Petrobras New CEO Vows To Fuel Brazil's Growth Engine: Report

The iShares MSCI Brazil Index Fund (NYSE: <a class="ticker" href="/stock/ewz#NYSE">EWZ</a>), the largest ETF tracking Latin America's largest economy, and other Brazil-specific funds have had a rough go in 2012. Rather than taking on direct Brazil risk, investors could have gotten some exposure to the country with the Vanguard MSCI Emerging Markets ETF (NYSE: <a class="ticker" href="/stock/vwo#NYSE">VWO</a>), earning a year-to-date return of almost 12.1 percent. EWZ is off 1.7 percent year-to-date.

Myriad problems, including but not limited to slowing growth, a plunging real, weakness in state-controlled oil giant Petrobras (NYSE: <a class="ticker" href="/stock/pbr#NYSE">PBR</a>) and a <a href="http://www.benzinga.com/trading-ideas/long-ideas/12/04/2472879/playing-politics-bad-news-for-brazil-ewz">political environment that gives foreign investors pause</a> have all plagued EWZ and related ETFs.

There is good news, that being EWZ and friends have notched impressive rallies as of late. EWZ is up almost three percent in the past month while the Market Vectors Brazil Small-Cap ETF (NYSE: <a class="ticker" href="/stock/brf#NYSE">BRF</a>) has surged 6.8 percent over the same time. 

Investors are responding. EWZ has attracted more than $600 million in net inflows in the past week, according to a note from StreetOne Financial published on Friday. StreetOne points out that EWZ is nearing its 200-day moving average, a significant technical area for the fund because some technical analysts believe a security is in a bear market until it rises above the 200-day line. EWZ is 2.2 percent away from its 200-day simple moving average.

Speaking of technicals, EWZ made an important stand around $50 late in the second quarter. Had the fund languished below that level for too long, <a href="http://www.benzinga.com/media/barrons/12/06/2697237/below-50-problems-await-brazil-etf-ewz">selling pressure would have likely intensified</a>. Instead, the dip below $50 was bought and EWZ has jumped 10.2 percent since June 22.

Despite the recent bullishness in some Brazil-specific ETFs, investors need to be highly selective with these funds. For example, playing <a href="http://www.benzinga.com/trading-ideas/long-ideas/12/08/2839282/will-the-government-jolt-the-brazil-infrastructure-etf">Brazilian infrastructure would have seemed like a smart bet in August</a>. Last month, the country announced a $66 billion infrastructure stimulus program, but the EGShares Brazil Infrastructure ETF (NYSE: <a class="ticker" href="/stock/brxx#NYSE">BRXX</a>) has been one of the worst-performing Brazil ETFs since that announcement. BRXX is down 4.5 percent in the past month.

Even one <a href="http://www.benzinga.com/trading-ideas/long-ideas/12/08/2835946/is-a-bridgewater-bottom-in-for-ewz">hedge fund legend</a> has yet to strike gold with EWZ. Not only has BRF recently outperformed EWZ, so has the thinly traded Global X Brazil Financials ETF (NYSE: <a class="ticker" href="/stock/braf#NYSE">BRAF</a>).

However, each member of the BRAF, BRF and EWZ trio have outpaced the Global X Brazil Mid Cap ETF (NYSE: <a class="ticker" href="/stock/braz#NYSE">BRAZ</a>), the Global X Brazil Consumer ETF (NYSE: <a class="ticker" href="/stock/braq#NYSE">BRAQ</a>) and the First Trust Brazil AlphaDEX Fund (NYSE: <a class="ticker" href="/stock/fbz#NYSE">FBZ</a>) in the past month.

In defense of BRAF, the fund has surged almost 16 percent in the past three months and reclaimed its 200-day line in early August. Bolstering the technical outlook for BRAF is the fact that the fund <a href="http://www.benzinga.com/trading-ideas/long-ideas/12/09/2896966/more-golden-cross-etfs">recently experienced the alluring golden cross</a>.

Investors face decisions when it comes to Brazil ETFs. While EWZ will remain the bellwether fund for this country and inflows to the ETF are a positive sign, those looking for pure performance should consider other Brazilian opportunities in addition to EWZ.

