WeRide Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/WRD#NYSE">WRD</a>), a global autonomous driving technology company, has become the first to receive a <a target="_blank" href="https://www.benzinga.com/pressreleases/25/07/g46655185/weride-robotaxi-secures-autonomous-driving-permit-in-saudi-arabia-products-now-licensed-in-six-cou" rel="noreferrer noopener">permit to operate</a> driverless taxis in Saudi Arabia. The milestone allows the company to scale commercial deployment of its Robotaxi services across the Kingdom, beginning with a pilot program in Riyadh.
The approval places WeRide among an elite group of mobility firms with autonomous driving permits in six nations, including China, the United Arab Emirates, Singapore, France, and the United States.
Earlier this month, WeRide launched its pilot Robotaxi service in Riyadh in collaboration with Uber Technologies Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/UBER#NYSE">UBER</a>) and local partner Ai Driver. The service connects King Khalid International Airport to key parts of the capital, including highways and central business areas. A full commercial rollout is scheduled before the end of 2025.

The permit was formally granted at a ceremony attended by Eng. Saleh bin Nasser Al-Jasser, Minister of Transport and Logistics Services, and Jennifer Li, WeRide&#8217;s CFO and Head of International.
The approval followed a successful evaluation under the Transport General Authority&#8217;s Regulatory Sandbox, which included safety and performance testing. &#8220;This permit marks a major step in our global expansion,&#8221; said Li, emphasizing its role in enabling scalable, revenue-generating deployments.
Since entering Saudi Arabia in May 2025, WeRide has also deployed its Robobus and Robosweeper S1 across key locations such as King Fahad Medical City, AlUla, and Aramco residential communities. The Robosweeper project represents the first monetized autonomous sanitation service in the Middle East.
Two days prior to the Saudi announcement, WeRide <a target="_blank" href="https://www.benzinga.com/pressreleases/25/07/g46648486/weride-wins-permit-for-autonomous-robotaxi-service-in-shanghai-partnering-with-chery-to-revolution" rel="noreferrer noopener">secured</a> regulatory approval in Shanghai to offer Level 4 Robotaxi ride-hailing services. In partnership with Chery Group and Jinjiang Taxi, the company launched a shuttle program during WAIC 2025, connecting sites like the World Expo Center and Shanghai Disney Resort. The Shanghai permit marked WeRide&#8217;s official entry into its tenth global city.
In a separate push for regional growth, WeRide recently received approval to operate its <a target="_blank" href="https://www.benzinga.com/markets/tech/25/07/46462955/werides-driverless-robobus-approved-in-singapore" rel="noreferrer noopener">driverless Robobus service</a> in Singapore. The move strengthens its Asian footprint and underscores its commitment to scaling autonomous public transit systems.

WeRide Secures Historic Robotaxi Permit In Saudi Arabia

Blink Charging Co. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/BLNK#NASDAQ">BLNK</a>) shares surged Monday after the company announced an <a href="https://www.benzinga.com/pressreleases/25/07/g46516589/group-bernaerts-blink-charging-team-up-to-expand-ev-infrastructure-in-antwerp-and-mechelen" target="_blank" rel="noreferrer noopener">expanded partnership</a> with Belgian real estate firm Group Bernaerts to scale up electric vehicle (EV) charging infrastructure across Belgium.
Blink aims to deploy at least 176 active chargers across Bernaerts-owned properties by the end of 2025.
The partnership began in 2022 and has already brought 88 charging stations online in Antwerp and Mechelen. That number is set to double by year-end, as both companies accelerate their sustainability commitments.

Group Bernaerts had previously faced a fragmented charging setup, with tenants installing independent units that created logistical and electrical challenges. The company enlisted Blink to design and manage a centralized EV charging network tailored for office properties to establish a unified system.
&#8220;Our chargers are fully utilized daily, and usage has tripled year-over-year,&#8221; said Nico Van Daele, managing director at Group Bernaerts. &#8220;The all-in-one service from Blink turned out to be the perfect fit, not just for us, but for the companies leasing our spaces.&#8221;
Van Daele added that future installations will include semi-public chargers near highways, concert halls, and venues to serve drivers beyond office hours.
Blink&#8217;s European managing director Alex Calnan noted that the company uses specialized software for shared parking environments, maximizing station efficiency and value for building owners and tenants.
Anthony Poshcet, Blink&#8217;s head of European sales and marketing, said clients benefit from end-to-end support, from technical design to on-site deployment, along with a dedicated account manager. He called Group Bernaerts a frontrunner in addressing growing EV infrastructure needs within commercial real estate.
The expanded deal aligns with Blink&#8217;s broader growth strategy in Europe. What's Going On With Blink Charging Stock On Monday?

WeRide Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/WRD#NASDAQ">WRD</a>) announced on Thursday the launch of fully driverless Robobus operations at Resorts World Sentosa, Singapore (RWS), the first autonomous vehicle in Southeast Asia to operate without a safety officer on board.
The company secured <a href="https://www.benzinga.com/pressreleases/25/07/g46461693/weride-launches-southeast-asias-first-fully-driverless-robobus-operations-at-resorts-world-sentosa" target="_blank" rel="noreferrer noopener">clearance</a> from Singapore&#8217;s Land Transport Authority (LTA) after a year of safe operations, including thousands of incident-free trips.
Jennifer Li, WeRide&#8217;s CFO and Head of International, called the launch a &#8220;groundbreaking milestone,&#8221; citing the company&#8217;s cooperation with Singapore&#8217;s regulators.

