to finish at 19,945.64.