A Brazilian Bounce For These ETFs

The death cross, the technical scenario in which a security's 50-day moving average crosses below the 200-day line, has claimed <a href="http://www.benzinga.com/trading-ideas/long-ideas/12/03/2401762/these-death-cross-etfs-could-be-in-big-trouble-egpt-dfe-faa">plenty of ETF victims</a> in recent months.

In a weak market environment, the list is bound to get longer, and that is exactly what is happening now. While the number of ETFs and ETNs sporting the death cross condition is not yet alarmingly high (less than 10 percent of the total exchange-traded products universe fits the death cross criteria), many current death cross funds share something in common.

That trait is a global flair, meaning the vast majority of death cross ETFs are country-specific and multicountry funds. And no, the death cross does not play favorites, as the list currently is littered with developed and emerging markets ETFs. Here are a few to be aware of.

Global X Brazil Mid Cap ETF 
The iShares MSCI Brazil Index Fund (NYSE: <a class="ticker" href="/stock/ewz#NYSE">EWZ</a>) is not the only <a href="http://www.benzinga.com/media/barrons/12/06/2697237/below-50-problems-await-brazil-etf-ewz">Brazil ETF with a gloomy technical outlook</a>. The Global X Brazil Mid Cap ETF (NYSE: <a class="ticker" href="/stock/braz#NYSE">BRAZ</a>) has seen increased selling pressure in recent weeks and a death cross took shape just a few days ago.

The Global X fund needs to hold support in the $14.30 area or risk a return to $13 and then to the October lows around $12.25. In defense of this ETF, it has outperformed its iShares rival by a wide margin this year.

WisdomTree Commodity Country Equity ETF 
The WisdomTree Commodity Country Equity ETF (NYSE: <a class="ticker" href="/stock/ccxe#NYSE">CCXE</a>) has not even been in death cross territory for a week, but it is not a surprise addition to this infamous club. "Commodity" being in the name of this ETF is one point that illustrates the tough road this fund has traveled.

The ETF's country breakdown is another black mark. It offers exposure to eight countries known for a producing an array of commodities from copper to gold to oil. That lineup includes Russia, Canada, Brazil and Australia. Look at the country ETFs for those nations and it is easy to see why WisdomTree Commodity Country Equity ETF is being taken to the woodshed. If it falls below $27, $25 could be the next stopping point.

iShares MSCI Belgium Investable Market Index Fund 
It is not surprising that iShares MSCI Belgium Investable Market Index Fund (NYSE: <a class="ticker" href="/stock/ewk#NYSE">EWK</a>) <a href="http://www.benzinga.com/markets/bonds/12/04/2529430/as-europe-wilts-dont-eat-these-buns-ewu-ewn-ewp">found its way to death cross territory</a>. Perhaps the real question is what took so long?

The ratings agencies have <a href="http://www.benzinga.com/analyst-ratings/analyst-color/11/12/2213909/berating-brussels-trouble-awaits-belgium-etf-post-downgr">beaten up on Belgium</a>, and if $10 gives out, bearish traders will take their turn adding to this ETF's pain. Below $10, $8 is a reasonable downside target. In fairness to this fund, it has not officially joined the death cross club, but it is very close to doing so.

iShares MSCI South Korea Index Fund 
Like previous fund, iShares MSCI South Korea Index Fund (NYSE: <a class="ticker" href="/stock/ewy#NYSE">EWY</a>) is not officially a death cross ETF, <a href="http://tradewithpete.com/2012/06/27/belgium-and-south-korea-are-looking-weak/">but it is getting pretty close</a>, as analysis courtesy of TradeWithPete.com indicates. On the daily chart, Korea fund's 50- and 200-day moving averages both meet just pennies above $55. So should the ETF notch consecutive closes below that price point, the death cross probably would be right around the corner.

This ETF is clinging to a year-to-date gain, making it seem impressive compared to the 6.4 percent loss by the iShares FTSE China 25 Index Fund (NYSE: <a class="ticker" href="/stock/fxi#NYSE">FXI</a>). Then again, it has been outperformed a true emerging markets laggard, the iShares MSCI Taiwan Index Fund (NYSE: <a class="ticker" href="/stock/ewt#NYSE">EWT</a>). Translation: The death cross could mean big problems for iShares MSCI South Korea Index Fund.