The Robobus serves key locations within the resort, such as Equarius Hotel and The Galleria, on a fixed 12-minute loop, using LIDAR, cameras, and 360-degree sensors to navigate without human input.
Singapore plans to incorporate autonomous vehicles into its public transport network by the end of 2025. Supporting this vision, WeRide has opened a new R&amp;D center in partnership with the Singapore Economic Development Board (EDB). EDB&#8217;s executive vice president Cindy Koh noted that such collaborations help foster innovation and create technology jobs.
Lam Wee Shann, Deputy Chief Executive (Technology) at LTA, emphasized the importance of rigorous AV safety assessments. Only after demonstrating safe operations are companies permitted to remove onboard safety personnel and transition to remote monitoring.
WeRide has also introduced autonomous sanitation vehicles across Marina Coastal Drive, the Esplanade, and Jurong Lake Gardens. These deployments reflect the company&#8217;s broader strategy of applying AV technology across urban sectors.

WeRide's Driverless Robobus Approved In Singapore

Eaton Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ETN#NYSE">ETN</a>) on Wednesday announced it is <a target="_blank" href="https://www.benzinga.com/pressreleases/25/07/b46438013/eaton-signs-agreement-to-acquire-resilient-power-systems-inc" rel="noreferrer noopener">strengthening its foothold</a> in the energy transition space by acquiring Resilient Power Systems Inc., a U.S.-based firm known for cutting-edge solid-state transformer technology used in high-power direct current (DC) systems.
The deal, expected to close in the third quarter of 2025, will give Eaton access to Resilient's specialized solutions designed to modernize EV charging infrastructure and support power distribution in data centers and battery energy storage systems.
Resilient Power Systems, based in Austin, Texas, and backed by venture firms including Energy Transition Ventures, develops ultra-compact EV charging depots that connect directly to utility distribution grids. This enables faster and more cost-effective deployment of EV fleet and public charging stations.

Eaton's Latest Acquisition To Modernize EV Charging Infrastructure

Blink Charging Co. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/BLNK#NASDAQ">BLNK</a>) is bolstering its presence in the electric vehicle charging industry with the <a target="_blank" href="https://www.benzinga.com/pressreleases/25/07/g46389984/blink-charging-announces-strategic-acquisition-of-zemetric-inc" rel="noreferrer noopener">acquisition</a> of Zemetric, a Silicon Valley-based infrastructure company focused on fleet and high-utilization charging solutions. Financial details of the deal were not disclosed.
Announced Monday, the acquisition marks a strategic step for Blink to expand its footprint in smart, scalable EV charging infrastructure.
Founded in 2022 by a team of transportation electrification veterans, Zemetric has quickly gained momentum with its hardware and software platforms centered on reliability, interoperability, and smart energy management. The company surpassed its first-year commercial projections, signaling strong demand for its tailored fleet charging systems.

The leadership transition is designed to accelerate Blink&#8217;s innovation and international growth.
Mike Battaglia, President and CEO of Blink, called Zemetric a &#8220;natural fit,&#8221; citing its intelligent Level 2 charging technology and experience in fleet electrification. &#8220;Zemetric is a future-ready organization with innovative tech solutions,&#8221; Battaglia said, adding that the acquisition supports Blink&#8217;s vision for a smarter, more connected EV charging ecosystem.
The deal comes as Blink continues to scale globally. Blink Strengthens EV Charging Footprint With Zemetric Acquisition

Workhorse Group Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/WKHS#NASDAQ">WKHS</a>) shares sank Monday after the company disclosed it is negotiating a <a target="_blank" href="https://www.benzinga.com/pressreleases/25/07/g46388210/workhorse-discloses-update-on-potential-transaction" rel="noreferrer noopener">potential merger</a> with a privately held U.S. manufacturer of electric commercial vehicles.
Under the proposed structure, the target company would be merged into a new Workhorse subsidiary in exchange for newly issued shares of Workhorse stock.
If the transaction proceeds, investors in the private company would hold a majority stake in the combined entity. The companies intend for Workhorse&#8217;s shares to remain listed on Nasdaq, pending regulatory and shareholder approvals.

The discussions also include a refinancing plan to eliminate Workhorse&#8217;s $33 million in outstanding convertible notes. This plan involves a new convertible note, a $20 million sale-leaseback of its Union City, Indiana facility, and the cancellation of warrants held by an institutional investor. In return, the investor would receive 3 million new shares, some of which may be subject to trading restrictions.
These steps are expected to occur concurrently with a final agreement. Workhorse signed an exclusivity agreement on July 14, barring negotiations with other parties for 14 days, unless a better offer arises.
No definitive agreements have been reached, and there is no guarantee that the transaction or related financing will close.
Recent Volatility and Strategic Challenges
On July 9, Workhorse shares <a href="https://www.benzinga.com/trading-ideas/movers/25/07/46326372/workhorse-rebounds-after-nasdaq-scare-stock-up-15" target="_blank" rel="noreferrer noopener">traded</a> at nearly triple their 50-day average volume, despite being down more than 62% year to date. The company missed revenue expectations in recent quarters but narrowed its gross loss in the first quarter of 2025. CEO Rick Dauch said Workhorse aims to sell more vehicles in the second quarter of 2025 than in 2024 while cutting costs and extending its cash runway.
Workhorse completed a 1-for-12.5 reverse stock split in March to regain Nasdaq compliance. Broader EV industry headwinds, such as the phase-out of the federal $7,500 EV tax credit under the Trump-backed &#8220;Big Beautiful Bill&#8221;, could influence pricing decisions and demand going forward.