The Death Cross Is Calling for These ETFs

The following exchange traded funds focused on Brazil and other emerging markets are all up between 19% and 30% year to date and trading at or near their 52-week highs.

EGShares India Consumer (NYSE: <a class="ticker" href="/stock/inco#NYSE">INCO</a>) is about 21% higher year to date but still down more than 5% from recapturing the 52-week high. The investment seeks to replicate the Indxx India Consumer index, a 30 stock free-float adjusted market capitalization index designed to measure the market performance of companies in the consumer sector of India. The nondiversified fund consists of common stocks that are listed on National Stock Exchange and Bombay Stock Exchange.

EGShares Industrials GEMS ETF (NYSE: <a class="ticker" href="/stock/igem#NYSE">IGEM</a>) is more than 25% higher year to date after pulling back a bit in the past month. The investment seeks results that correspond to the price and yield performance of the Dow Jones Emerging Markets Industrials Titans 30 Index. The nondiversified fund normally invests at least 80% of its net assets in securities of companies that are included in the underlying index.

EGShares Utilities GEMS ETF (NYSE: <a class="ticker" href="/stock/ugem#NYSE">UGEM</a>) is more than 19% higher than at the beginning of the year, but still down almost 9% from the 52-week high. The investment seeks results that correspond to the price and yield performance of the Dow Jones Emerging Markets Utilities Titans 30 Index. The nondiversified fund normally invests at least 80% of its net assets in securities of companies that are included in the underlying index.

The nondiversified fund normally invests at least 80% of total assets in the securities of the Solactive Brazil Consumer Index and in depositary receipts based on the securities in the index. The underlying index is designed to measure the performance of the consumer sector of the Brazilian economy.

Global X Brazil Financials ETF (NYSE: <a class="ticker" href="/stock/braf#NYSE">BRAF</a>) is about 29% higher since the beginning of the year but up less than 6% in the past month. The nondiversified fund normally invests at least 80% of total assets in the securities of the Solactive Brazil Financials Index and in depositary receipts based on the securities in the index. The underlying index is designed to measure the performance of the financial sector of the Brazilian economy.

Global X Brazil Mid Cap ETF (NYSE: <a class="ticker" href="/stock/braz#NYSE">BRAZ</a>) is up almost 25% from the beginning of the year but only about 4% higher than a year ago. The nondiversified fund normally invests at least 80% of total assets in the securities of the Solactive Brazil Mid Cap Index and in depositary receipts based on the securities in the index. It also focuses on securities on companies that are domiciled in, principally traded in or whose revenues are primarily from Brazil.

Global X FTSE Colombia 20 ETF (NYSE: <a class="ticker" href="/stock/gxg#NYSE">GXG</a>) is up more than 22% since the beginning of the year and trading near its 52-week high. The nondiversified fund invests at least 80% of total assets in the securities of the FTSE Colombia 20 index and in depositary receipts based on the securities in the index. The index is designed to measure broad-based equity market performance in Colombia. Top holdings include Ecopetrol (NYSE: <a class="ticker" href="/stock/ec#NYSE">EC</a>) and BanColombia (NYSE: <a class="ticker" href="/stock/cib#NYSE">CIB</a>).

Guggenheim China Real Estate (NYSE: <a class="ticker" href="/stock/tao#NYSE">TAO</a>) is more than 26% higher since the beginning of the year, but it also has pulled back recently. The investment seeks investment results that correspond generally to the price and yield performance of the AlphaShares China Real Estate Index. The nondiversified fund's top holdings include Wharf Holdings, Sino Land and Henderson Land Development, all traded on the Hong Kong exchange.

iShares MSCI Brazil Small Cap Index (NYSE: <a class="ticker" href="/stock/ewzs#NYSE">EWZS</a>) is up more than 27% year to date but only a little more than 3% higher than a year ago. The nondiversified fund generally invests at least 90% of its assets in the securities of the underlying index and in depositary receipts representing securities of the index. The index is designed to measure the performance of equity securities in the bottom 14% by market capitalization of equity securities listed on stock exchanges in Brazil.

Brazilian stocks saw their best January in six years, due largely to strength in retail, utilities, oil and mining. Here's a quick look at some of the Brazilian stocks on a roll now. They are traded on U.S. exchanges and all pay some dividend.

Companhia de Bebidas Das Americas (NYSE: <a class="ticker" href="/stock/abv#NYSE">ABV</a>) ADS are trading about 46% higher than a year ago to near its 52-week high. Also known as AMBEV, this Sao Paolo-based company is a beer and soft drink producer founded in 1888. The $116.7 billion market cap company also has a dividend yield of 1.3%. Its return on equity is 33.4% and its operating margin is higher than those of competitors such as Coca-Cola (NYSE: <a class="ticker" href="/stock/ko#NYSE">KO</a>) and Fomento Economico Mexicano (NYSE: <a class="ticker" href="/stock/fmx#NYSE">FMX</a>).

Companhia Siderurgica Nacional (NYSE: <a class="ticker" href="/stock/sid#NYSE">SID</a>) is more than 32% higher year to date, crossing above the 200-day moving average recently, but still more than 34% below the 52-week high. This integrated steel producer is based in Sao Paolo, has a market cap of $15.8 billion and its dividend yield is 5.9%. The return on equity is 50.5% and the long-term EPS growth forecast is 13.9%. The stock has outperformed competitor United States Steel (NYSE: <a class="ticker" href="/stock/x#NYSE">X</a>) over the past six months.

Cosan (NYSE: <a class="ticker" href="/stock/czz#NYSE">CZZ</a>) is up more than 24% since the beginning of the year despite pulling back about 4% from a recent 52-week high. Based in Sao Paulo, this company is the largest sugar producer in Brazil and also produces ethanol. Its dividend yield is 2.1% and the market cap is $3.7 billion. EPS have grown more than 140% over the past five years. Over the past six months, the stock has outperformed competitors Bunge (NYSE: <a class="ticker" href="/stock/bg#NYSE">BG</a>) and Imperial Sugar (NASDAQ: <a class="ticker" href="/stock/ipsu#NASDAQ">IPSU</a>).

Gerdau (NYSE: <a class="ticker" href="/stock/ggb#NYSE">GGB</a>) jumped almost 11% in the past week and is more than 36% higher year to date. This steel producer is seeking to sell 40% of mining unit for $2.5 billion, according to a recent Bloomberg report. This Porto Alegre-based company has a market cap of $18.3 billion and a dividend yield of 2.5%. The long-term EPS growth forecast is 20.4%. Over the past six months, the stock has outperformed competitors Nucor (NYSE: <a class="ticker" href="/stock/nue#NYSE">NUE</a>) and Companhia Siderurgica Nacional.

Itau Unibanco Holding (NYSE: <a class="ticker" href="/stock/itub#NYSE">ITUB</a>) shares are trading about 17% higher than six months ago, including up about 11% in the past month. This was one of the banks recently hit by attacks from Anonymous hackers. The Sao Paulo-based lender has a market cap of $95.5 billion, a long-term EPS growth forecast of 12.9% and a dividend yield of 0.4%. Over the past six months, the stock has outperformed the likes of Banco Bradesco (NYSE: <a class="ticker" href="/stock/bbd#NYSE">BBD</a>) and Banco Santander (NYSE: <a class="ticker" href="/stock/bsbr#NYSE">BSBR</a>).

TAM (NYSE: <a class="ticker" href="/stock/tam#NYSE">TAM</a>) shares are trading more than 14% higher year to date but still more than 8% below the 52-week high. The airline is in the process of merging with Lan Airlines (NYSE: <a class="ticker" href="/stock/lfl#NYSE">LFL</a>), which is based in Chile. TAM has a dividend yield of 3.3% and the operating margin is better than the industry average. Revenues in 2011 are expected to be up 13.3% year over year. Over the past six months, the stock has outperformed competitors Lan Airlines and GOL Linhas (NYSE: <a class="ticker" href="/stock/gol#NYSE">GOL</a>).