Workhorse Stock Tanks On Merger Talks With Private EV Maker

Ford Motor Company (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/F#NYSE">F</a>) has announced a <a target="_blank" href="https://static.nhtsa.gov/odi/rcl/2025/RCLRPT-25V455-7716.pdf" rel="noreferrer noopener">recall</a> of more than 850,000 vehicles in the U.S. due to a faulty fuel system component that may cause engines to stall while driving. The recall affects 11 models, including the Lincoln Navigator, Ford F-150, Explorer, Mustang, and various Super Duty trucks manufactured between July 2021 and July 2022.
The issue stems from a low-pressure fuel pump in the fuel delivery module, which can fail due to internal contamination and tight component clearances. This failure can lead to a sudden loss of fuel pressure and engine shutdown, especially under low fuel or high-temperature conditions. Drivers might notice signs such as rough idling, reduced power, or a check engine light before a failure occurs.
As of June, Ford had received nearly 1,900 warranty claims and over 80 related field and customer service reports. No accidents or injuries have been reported. The company is developing a fix and will begin mailing notices to vehicle owners in mid-July.

The defective component was supplied by Phinia Inc., based in Chihuahua, Mexico. Ford linked the problem to changes made in the supplier&#8217;s manufacturing process, which increased the risk of fuel pump friction and vapor lock. An investigation into the issue began in 2022.
This latest action adds to Ford&#8217;s growing list of vehicle safety challenges. Ford Recalls Over 850,000 Vehicles Due To Stalling Engines

Federal Realty Investment Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/FRT#NYSE">FRT</a>) announced a <a href="https://www.benzinga.com/pressreleases/25/07/n46315604/federal-realty-and-mercedes-benz-high-power-charging-forge-landmark-ev-infrastructure-agreement" target="_blank" rel="noreferrer noopener">strategic partnership</a> Wednesday with Mercedes-Benz High-Power Charging, naming the automaker its preferred EV charging provider. The collaboration aims to deploy over 500 ultra-fast charging stalls across at least 50 of Federal&#8217;s open-air retail centers.
Each site will feature up to 10 charging stations capable of delivering 400 kW speeds, accessible to all EV drivers. The initiative begins with 20 initial locations, such as Camelback Colonnade in Phoenix, Lawrence Park Shopping Center in Pennsylvania, and Shops at Pembroke Gardens in Florida, with chargers expected to go live in 2026.
Don Wood, CEO of Federal Realty, called the deal a turning point for EV infrastructure in retail. &#8220;We&#8217;re introducing a forward-looking amenity that enhances the customer experience and reinforces the long-term strength of our portfolio,&#8221; he said.

The partnership embraces a portfolio-wide approach rather than installing chargers one site at a time. This model is designed to accelerate deployment while reducing complexity—a shift both companies say is key to supporting the growing number of EV drivers.

Shoppers Can Soon Fast-Charge EVs At Malls Thanks To Mercedes-Benz, Federal Realty Deal

Tesla Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>) CEO Elon Musk has recently become embroiled in a geopolitical subplot involving U.S. President Donald Trump, Chinese netizens and a new potential self-created political party. 
It sounds like something out of a science fiction political satire, but the consequences could be quite real for investors, particularly those holding <a href="https://www.benzinga.com/etfs">Tesla-loaded ETFs</a>.
As Musk engages in a heated exchange with Trump over the latter&#8217;s so-called One Big, Beautiful Bill, a broad policy package that Musk asserts will raise the U.S. debt ceiling by $5 trillion, investors might want to fasten their seatbelts. 
Not because Musk could start a new political party, but because the billionaire&#8217;s increasingly overt political tantrums might bring a different kind of headline risk into Tesla, and by extension, any ETFs that own it.