Ultrapar Holdings (NYSE: <a class="ticker" href="/stock/ugp#NYSE">UGP</a>) is up more than 21% year to date, but has pulled back about 2.5% from a recent 52-week high. The petrochemicals company saw flat EPS in Q3 and reports next on February 23. Based in Sao Paulo, the company has a market cap of $2.8 billion, a dividend yield of 2.7% and a long-term EPS growth forecast of 20.0%. The recent surge helped the stock outperform peers such as Magellon Midstream Partners (NYSE: <a class="ticker" href="/stock/mmp#NYSE">MMP</a>) over the past six months.

Seven Brazilian Stocks on a Roll

Simply put, there's no shortage of emerging markets ETFs on the market today. There are large-cap and small-cap funds that track multiple countries within one fund and there are scores of country-specific funds offering exposure to both cap spectrums. 

Both segments have gotten off to fine starts this year as the Vanguard MSCI Emerging Markets ETF (NYSE: <a class="ticker" href="/stock/ewo#NYSE">EWO</a>) was up almost 12% before today and the SPDR S&amp;P Emerging Markets Small Cap ETF (NYSE: <a class="ticker" href="/stock/ewx#NYSE">EWX</a>) was up slightly more than that.

But what about mid-caps? Those that aren't emerging markets junkies may have forgotten about the IndexIQ Emerging Markets Mid Cap ETF (NYSE: <a class="ticker" href="/stock/emer#NYSE">EMER</a>), which debutted in July and is the only multi-country emerging markets ETF devoted exclusively to mid-caps on the market today. There is a mid-cap ETF for Brazil, the Global X Brazil Mid-Cap ETF (NYSE: <a class="ticker" href="/stock/braz#NYSE">BRAZ</a>).

Thinly traded (volume is about 1,300 shares per day), the IndexIQ Emerging Markets Mid Cap ETF has attracted about $1.5 milion in assets under management since its debut. Those numbers speak to the ETF's under-the-radar status, but is it reasonable to call EMER a hidden gem?

With an expense ratio of 0.75%, EMER is home to 200 stocks across 10 secors. Four of those sectors – consumer discreationary, financials, industrials and materials – receive double-digit allocations. Seventeen countries are represented in EMER with three – Taiwan, South Africa and South Korea – accounting for about 52% of the fund's country weight. At the bottom of spectrum, Hungary, Egypt and Russia combine for just 1.2% of EMER's weight.

The sizable allocation to Taiwan and South Korea has been done before. Almost too much when it comes to multi-country emerging markets ETFs. Taiwan and South Korea dominating and emerging markets ETF is so 42 seconds ago and in the case of a new ETF like EMER, it should be doing something to set itself apart.

Actually, the ETF is doing that and doing it with performance. Year-to-date, EMER as outperformed VWO and is barely lagging EWX, but no one is talking about that. In fact, we'd venture to say EMER might be the best of the trio if its allocations to China, Brazil, India, Thailand and Indonesia were higher.

And if you're looking to break a tie among emerging market mid-cap ETFs, EMER and the Global X Brazil Mid Cap ETF have moved in lockstep with each other this year, so breaking the tie will have to come at a later date. 

If nothing else, EM mid-cap ETFs such as BRAZ and EMER are worth a look to diversify the emerging markets portion of a portfolio across all cap ranges. And hey, those ETFs are doing better than VWO this year.

Whatever Happened to...The Mid-Cap Emerging Markets ETF?

If you think domestic mid-cap stocks and ETFs have a tendency to fly under the radar, then wait until you set sail looking for international fare in this market cap spectrum. We're not saying global mid-caps are ignored, but the reality is this asset class doesn't grab many headlines either.

Popular or not, there are some compelling options among international mid-cap ETFs that can help investors alleviate the burden of stock-picking in this incognito asset class. Here are four international mid-cap ETFs we're guessing your broker hasn't told you about.

Global X Brazil Mid Cap ETF (NYSE: <a class="ticker" href="/stock/braz#NYSE">BRAZ</a>):
Considering how popular Brazil is an investment idea, the Global X Brazil Mid Cap ETF really flies under the radar. The 43-stock ETF is the only pure-play on Brazilian mid-caps and the ETF has another feather in its cap: It's great for conservative investors as Brazilian utilities account for 27% of the ETF's weight. It's not saying much, but BRAZ has outperformed the iShares MSCI Brazil Index Fund (NYSE: <a class="ticker" href="/stock/ewz#NYSE">EWZ</a>) and the Market Vectors Brazil Smal-Cap ETF (NYSE: <a class="ticker" href="/stock/brf#NYSE">BRF</a>) year-to-date.