<h1 class="wp-block-heading">The Political Plot Thickens</h1>
In the newest installment in this long-running drama, <a href="https://www.benzinga.com/news/politics/25/07/46216023/after-trump-warns-elon-musk-to-close-up-shop-china-rallies-behind-worlds-richest-man-theres-no-need-to-keep-putting-up-with-it">Chinese Weibo users on social media</a>, basically China&#8217;s Twitter, have been coming out in support of Musk. The viral hashtag #MuskWantsToBuildAnAmericaParty has seen people expressing their ardent (albeit somewhat tongue-in-cheek) backing of the billionaire&#8217;s American politics vision.
Musk&#8217;s remarks weren&#8217;t solely directed at the bill; they were aimed at the politicians themselves. He <a href="https://x.com/elonmusk/status/1939776586989150590">stated on X</a> that Trump-supported legislators would lose their primaries &#8220;if it is the last thing I do on this Earth.&#8221; <a href="https://www.benzinga.com/markets/equities/25/07/46187311/trump-says-elon-musk-would-close-up-shop-and-head-back-home-to-south-africa-without-subsidies-no-more-rocket-launches-satellites-or-electric-car">Trump fired back</a>, writing on Truth Social that Musk &#8220;would probably have to close up shop and head back home to South Africa&#8221; had it not been for government subsidies.
<h1 class="wp-block-heading">So… Why Should ETF Investors Care?</h1>
Because Tesla is a darling of many broadly held ETFs.
Invesco QQQ Trust (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/QQQ#NASDAQ">QQQ</a>): Tesla ranks in the top 10 holdings.
ARK Innovation ETF (BATS:<a class="ticker" href="https://www.benzinga.com/stock/ARKK#BATS">ARKK</a>): Cathie Wood&#8217;s flagship fund is one of the most outspoken and exposed supporters of Tesla.
SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>) and iShares Core S&amp;P 500 ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/IVV#NYSE">IVV</a>): Tesla&#8217;s inclusion in the S&amp;P 500 means even &#8220;safe&#8221; index funds have some stake in this game.
Global X Autonomous &amp; Electric Vehicles ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/DRIV#NASDAQ">DRIV</a>) and iShares U.S. Technology ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/IYW#NYSE">IYW</a>): Thematic plays in which Tesla is a substantial drag.
With Musk&#8217;s political commentary ratcheting up and now going viral abroad, investors are concerned about how much his personal brand and capriciousness may put pressure on Tesla&#8217;s stock price.
<h1 class="wp-block-heading">Can This Spur An ETF Revamp?</h1>
A few industry observers are already wondering if Musk&#8217;s cantankerous ways might give rise to more specialized ETFs, either embracing the &#8220;Musk universe&#8221; or excluding companies with high CEO discretion risk. These could be a MUSK ETF, following companies headed by or owned by Elon Musk, including Tesla, Neuralink, SpaceX (through private equity surrogates), xAI, and even X-adjacent trades; or a Corporate Neutrality ETF, minus companies where executive conduct has become a source of stock-specific risk.
In a social media, a sentiment-driven market with the concept of &#8220;political volatility screening&#8221; in building ETFs may not be as outlandish as it appears.
<h1 class="wp-block-heading">The China Curveball</h1>
And then there is the China aspect. The unexpected deluge of pro-Musk sentiment on Weibo would boost Tesla&#8217;s brand in China, where the automaker already has a sizeable EV presence. But it also lands Musk in a diplomatically sensitive position geopolitically, with China and the U.S. already involved in a fierce tech and trade competition.
ETFs with global exposure to Tesla, such as iShares Global Clean Energy ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/ICLN#NASDAQ">ICLN</a>) or KraneShares Electric Vehicles and Future Mobility Index ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/KARS#NYSE">KARS</a>), may face increased pressure if tensions rise further.
<h1 class="wp-block-heading">Bottom Line</h1>
Ultimately, Musk is more than a CEO. He&#8217;s a geopolitical player. And though that may keep X abuzz, it could also mean that your ETF is along for the ride in a car with no brakes.

Rivian Automotive Inc. The platform will be showcased at the Automobil-Elektronik Kongress on June 24–25 in Ludwigsburg, Germany. 
QNX COO John Wall said the project aims to &#8220;build smarter, safer vehicles, faster,&#8221; while Vector President Matthias Traub called it a step toward empowering the entire automotive ecosystem to create the next generation of intelligent vehicles.

BlackBerry's QNX, Vector Partner To Develop Next-Gen Vehicle Software Platform

Chevron U.S.A., a subsidiary of Chevron Corporation (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/CVX#NYSE">CVX</a>), announced its intention to enter the lithium market last week by acquiring lease rights to approximately 125,000 net acres spanning northeast Texas and southwest Arkansas.
The rights, acquired from TerraVolta Resources and East Texas Natural Resources, give the firm access to the Smackover Formation – a geologic unit rich in <a target="_blank" href="https://www.benzinga.com/topic/lithium" rel="noreferrer noopener">lithium-bearing brine</a>.
"This acquisition represents a strategic investment to support energy manufacturing and expand U.S.-based critical mineral supplies," <a target="_blank" href="https://www.chevron.com/newsroom/2025/q2/chevron-enters-domestic-lithium-sector-to-support-us-energy-security" rel="noreferrer noopener">said</a> Jeff Gustavson, president of Chevron New Energies.