IndexIQ Japan Mid-Cap ETF (NYSE: <a class="ticker" href="/stock/rsun#NYSE">RSUN</a>):
RSUN has only been around since June, but that also means the ETF can lay claim to being the first and only mid-cap Japan-specific ETF on the market. As we noted earlier today, RSUN offers two compelling benefits: The ETF's sector composition positions the fund nicely for a rebound in Japanese equities. Second, RSUN has outperformed the larger and more liquid iShares MSCI Japan Index Fund (NYSE: <a class="ticker" href="/stock/ewj#NYSE">EWJ</a>) since June.

WisdomTree International MidCap Dividend Fund (NYSE: <a class="ticker" href="/stock/dim#NYSE">DIM</a>):
You like yield, don't you? The WisdomTree International MidCap Dividend Fund has it, sort of. A yield that's just north of 3% is better than what you'll get with 10-year Treasuries. DIM is great idea for getting multi-country mid-cap exposure under one umbrella. However, if you're looking to dodge PIIGS exposure, be advised that while Greece is not included in DIM, Spain, Italy, Portugal and Ireland account for about 11% of DIM's weight.

IndexIQ Emerging Markets Mid Cap ETF (NYSE: <a class="ticker" href="/stock/emer#NYSE">EMER</a>):
The IndexIQ Emerging Markets Mid Cap ETF is another first-to-market concept from an ETF sponsor that has made a name for itself beating rivals to market with unique funds. EMER debuted about five months ago and is home to almost 215 stocks. Taiwan, South Korea and South Africa account for almost half of EMER's country weight while consumer discretionary, financial services, industrials and materials names all get double-digit allocations.

Bull case:
Conservative investors should head to DIM first, then RSUN. If emerging markets bounce, RSUN, BRAZ and EMER should generate decent alpha.

Bear case: Brazilian inflation rises again and investors pass on beaten down European and Japanese equities. The latter scenario would crush DIM and RSUN.

Four International Mid-Cap ETFs Your Broker Forgot to Mention

An adoring fan wrote in recently and said the Professor needs to highlight more mid-cap ETFs and in an ongoing effort to be more fan friendly, the Professor has obliged. What better place to start than with a fund that tracks a once hot, but now cool emerging market?

That fund is the often forgotten Global X Brazil Mid Cap ETF (NYSE: <a class="ticker" href="/stock/braz#NYSE">BRAZ</a>). Now about 15 months old, BRAZ has done a pretty fair job of attracting assets. With an expense ratio of 0.69%, BRAZ has $24.4 million in AUM. 

While BRAZ is the ETF that represents the market cap spectrum that is right in the middle of what the Market Vectors Brazil Small-Cap ETF (NYSE: <a class="ticker" href="/stock/brf#NYSE">BRF</a>) and the iShares MSCI Brazil Index Fund (NYSE: <a class="ticker" href="/stock/ewz#NYSE">EWZ</a>) cover, the mid-cap offering is still dwarfed in size by those two rivals. BRF has almost $813 million in AUM while EWZ has almost $11 billion in AUM.

Obviously, BRAZ mercifully spares investors exposure to Petrobras (NYSE: <a class="ticker" href="/stock/pbr#NYSE">PBR</a>), one of the primary reasons EWZ has been a major disappointment this year. On the other hand, no Brazil-specific ETF has been spared a tumble at the hands of one of the worst inflation scenarios in the emerging markets.

Home to 43 stocks, BRAZ actually has some high points for investors looking to nibble at Brazil right now. Conservative investors will like the fact that utilities account for a quarter of the ETF's sector weight. Diversity seekers will enjoy the fact that four other sectors (financials, industrials, consumer discretionary and staples) also receive double-digit allocations.

A surprisingly low allocation to materials (5.3%) and nothing involving oil names are high points for BRAZ in the current market environment as well.

Of course, the most important question regarding BRAZ, and its rivals for that matter, is whether Brazilian equities have seen the worst of their declines or is there more downside to come? Well, no one knows for sure, but the long Europe's sovereign debt woes pressure emerging markets, the longer ETFs like BRAZ will suffer.

There is a bright side. Flying under the radar, BRAZ has sharply outperformed EWZ this year and performed inline with BRF. That says when investors embrace Brazil again, BRAZ has the potential to shine.

Under The Hood: A Forgotten Brazilian Play

These days, there are no shortage of ETFs trading below their 200-day moving averages. Even when excluding leveraged and inverse funds, there are still plenty of plain vanilla ETFs languishing below this important technical metric.

Buying an ETF (or almost any security for that matter) as it crosses above its 200-day line can prove to be a winning plan, but what about the adventurous and impatient among us that just cannot wait for that technical to event occur?

For those with an itchy trigger finger, there are several interesting opportunities among country-specific ETFs that are currently trading below their simple 200-day moving averages. Be warned: Some are value, but a couple may be value traps. Let's have a look.

1) Globa X Brazil Mid-Cap ETF (NYSE: <a class="ticker" href="/stock/braz#NYSE">BRAZ</a>):
In terms of being below its 200-day line on a percentage basis, BRAZ may be the best or least bad of the offenders we're going to examine here. As of this writing, the ETF is just 0.07% below that critical technical indicator. A recent rate hike by Brazil's central bank and expectations for more later this year may be weighing on Brazilian ETFs, but if EM ETFs rebound, Brazil will not be left out of the equation.

Tread carefully with BRAZ because it is almost exactly at the mid-point of a $3 range it has been in since February. In other words, better pricing may be available soon.

2) IQ South Korea Small-Cap ETF (NYSE: <a class="ticker" href="/stock/skor#NYSE">SKOR</a>):
SKOR is arguably in better shape than BRAZ right at this minute because it is resting right at its 200-day line and that's after a surprise rate hike by the Bank of Korea. The past six weeks have been brutal for SKOR as the ETF has lost about 10% and near-term risk remains if South Korea is reclassified as a developed market, which could happen later this month. Take a wait-and-see approach to this one.

3) Market Vectors India Small-Cap ETF (NYSE: <a class="ticker" href="/stock/scif#NYSE">SCIF</a>):
SCIF is almost 13% below its 200-day line, so for the truly gutsy trader, there is some opportunity here. The risk/reward here is pretty good assuming the following hypothetical scenario plays out. Buy SCIF around $16.50 with a stop just below $15. If the 200-day line at $19 is reclaimed, the ETF probably reaches the low 20s.

4) Global X Norway ETF (NYSE: <a class="ticker" href="/stock/norw#NYSE">NORW</a>):
Norway should be a refuge market when things are going bad for Chinese and U.S. stocks and it kind of has been, but NORW has had some issues of its own lately. Still, the ETF is just 1.16% below its 200-day moving average and Norway isn't an EU member, so the patient investor can probably get involved here and target a 10%-15% winner by year-end.

5) iShares MSCI Israel Capped Investable Market Index Fund (NYSE: <a class="ticker" href="/stock/eis#NYSE">EIS</a>):
Statistically speaking, an ETF that is less than 2.5% below its 200-day line isn't the biggest cause for alarm, but upon closer examination, EIS has a very ugly chart and if support at $54 doesn't hold, there is added downside risk of another $5 or $6. While Israel is a developed market, EIS might be the least attractive play on this list.

Brazil ETFs: Nine Ways To Play (EWZ, BRF, BRAZ, BRXX, BRAQ, BRAF, UBR, BZQ, BZF)