"Establishing domestic and resilient lithium supply chains is essential not only to maintaining U.S. energy leadership but also to meeting the growing demand from customers. This opportunity builds on many of Chevron's strengths, including subsurface resource development and value chain integration," he added.
The Smackover Formation is famous for its high lithium content and established infrastructure. The brine, a byproduct of oil and gas production, makes diversification particularly appealing for oil majors looking to expand into other markets without straying too far from their core expertise. The repurposing of these brine reservoirs presents both a low-carbon opportunity and a cost-effective path into the critical minerals sector.
Chevron plans to employ <a target="_blank" href="https://lithium.org/wp-content/uploads/2024/06/Direct-Lithium-Extraction-DLE-An-introduction-ILiA-June-2024-v.1-English-web.pdf" rel="noreferrer noopener">direct lithium extraction</a> (DLE) technologies to process the brine. Unlike conventional methods, which rely on vast evaporation ponds that require months and consume large amounts of land and water, DLE utilizes advanced materials to extract lithium ions from brine selectively.
The technology promises a faster, more efficient extraction process with a smaller environmental footprint. While DLE is still an emerging technique, it's gaining traction among energy giants aiming to modernize domestic lithium production.
Through this effort, Chevron has joined another domestic oil major, ExxonMobil (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XOM#NYSE">XOM</a>), which is advancing its own <a target="_blank" href="https://www.benzinga.com/news/large-cap/24/02/37182798/exxons-lithium-experiment-could-be-winner-for-oil-company-state-of-arkansas" rel="noreferrer noopener">DLE project in Arkansas</a> through the subsidiary Mobil Lithium.
Exxon acquired 485 square kilometers of Smackover acreage in 2023 and aims to supply enough lithium for one million electric vehicles per year by 2030. The company has already inked a preliminary supply agreement with battery manufacturer SK On.
Despite lithium prices plunging from a high of $80,000 per ton in 2022 to around $8,400 today, the interest from Chevron, ExxonMobil, and others signals a longer-term bet.

Senmiao Technology Limited (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AIHS#NASDAQ">AIHS</a>) on Friday announced a <a target="_blank" href="https://www.benzinga.com/pressreleases/25/06/g45922822/senmiao-technology-signs-a-strategic-cooperation-agreement-with-changsha-yipeng-to-develop-an-ai-b" rel="noreferrer noopener">strategic partnership</a> with Changsha Yipeng Information Technology Co., Ltd. to develop an AI-backed data management system to improve efficiency of online ride-hailing management platforms.
The system will leverage Senmiao&#8217;s historical data on drivers, vehicles, and riders to improve fleet efficiency and service safety. Changsha Yipeng, with over a decade of experience in AI and data systems, will lead the platform&#8217;s development.
The two companies will also pursue joint funding to support the project&#8217;s rollout.

The partnership aims to leverage shared customer networks and financial relationships to support growth and increase revenue opportunities for both companies.

Senmiao Technology Signs AI Deal To Leverage Historical Ride-Hailing Data

Self-driving cars are poised to disrupt the $430-billion U.S. auto insurance market, according to Goldman Sachs, as fewer accidents and shifting risks could cut insurance costs by more than half over <a href="https://www.benzinga.com/topic/expert-ideas">the next 15 years.</a>
In a research note shared Monday, Goldman analyst Mark Delaney indicated that insurance costs are projected to decline from roughly $0.50 per mile in 2025 to just $0.23 per mile by 2040.
That compression could severely challenge the current economics of the insurance sector.
&#8220;Autonomy could significantly reduce the number of auto accidents, particularly those caused by human error,&#8221; Delaney stated. 
<h3 class="wp-block-heading">Autonomous Vehicles Threaten Auto Insurance Model, But Industry Has Time To Adjust</h3>
The U.S. auto insurance market stands at around $432 billion today, including $360 billion in personal coverage and $72 billion in commercial.
 As vehicles become safer and smarter, Goldman sees a major transformation in how risk is priced and how legal liability is assigned.
"The two primary long-term risks to auto insurers, are declines in accident frequency and changes in claim costs and legal liability," Delaney said.
Autonomy, especially through Advanced Driver Assistance Systems (ADAS), is already reducing accident frequency while simultaneously pushing up repair costs due to increasingly complex vehicles. 
Goldman forecasts that even with declining accident rates, a modest rise in total vehicle count and higher cost per claim—driven by both tech-heavy cars and litigation—will support modest premium growth over the next 10 to 15 years.
&#8220;We expect a continuation of the modest real growth that the auto insurance market has produced over recent decades/years, driven by increases in the number of vehicles and above-CPI increases in cost per claim,&#8221; Delaney said. 
While the long-term outlook for autonomous vehicles shows potential growth, the Global X Autonomous &amp; Electric Vehicles ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/DRIV#NASDAQ">DRIV</a>) has slipped 7% year-to-date, still reflecting some market skepticism.
<h3 class="wp-block-heading">Will Robotaxis Kill Traditional Insurance?</h3>
Self-driving vehicles are creating both threats and opportunities for the car insurance industry. Goldman estimates that the market for robotaxi insurance could reach $1 billion to $1.5 billion by 2030, still a small fraction of the broader market.
Yet, new players may enter the market posing a competitive threat to established insurers. 
&#8220;Some larger companies in the AV space could self-insure,&#8221; the note said, thus reducing the commercial opportunity for traditional insurers such as Progressive Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/PGR#NYSE">PGR</a>) and Allstate Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ALL#NYSE">ALL</a>). 
Tesla Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>), General Motors Co. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GM#NYSE">GM</a>), and Rivian Automotive Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/RIVN#NASDAQ">RIVN</a>) are already offering insurance, though mainly on a small scale. Tesla earned about $317 million in insurance revenue in 2024, while Rivian partners with underwriters like Nationwide and Progressive to avoid taking on risk directly.
More than just who underwrites coverage, the very nature of auto insurance could change. 
According to Goldman Sachs, autonomy could shift insurance from covering driver error to managing product liability and cyber risks—areas that fall outside the traditional underwriting expertise of most insurers. 
Traditional insurers may need to invest in new capabilities to stay competitive, while automakers looking to expand into insurance will have to prove they can manage risk profitably without adding balance sheet losses.