The Global X Brazil Financials ETF (BRAF) began trading yesterday (July 29, 2010).  This is first ETF to target Brazil’s financial sector and the third of six planned Brazil ETFs from Global X Funds.
According to the <a href="http://www.globalxfunds.com/news_file/News_GlobalXLaunchesFirstBrazilFinancialsETF.pdf" target="_blank">press release</a>, the financial sector in Brazil is large and benefits from a decade of restructuring.  Brazilian loan portfolio values far exceed that of any other Latin American country, and are five-fold higher than second-ranked Mexico.  Financial investment in Brazil is expected to grow by 22% annually through year 2020.
“Brazil is establishing itself as the financial center of the region, thanks to strong macroeconomic trends over the past half decade of decreasing fiscal debt and unemployment, rising credit and industrial production,” says Bruno del Ama, CEO of Global X Funds.  ”Such trends plus favorable projections give a solid platform for financial sector growth going forward.  The Global X Brazil Financial ETF provides efficient access to these themes.”
The underlying <a href="http://www.structured-solutions.eu/aktuelle-indizes.html?isin=DE000A1DKPW1" target="_blank">Solactive Index from Structured Solutions AG</a> weights each component proportionally according to its free-float market capitalization, using a multi-tiered capped weighting process.  Stocks are capped at 10% in the highest tier while the next tier caps them at 4.75%.  Cumulative weightings of components not fulfilling specific liquidity criteria are capped at 10%.
The <a href="http://www.globalxfunds.com/fundsummary.php?fundid=18788&amp;catid=19" target="_blank">BRAF fund summary</a> indicates an expense ratio of 0.77% and provides links to other data sources.  The <a href="http://www.globalxfunds.com/Fact_Sheet/Fund121.pdf" target="_blank">BRAF fact sheet</a> (pdf) shows the total number of holdings at 25 with three limited by the the 10% cap:  Banco Bradesco, Itau Unibanco Holdings, and Banco Do Brasil.  Industry level weightings are Banks 44%, Real Estate 33%, Financial Services 16%, and Insurance 7%.

The Global X Brazil Consumer ETF (BRAQ) Is The First ETF To Truly Target Brazil’s Consumer Sector

The Global X Brazil Consumer ETF (BRAQ) began trading on 7/8/2010.  This <a href="http://investwithanedge.com/category/etf-ipos-new-etfs" target="_blank">new ETF</a> will focus on the increasingly important consumer sector of Latin America’s largest economy.  The <a href="http://investwithanedge.com/brf-new-brazil-small-cap-etf" target="_blank">launch of Market Vectors Brazil Small Cap</a> (BRF) a year ago was touted as a play on Brazil’s internal growth with a tilt toward consumer spending, as was the <a href="http://investwithanedge.com/braz-brazil-now-available-in-small-medium-or-large" target="_blank">Global X Brazil Mid Cap ETF</a> (BRAZ) last month.  However, BRAQ is the first ETF to truly target the potentially lucrative consumer sector of Brazil.
The underlying <a href="http://www.structured-solutions.eu/aktuelle-indizes.html?isin=DE000A1DKPV3" target="_blank">Solactive Index from Structure Solutions AG</a> weights each component proportionally according to its free float market capitalization. The weight of any stock is capped at 4.75% to help ensure diversification and broad coverage of the sector.  Excess weight is allocated proportionally to components that are not capped.  Additionally, the cumulative weighting of stocks that do not meet specific liquidity criteria is capped at 10%.
The <a href="http://www.globalxfunds.com/FundSummary.aspx?FundId=119" target="_blank">BRAQ fund summary</a> lists an expense ratio of 0.77% and provides links to other data sources.  The <a href="http://www.globalxfunds.com/FactSheets/Fund119.pdf" target="_blank">BRAQ fact sheet</a> (pdf) shows the current number of holdings at 28 (the index allows for a maximum of 40), and the <a href="http://www.globalxfunds.com/FundHoldings.aspx?FundId=119" target="_blank">list of holdings</a> suggest at least a dozen stocks were limited to the 4.75% cap during the initial allocations.  Industry weightings within BRAQ are Food &amp; Beverage 34.5%, Retail 25.2%, Personal &amp; Household Goods 18.9%, Travel &amp; Leisure 15.6%, and Media 5.8%.
The <a href="http://www.globalxfunds.com/Prospectus/Fund119.pdf" target="_blank">prospectus</a> (pdf) shows a whole family of Brazil ETFs including Brazil Financials ETF (BRAF), Brazil Industrials ETF, Brazil Materials ETF, Brazil Utilities ETF (BRAU), and <a href="http://investwithanedge.com/braz-brazil-now-available-in-small-medium-or-large" target="_blank">Brazil Mid Cap</a> (BRAZ), which was launched on 6/22/10.  The Global X China Mid Cap (CHIA) is also included as part of the prospectus.