Self-Driving Cars May Slash Insurance Costs 50% By 2040, Challenge Traditional Insurers: Goldman Sachs

WeRide (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/WRD#NASDAQ">WRD</a>), a leading global developer of <a target="_blank" href="https://www.benzinga.com/pressreleases/25/06/g45741282/weride-teams-up-with-renault-to-bring-autonomous-shuttle-to-roland-garros-again" rel="noreferrer noopener">autonomous driving technology</a>, announced on Tuesday it will once again partner with Renault Group, a key Roland-Garros sponsor, to provide a Level-4 self-driving minibus shuttle during the 2025 Grand Slam tennis tournament in Paris.
The return of the Robobus service highlights the successful partnership between the two companies. After a dependable debut last year, the shuttle will run a 2.8-kilometer loop connecting key venues around Roland-Garros daily from May 25 to June 8.

Patrick Vergelas, Autonomous Mobility Project Manager at Renault Group, highlighted the growing societal acceptance of autonomous transit. &#8220;From Roland-Garros to Barcelona, via Valence, Renault and WeRide demonstrate that autonomous mobility is no longer a promise, but a reality,&#8221; he stated.
This initiative follows WeRide and Renault&#8217;s launch in March 2025 of Europe&#8217;s first fully driverless commercial <a target="_blank" href="https://www.benzinga.com/markets/equities/25/02/44041348/werides-robobus-rolls-out-in-france-with-renault-beti-backing-details" rel="noreferrer noopener">Robobus</a> in France&#8217;s Drôme region and a Level-4 autonomous shuttle trial in Barcelona. Powered by WeRide&#8217;s proprietary system, the Robobus operates in nearly 30 cities worldwide, including Singapore, Switzerland, France, and China.
WeRide reported <a target="_blank" href="https://www.benzinga.com/cannabis/25/05/45541961/whats-going-on-with-weride-stock-on-wednesday" rel="noreferrer noopener">$10 million in revenue</a> for the first quarter of 2025, a 1.8% increase year-over-year. Product sales, including robotaxis and robosweepers, rose to $1.3 million. The robotaxi segment grew to 22.3% of total revenue. Gross margin remained steady at 35%.

WeRide, Renault Bring Autonomous Shuttles Back To Roland-Garros In Paris

Shares of Tesla Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>) might be in for a rough week, according to the Managing Partner of The Future Fund, Gary Black, following the announcement of steep discounts by the company&#8217;s Chinese rival.
What Happened: Black took to X on Monday, addressing concerns regarding the latest price war in the highly competitive EV market and its impact on Tesla. He was referring to Chinese automaker BYD Auto Co. Ltd. (OTC:<a class="ticker" href="https://www.benzinga.com/stock/BYDDF#OTC">BYDDF</a>) and its recently announced discounts ranging from 6% and 20% across its EV franchises.
He notes that shares of BYD are down 7.7% in the Hong Kong stock exchange, which he attributes to the price cuts that are set to last until June 30. He also says that these cuts &#8220;will likely be matched by Chinese EV competitors,&#8221; hinting at a race to the bottom.

&#8220;This could weigh down $TSLA when it resumes trading Tuesday,&#8221; he says, despite the positive macroeconomic news, such as Trump&#8217;s decision to extend the tariff deadline for the EU, which Black believes holds limited upside for Tesla. 
On CEO Elon Musk's recent pledge to re-focus on Tesla, Black states bluntly that he views the announcement as a &#8220;non-event,&#8221; adding that it would do little to &#8220;change TSLA's declining delivery trajectory,&#8221; which consensus estimates peg at 1.7 million for the full-year, down 5% on a year-over-year basis.
Black also expressed skepticism over Tesla's upcoming low-cost EV, expected in the third quarter. He&#8217;s concerned that it may end up being &#8220;a scaled-down Model 3 or Model Y,&#8221; rather than an entirely new design. 
If that's the case, he argues, the vehicle likely won't expand Tesla's total addressable market or attract new buyers outside its existing base.

Why It Matters: Musk&#8217;s return to the company as its full-time CEO, following a brief stint in the government has led to a 49% rally in the stock since it was first <a href="https://www.benzinga.com/25/04/44945402/wedbushs-dan-ives-raises-teslas-price-target-to-350-as-musk-promises-to-significantly-reduce-doge-time">announced last month</a>.
Wedbush Securities Analyst Dan Ives said last week that the company could be headed towards its &#8220;golden period&#8221; following Musk recommitting to the brand, predicting a <a href="https://benzinga.com/markets/25/05/45596536/tesla-bull-dan-ives-thinks-elon-musks-ev-giant-could-be-entering-a-golden-era-says-2-trillion-market">$2 trillion market cap</a> for the stock, citing its robotics and robotaxi plays.
Black, however, remains skeptical of the <a href="https://www.benzinga.com/25/05/45488706/gary-black-thinks-expectations-for-teslas-robotaxi-launch-are-too-high-currently-teslas-autonomy-cant">company&#8217;s robotaxi promises</a>, having said last week that &#8220;Tesla&#8217;s autonomy can&#8217;t be operated hands off/eyes off in most areas of the country,&#8221; calling the company&#8217;s claims into question, along with those of other Tesla bulls.
Ross Gerber of Gerber Kawasaki Wealth Management, who was a long-time Tesla bull himself, echoed similar concerns last week, citing his own experience using the Cybertruck&#8217;s FSD (Full Self-Driving) 13.2.9, which he found to be lackluster.
&#8220;This could be an extremely difficult time for them if they don't pull off or at least convince people that they have a real robotaxi business on the way,&#8221; Gerber said, adding that he believes the stock has been &#8220;overvalued for a while.&#8221;

Gary Black Says Price War By BYD Threatens Tesla — Dismisses Elon Musk's Comeback As 'Non-Event'

Chinese carmaker BYD Company ADR (OTC:<a class="ticker" href="https://www.benzinga.com/stock/BYDDY#OTC">BYDDY</a>) might have stolen the April electric vehicle title in Europe, but markets didn&#8217;t bat an eyelid. Neither did Tesla (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>) shares.
<a href="https://www.benzinga.com/25/05/45564693/byd-outsells-elon-musks-tesla-amid-european-plans-shift-into-gear">BYD sold 7,231 battery electric cars (BEVs) in Europe in April</a>, edging out Tesla, which sold 7,165, new figures from JATO Dynamics show. Although the milestone represents a symbolic turning point in the European EV battle, it didn&#8217;t dent investor faith, as Tesla shares gained more than 2% on the day of the news.
It's the first time a Chinese brand has outsold Tesla in Europe's BEV segment, a region where the U.S. automaker has long held the pole position. BYD's ascent has been swift: the company began serious expansion into Europe only in late 2022. 
But markets appear to be betting that it&#8217;s only short-term turbulence for Tesla.
<h1 class="wp-block-heading">ETF Exposure: Why Tesla Still Matters</h1>
Tesla&#8217;s short fall in European rankings will be a speed bump, but for <a href="https://www.benzinga.com/etfs">ETFs tracking the EV and clean energy theme</a>, the larger picture still seems intact. 
Tesla is still a top holding in many of the large ETFs, like the ARK Innovation ETF (BATS:<a class="ticker" href="https://www.benzinga.com/stock/ARKK#BATS">ARKK</a>), Global X Autonomous &amp; Electric Vehicles ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/DRIV#NASDAQ">DRIV</a>), and iShares Self-Driving EV and Tech ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/IDRV#NYSE">IDRV</a>), and today&#8217;s market response indicates that few are heading for the exits.
ARKK continues to hold a significant stake in Tesla (12.95%), relying on its push into autonomous mobility, artificial intelligence, and robotics. The upcoming robotaxi pilot and production of the Cybercab next year are part of ARKK's high-conviction, future-focused strategy. For investors betting on transformative tech, Tesla is still a solid play. The fund was up 1.42% at publication on Thursday.
ETFs like DRIV and IDRV has a wider exposure across the EV supply chain, including traditional automakers, chipmakers and software providers. Tesla is still one of the top holdings in both, but these funds also include companies like NVIDIA Corp. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>), Toyota Motor Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/TM#NYSE">TM</a>), and Apple Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AAPL#NASDAQ">AAPL</a>), which help cushion any Tesla-specific volatility. 
This diversified approach makes it attractive to investors looking to benefit from the EV trend without putting all their chips on one automaker. Interestingly, though, IDRIV has rejigged its portfolio to dedicate the largest percentage distribution to BYD. Both the funds were fairly non-reactive to the news today.

Tesla&#8217;s recent delivery downturn, continuing production interruptions and waiting for updated models such as the new Model Y have caused short-term headwinds. 
The stock is down more than 9% so far this year on an aggregate. Nevertheless, the company&#8217;s long-term strategy, backed by robotaxis, AI-based innovations, energy storage and next-generation vehicle platforms, is still compelling. Tesla&#8217;s pilot robotaxi launch will start as early as June in Austin, while a larger commercial fleet (Cybercab) is scheduled for 2026. 
For ETFs such as ARKK, which are constructed on narratives of innovation, Tesla still fits the thesis.
<h1 class="wp-block-heading">BYD&#8217;s Rise = A Diversification Opportunity</h1>
BYD&#8217;s increasing foothold in Europe, despite the tariffs on Chinese manufacturers imposed by the European Union, underscores the need for geographic diversification across EV ETFs. Funds like KraneShares Electric Vehicles and Future Mobility ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/KARS#NYSE">KARS</a>), which encompass both Western and Chinese carmakers, are uniquely positioned to capitalize on the worldwide nature of EV growth. BYD is also growing rapidly, doubling international sales in April on a year-over-year basis, and establishing manufacturing platforms in Hungary and Turkey to circumvent EU import tariffs.
<h1 class="wp-block-heading">ESG Considerations And Musk&#8217;s Shadow</h1>
Tesla CEO Elon Musk, remains a magnet for attention, some of it unwanted. Protests and controversy surrounding his politics have generated backlash in the U.S. and Europe, creating an overhang for ESG-oriented funds. Nevertheless, for most ETFs, the firm&#8217;s role in electrification and renewable energy exceeds the reputation risk, at least in the short term.
<h1 class="wp-block-heading">Room To Grow</h1>
Tesla&#8217;s affordability, volume expansion, and capital-free manufacturing focus is unbroken. The firm is targeting lower-cost models and expanding production with minimal incremental capital, aiming for a 60% uplift ratio over 2024 levels. Its energy segment is also picking up, with record Powerwall installations and expanding margins.
<h1 class="wp-block-heading">Conclusion</h1>
BYD&#8217;s passing of Tesla in Europe&#8217;s EV rankings is news-worthy, but not necessarily the turning point. ETF investors and the broader market seem to be seeing through the noise and concentrating on fundamentals. Tesla might be facing choppy waters today, but it remains an ETF pick and is at the center of the future of mobility and innovation.
As the EV industry continues to grow, ETFs that accept Tesla&#8217;s long-term vision along with the emergence of legitimate challengers such as BYD might be the most balanced way to go.

BYD Outsells Tesla In Europe, But These ETFs Still Back Elon's EV Empire

Ford Motor Co. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/F#NYSE">F</a>) recalls nearly 274,000 SUVs in the U.S. due to a brake line defect.
The <a href="https://static.nhtsa.gov/odi/rcl/2025/RCLRPT-25V314-7594.PDF" target="_blank" rel="noreferrer noopener">recall</a> affects certain Ford Expedition and Lincoln Navigator models built between 2022 and 2024.
According to the National Highway Traffic Safety Administration, front brake lines in some vehicles may have been bent during assembly. This could cause them to contact the engine air cleaner outlet pipe and increase the crash risk. 
Of the 273,789 affected vehicles, about 223,315 are Expeditions and 50,474 are Navigators. Ford traced the issue to its Kentucky Truck Plant, where a revised radiator hose stowage procedure was introduced in November 2024.

As of April, Ford received 45 warranty claims, two field reports, and two customer service complaints related to the issue. No one reported accidents or injuries thus far. The company&#8217;s Field Review Committee approved the recall on May 2, 2025.
Ford will notify owners by mail and instruct them to bring their vehicles to a Ford or Lincoln dealer to inspect the front brake line.

Ford Issues Recall Of Over 270,000 Vehicles As Safety Concerns Mount

Lucid Group (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LCID#NASDAQ">LCID</a>) and Rivian Automotive (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/RIVN#NASDAQ">RIVN</a>) inspired GraniteShares to launch two new <a href="https://www.benzinga.com/etfs">exchange-traded funds</a>.
What Happened: In the latest fuel for <a href="https://www.benzinga.com/topic/electric-vehicle">EV-thematic investors</a>, GraniteShares unveiled two <a href="https://www.benzinga.com/etfs">single-stock ETFs</a>. They&#8217;re designed to return 2x the day&#8217;s return of their respective underlying stocks.
This means when Lucid has a decent hair day in the market, the GraniteShares 2x Long LCID Daily ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LCDL#NASDAQ">LCDL</a>) attempts to double down on it. 
Similarly, when Rivian gets revs up, the GraniteShares 2x Long RIVN Daily ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/RVNL#NASDAQ">RVNL</a>) seeks to floor it.

Rivian, on the other hand, is more rugged with its R1T pickup and R1S SUV, not to mention its high-profile Electric Delivery Van (EDV) fleet. The company is also made and based in the U.S., targeting consumers and commercial customers who want environmentally friendly transport.
Both stocks have recently experienced a rough ride, making them good targets for traders wagering on short-term rebounds—or reversals.
Other ETFs To Watch: It&#8217;s worth noting that GraniteShares&#8217; LCDL and RVNL ETFs are not for Sunday drivers. They are designed for pit-stop traders who have an iron stomach and are watching the daily ticker.
For investors who want to tap into the wider EV universe with less volatility than single-stock plays, keep an eye on the following:

As President Donald Trump&#8216;s auto tariffs pulled the markets down on Wednesday, he shrugged off the selloff worries, saying that markets can &#8220;take care of itself&#8221;.
What Happened: During the press briefing on Wednesday, Trump was asked about the market fall after a three-day advance as the newly introduced auto tariffs stoked another round of decline in the equities.
Responding to the question, Trump said that he wants to &#8220;see jobs&#8221; and he wasn&#8217;t concerned about the stock market.
&#8220;That can take care of itself in one day, two days, or one week,&#8221; he added.

The administration counters that automakers have excess capacity for domestic production and were aware of potential tariffs. Under USMCA, the 25% tariff affects only non-U.S. content in autos and parts from Mexico and Canada. 
Earlier this month, President Donald Trump did not rule out the likelihood of a recession and said the economy was in a "period of transition."

Price Action: The SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>) and Invesco QQQ Trust ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/QQQ#NASDAQ">QQQ</a>), which track the S&amp;P 500 index and Nasdaq 100 index, respectively, were mixed in premarket on Thursday.
